Computing Services Center, LSU, Baton Rouge, LA 70803 e-mail: [email protected] Abstract The Colville River Delta, Alaska has been the subject of research by teams from Louisiana State University since 1961. Although nearly 200 articles, abstracts, reports, theses and dissertations about the delta have been produced, much of the research is still unpublished. In 1997, Louisiana State University initiated a long-term project devoted to the establishment of a digital library by utilizing Colville River Delta research materials. The objective is to make several thousand slides, black and white photographs, aerial photographs, diagrams, maps, and tables as well as publications available to students, researchers and other interested people via the internet. To date (September, 1997) more than 1000 items (including a number of theses, dissertations and published articles) have been digitized and are available through the URL http://appl003.lsu..edu/lsudigit.nsf. The procedures used and the infrastructure (e.g., equipment and computer programs) needed to support a digital library of arctic materials are being standardized at Louisiana State University. Field construction and development took three years, six million man-hours and cost more than $1.3 billion. This is a roadless development, and in the winter an ice road is built connecting Kuparuk to Alpine to move in supplies for the rest of the operating year. In any given winter season more than 1,500 truckloads of modules, pipeline and equipment are moved to Alpine over the ice road. More than eight years of environmental studies guided conceptual development of the field, allowing engineers and environmental experts to locate drill sites and facilities in areas where they have had minimal impact on wildlife, waterfowl and the subsistence lifestyle practiced by Nuiqsut residents. North Slope Borough and City of Nuiqsut PREFACE The Lisburne Unit owners have proposed to construct a solid-fill causeway in Prudhoe Bay for the most efficient development of the Lisburne Field. Concern has arisen that the causeway may alter anadromous fish habitat and/or movements such that fish populations are affected. Because of these concerns over potenti a1 causeway effects, a variety of mitigative actions were considered, including various causeway and breach designs. The North Slope Borough recognized that breaches were not cost-effective mitigations and agreed that an offsite technical program would be an appropriate use of resources. The offsite technical program was to be in the form of (1) assistance in training of personnel and (2) population monitoring and evaluation of harvestable fish stocks in the Colville River. The population monitoring will provide baseline data to help identify changes in the fish populations that may arise from various coastal developments. The fishery assessment will allow the resident fishermen to develop the most appropriate harvest strategies to optimize harvests of local stocks. A multi-year study financed by ARC0 Alaska was begun in 1985. There are two main parts to the study: the Fishery Assessment and the Biological Study. This volume presents the results of the first year of study. -
