Preface This PhD dissertation concerns the potential and challenges of conducting innovation in public-private partnerships with the objective of sustainability transformation of waste management systems. The dissertation is based on a comparative, embedded case study of the role of public-private partnerships in municipal waste management in two countries, England and Denmark. The thesis includes two parts: PART I: Introductions and Conclusions and PART II: Research Articles. Part I introduces the themes, theories, empirical field and methods of the PhD and draws a general conclusion. Part II consists of the following three independent, but interlinked research articles: - Article 1: The Potential for Conducting Innovation in Public-Private Partnerships (submitted to International Public Management Review) - Article 2: The Prominent, but Contested Role of Public-Private Partnerships in Sustainability Transformations of Waste Management Systems – Comparing English and Danish experiences (to be submitted to Environment and Planning A) - Article 3: Network, Hierarchy and Market: Managing Mixed Governing Strategies for Innovation in Public-Private Partnerships (to be submitted to Public Administration). The dissertation was conducted between September 2011 and March 2015, where I was employed at the Department of Business and Politics (DBP), Copenhagen Business School. The PhD was financed by Copenhagen Municipality, Aarhus Municipality and Vestforbrænding to whom I am immensely grateful for this opportunity. This dissertation has been born with ‘blood, sweat and tears’ but also tremendous joy and excitement. I could not have done it without the support of my 2 two supervisors, Professor Carsten Greve and Associate Professor Sine Nørholm Just from the Department of Business and Politics at CBS. Sofie Dam Copenhagen, March 2015 4 English Abstract This PhD concerns the potentials and challenges for conducting innovation in public-private partnerships (PPPs) towards the objective of transforming municipal waste management towards more sustainable systems. In recent years, local authorities have been met with intensified demands from the EU and national governments to change existing waste management systems from solutions based on disposal and recovery towards more recycling and prevention and at the same time deliver more efficient waste management services through the inclusion of private businesses. These two demands may to some degree be mutually supportive, but may also lead to challenges in the prioritization and development of new solutions. Alongside changes in waste management systems from simple, local ‘collect-and- throw-away’ systems towards more sustainable, complex socio-technical networks, where various types of waste are collected, transported and treated in separated streams between a net of public and private actors, private actors have gained more influence in the management of municipal waste. Private businesses participate as waste collectors, technology developers, managers of treatment plants and end-receivers of municipal waste and are also co-producers of this waste through the design and production of goods consumed in households. Thereby public and private actors have become gradually more interdependent and increasingly need to work together to develop more sustainable waste management solutions. Concurrently, however, the movement towards privatization of waste management services also creates increasing competition between public and private actors in waste management, which may lead to the opposite effect and result in tensions between these groups. This dilemma frames the role of public-private partnerships in municipal waste management. 5 The dissertation is based on an embedded, comparative and explorative case study of public-private partnerships, innovation and sustainability transformation

We want to give you some of the experiences, some of the perspectives and some of the challenges schools meet. And how it’s met by three Scandinavian schools and Municipalities. Here, in this brochure we try to convey a snapshot of the change following digitalization of schools, by showing three glimpses from Scandinavia, from three schools, one each in Nor- way, Denmark and Sweden. They have been chosen from three different municipalities, not necessarily outstanding. One larger city on the Norwegian coast, old city with harbor and shipping industry. They have been chosen to reflect what is happening this very now. Schools slowly – or more rapidly! – developing their curriculum, their methods and their tools. We must retain our strong cycling culture and pass it on to our children so they can get the same pleasure of moving through traf- fic on a bicycle. Unfortunately, we cycle less today than we did previously. It is quite normal for Danes to get behind the wheel of the car, even for short trips. It is com- fortable and convenient in our busy daily lives. If we are to succeed in en- couraging more people to use their bicycles, therefore, we must make it more attractive and thus easier to cycle to work, school and on leisure trips. We can achieve this by, for example, creating better cycle paths, fewer stops, secure bicycle parking spaces and new cycling facilities. In the government, we are working for a green transition and we want to promote cycling, because cycling is an inexpensive, healthy and clean form of transport. The state has never before done as much in this regard as we are doing at present.

Objective: To investigate potential geographical variances in use of antipsychotic drugs in dementia care. Methods: A registry-based cross-sectional study in the entire elderly population of Denmark (≥65 years) conducted in 2012. Data included place of residence, prescriptions filled, and hospital discharge diagnoses. Antipsychotic drug use among elderly with (n = 34,536) and without (n = 931,203) a dementia diagnosis was compared across the five regions and 98 municipalities in Denmark, adjusted for age and sex. Results: In 2012, the national prevalence of antipsychotic drug use was 20.7% for elderly patients with dementia, with a national incidence of 3.9%.

    STILL THE CENTURY OF GOVERNMENT? NO SIGNS OF GOVERNANCE YET! Kurt Klaudi Klausen ABSTRACT The fiscal crisis has led to recentralization, reorganization and innovation. These en- deavours can better be understood as acts of government than as governance. The heg- emonic position of New Public Governance is questioned from four reference points: (1) reform policies of the Danish state under three consecutive governments since the turn of the century; (2) the fate of a public policy manifesto by 30 Danish researchers (3) research that looked in vain for politicians who identify with and act in accordance with ideals of governance; and (4) the deliberate strategic efforts made by local author- ities to achieve strategic design fit and to push forward the innovation agenda from the top down. As far as signs of New Public Governance, the Danish case should be of par- ticular interest because of Denmark’s history of corporatism and consensus-oriented democracy, a highly decentralized welfare state and the high level of trust among citi- zens and at the workplace. But are they better at explaining the modernization programmes and public sector behaviour of our time than NPM, which has had a hegemonic status since the early 1980s? We may speak of hegemony as Antonio Gramsci did in his prison notebooks (Gramsci 1926-35) when a particularly internally consistent concept of reform thinking becomes intellectually and culturally dominant to an extent where it is almost indisputable.
