    Executive Summary Following the Orange County Board of Supervisors’ approval to transition to a vote center model, the Orange County Registrar of Voters (OCROV) created twelve internal working groups to develop procedures and policies for operating and conducting elections under the vote center model. • Language Support • Recruitment • Compliance • Training • Accessibility • Equipment • Site Selection • Logistics • Billing • Public Meetings • Ballot Drop Box • Communications In addition to the research and work from the twelve internal working groups, we acknowledge and incorporate the feedback provided by thousands of voters and community advisory committees such as the OCROV’s advisory Community Elections Working Group (CEW), CEW subcommittee Language Accessibility Advisory Committee (LAAC), and the CEW subcommittee Voter Accessibility Advisory Committee (VAAC). We are also grateful for the support and guidance provided by the Secretary of State and the five counties who transitioned to the vote center model in 2018. The Election Administration Plan (EAP) provides the foundation and guiding outline for the future of voting and elections in Orange County. Additionally, OCROV launched a website dedicated to informing the public about the upcoming changes and providing planning updates; the website can be accessed at ocvote.com/votecenter. Following the finalization of the EAP, OCROV will implement a comprehensive Voter Education and Outreach Plan (VEOP) ranging from expanding our social media presence, partnerships with high schools and institutions of higher education, and collaborations with elected officials and government agencies. The plan is a framework for OCROV to meet its goal of informing Orange County’s 1.6 million voters of the upcoming changes and transition to the vote center model.

Provided within this document are highlights of the full accolades report that was provided to each Trustee in the 7-19-17 board packet. Administrative Services District Information Technology District IT has been actively pursuing technologies to facilitate administrative functions and to enhance student connectivity and their learning experience. Including the District-wide/Enterprise Wireless and Wide-Area-Network (WAN) that has been modernized and upgraded as well as the Virtual Desktop Infrastructure (VDI) operational at OCC that has been further expanded into the library and additional classrooms. Risk Services Environmental Health and Safety (EH&S) updated the District-wide AED/CPR program to include: Processes and Procedures on the Campus Processes and Procedures at the District-site. EH&S also coordinated two AED/CPR training sessions at the District-site for District Employees. Facilities The District continues to work hard in carrying out the vision of providing state of the art facilities and technology for current and future students. Improvements have been made to existing facilities in addition to breaking ground on new buildings. The Facilities Department effectively utilized Proposition 39 Energy Funding. In 2016-2017 FY, the State budget proposed a total of $41.8 million in Proposition 39 allocations, including $1,192,413 to Coast.
