Please bring this copy. www.venice.coe.int CDL-REF(2012)003 - 2 - The Parliament - relying on Hungary’s legislative traditions based on popular representation; - guaranteeing that in Hungary the source of public power shall be the people, which shall pri- marily exercise its power through its elected representatives in elections which shall ensure the free expression of the will of voters; - ensuring the right of voters to universal and equal suffrage as well as to direct and secret bal- lot; - considering that political parties shall contribute to creating and expressing the will of the peo- ple; - recognising that the nationalities living in Hungary shall be constituent parts of the State and shall have the right ensured by the Fundamental Law to take part in the work of Parliament; - guaranteeing furthermore that Hungarian citizens living beyond the borders of Hungary shall be a part of the political community; in order to enforce the Fundamental Law, pursuant to Article XXIII, Subsections (1), (4) and (6), and to Article 2, Subsections (1) and (2) of the Fundamental Law, hereby passes the following Act on the substantive rules for the elections of Hungary’s Members of Parliament: 1. Central European Geology, Vol. 53/1, pp. 21–42 (2010) DOI: 10.1556/CEuGeol.53.2010.1.2 Microtectonic measurements and interpretation of the Mesozoic formations in the Villány Hills and Görcsöny–Máriakéménd Ridge, Hungary Attila Petrik Department of Regional Geology Eötvös Lóránd University, Budapest Within the framework of a National Research Fund project, different types of scientific investigations were carried out with the aim of a comprehensive paleogeographic reconstruction of the Tisza structural unit. As part of this project microtectonic measurements in the area of the Villány Hills and Görcsöny–Máriakéménd Ridge were carried out. Several publications have already appeared concerning the structural development of the Mecsek–Villány area (Csontos and Bergerat 1988, 1993; Benkovics 1997; Csontos et al. 2002), but in these the Villány Hills and their surroundings played a secondary role compared to the Mecsek Mountains. The goal of the present study was to establish the limits of the structural phases and determine their relative and absolute ages. An important issue has been to clarify to what degree the suggested events of structural deformation could be integrated into regional geologic processes. The tectonic conditions of the area of interest were studied through description and analysis of structural elements of 12 investigated quarries within it. Calculated stress field data were also analyzed. Seven quarries in the Villány Hills, five in the Görcsöny–Máriakéménd area, the data of over 650 striae, 550 joints, various ductile deformation elements (folds, flexures) as well as stylolites, were recorded. KvVM rendelet a Nyugat-Mecsek Tájvédelmi Körzet létesítéséről, valamint a Kőszegi-forrás erdőrezervátum létrehozásáról A természet védelméről szóló 1996. évi LIII. törvény 85. § (2) bekezdés 3., 11. és 13. pontjában kapott felhatalmazás alapján, a környezetvédelmi és vízügyi miniszter feladat- és hatásköréről szóló 165/2006. (VII. 28.) Korm. rendelet 1. § b) pontjában meghatározott feladatkörömben eljárva - az erdőkre és az erdőrezervátummá nyilvánításra vonatkozóan a földművelésügyi és vidékfejlesztési miniszter feladat- és hatásköréről szóló 162/2006. (VII. 28.) Korm. rendelet 1. § g) pontjában meghatározott feladatkörében eljáró földművelésügyi és vidékfejlesztési miniszterrel egyetértésben - a következőket rendelem el: 1. § (1) Védetté nyilvánítom Nyugat-Mecsek Tájvédelmi Körzet (a továbbiakban: Tájvédelmi Körzet) elnevezéssel a Baranya megyében Abaliget, Bakonya, Boda, Bükkösd, Cserkút, Hetvehely, Kővágószőlős, Kővágótöttös, Mánfa, Orfű és Pécs közigazgatási területén lévő, 9624,6 hektár, illetve a Tájvédelmi Körzet területéhez csatolom a már védetté nyilvánított 691,5 hektár, az 1. számú mellékletben felsorolt ingatlan-nyilvántartási helyrajzi számú, összesen 10 316,1 hektár kiterjedésű területet. It aims to guarantee the effective and lasting preservation and protection of Jewish cemeteries and mass graves throughout the European continent. Identified by the Hebrew phrase Lo Tishkach (‘do not forget’), the Foundation is establishing a comprehensive publicly-accessible database of all Jewish burial grounds in Europe, currently featuring details on over 9,000 Jewish cemeteries and mass graves. Lo Tishkach is also producing a compendium of the different national and international laws and practices affecting these sites, to be used as a starting point to advocate for the better protection and preservation of Europe’s Jewish heritage. A key aim of the project is to engage young Europeans, bringing Europe’s history alive, encouraging reflection on the values that are important for responsible citizenship and mutual respect, giving a valuable insight into Jewish culture and mobilising young people to care for our common heritage. Box 199, Hungary E-mail: [email protected] Abstract: Hungary is struggling with its fragmented local governmental system. The so called “public service reform” aimed to offer equal access to all as regards local public services, as well as to encourage effi ciency of activity at local administrative level. The government transferred to local actors the respon- sibility for the implementation of reform commissioned centrally. The organisational and geographical frameworks for the rationalisation of local public administration were in turn devised at micro-regional level. This paper mainly aims to analyse urban-rural connections, as co-operative networks of local authori- ties have already been created. The issue is the extent to which the horizontal cooperations created to organise public services can be effective if their vertical connections are very weak, and, further, if there is no mechanism to counterbalance regional differences. Bevezetés, célkitûzés A Felsõ-Tisza-vidéken az elmúlt években fokozódó gyakorisággal és intenzitással jelentkezõ árhullámok ráirányították a figyelmet a térség gátrendszerére, annak felülvizsgálatának szükséges- ségére. Ennek szellemében gondolták újra az árvizek elleni védekezés feladatait az új Vásárhelyi- terv keretében. Az 1800-as években gátak közé szorított Tisza a hordalékát egy szûkebb területen halmozza fel, melynek következtében a hullámtér napjainkra jelentõs mértékben feliszapolódott. A jelenlegi helyzetben önmagában a gátak magasítása nem elegendõ, mivel a problémát csak tünetileg kezeli, ezért további védekezési módszer, árapasztó tározók kialakítása vált szükségessé. 2004-2007 között 6 ilyen tározó kialakítását tûzte ki célul a kormány. A Tiszai árhullámok és a térség árvíz-veszélyeztetettségének kérdése, mint térinformatikai modellezési feladat jól beilleszkedett a Földtudományi Tanszékcsoport jelenlegi munkáiba. A tan- székcsoport a Felsõ-Tisza-vidéken már eddig is számos alkalommal végzett hidrológiai, környezet- védelmi és tájökológiai jellegû kutatásokat, ez a munka pedig szervesen összekapcsolható a már 1 meglévõ eredményekkel.
