Over the years, NEA has been at the forefront of promoting sustainable development in the rural areas through efficient and responsive electrification of local communities and industries. Moreover, your efforts to engage electric cooperatives and consumers to become responsible stakeholders on our energy resources are also noteworthy. I acknowledge the great strides you have made in the previous year including the Sitio Electrification Program, loan assistance and capacity building for electric coperatives and NEA’s improved corporate governance, among others. As you chronicle the Agency’s accomplishments, I trust that you will be further inspired to pursue policies and programs that will support the utilization of renewable energy and help mitigage the adverse effects of climate change. Together, let us work towards achieving a stronger and more inclusive growth for the Filipino people. Congratulations and I wish you success in all your endeavors. MESSAGE Through the years, the National Electrification Administration has been working with the Department of Energy (DOE) towards fulfilling the challenge of bringing light to the homes of millions of Filipinos in rural areas of our country. 2018 has been another full year for the NEA, as well as the Electric Cooperatives (ECs) and their respective Member-Consumer- Owners (MCOs). NEA’s continued implementation of the Sitio Electrification Program and the 12.827 million consumer connections you have reached in cooperation with the 121 ECs have benefitted the lives of our kababayans throughout the archipelago. May the positive change brought about the electricity services in the lives of our fellow countrymen inspire us to go even further, and work doubly harder. Together, let us give more men, women, and most especially children in unserved and underserved areas the chance for brighter futures. As the shepherd of the country’s electric cooperatives, we hope that NEA will always embody impartial, compassionate, transparent and accountable leadership. We commend all the work you have put into strengthening our ECs. This includes the various policies and guidelines you have formulated to fortify the management and personnel, as well as the ECs’ operations, most especially their emergency and disaster response and rehabilitation capabilities through the establishment and mobilization of the Power Restoration Rapid Deployment Task Forces. Moreover, the passage of the Electric Cooperatives Emergency and Resiliency Fund Act in June last year would provide additional financial assistance which would further reinforce the energy resiliency of our ECs during calamities.     his paper is a self-reflection on the state of openness of the University of the Philippines Open University (UPOU). An exploratory and descriptive study, it aims not only to define the elements of openness of UPOU, but also to unravel the causes and solutions to the issues and concerns that limit its options to becoming a truly open university. It is based on four parameters of openness, which are widely universal in the literature, e.g., open admissions, open curricula, distance education at scale, and the co-creation, sharing and use of open educational resources (OER). It draws from the perception survey among peers, which the author conducted in UPOU in July and August 2012. It also relies on relevant secondary materials on the subject. What if you could revisit and download the questions you took during the UPCAT (University of the Philippines College Admission Test)? I received information that this will soon be a possibility. It’s not yet official though. For some people, including yours truly, this is the same set of questions that made and unmade dreams. Not all UPCAT takers make it. Only a small fraction pass the test. Some of the passers see it as a blessing. Some see it as fuel, firing their desire to keep working harder. Some see it as an entitlement — instant membership to an elite group. Whatever its worth, the UPCAT is the entryway to the University of the Philippines, a scholastic community with a unique and celebrated tradition spanning more than a century. But take heed — none of its legacy would have been possible if not for the hard work of Filipino taxpayers.

Clarete Energy Policy and Development Program Abstract Among several factors that may explain why electricity in the Philippines is expensive compared to other ASEAN member states, this paper zeroes in on two: the value added tax (VAT) and red tape in obtaining generation business permits. Legislators have raised the timeliness of lifting just the VAT on electricity to reduce electricity prices. This study however observes that red tape may contribute three times more than the VAT to making electricity costly in the country.

But traditional political families in the Philippines are so infamous that a 2012 piece by the Sydney Morning Herald documented a dynasty on steroids. It is noteworthy that political dynasties in the Philippines continue to expand. The article, published by the Ateneo Policy Center' academic think tank From Fat to Obesity: Political Dynasties after the 2019 midterm elections, argues that political dynasties have become fatter over the past 30 years (or 10 election periods). According to the document, the thin dynasty is one where political families mantle public office on other members consistently. Elections are used by family members to replace each other in a political post. On the other hand, the term fat dynasty refers to the family of politicians, while entering public office. Several members of the clan participate in elections simultaneously, running for various positions. Accordingly, the newspaper is so troubling: The results of the 2019 midterm elections have demonstrated the ability of political dynasties to remain in power, as fat dynasties remain entrenched in many parts of the country. While some prominent political dynasties have lost, the overall picture shows that fat dynasties continue to grow on both intense (i.e., the size of political clans among fat dynasties) as well as vast (i.e., the number of political clans that fat dynasties) fields. The threat to democracy, the continued dominance of particular families in elections, in fact, distorted this political exercise in favour of only a special caste of politicians.

GONZALES-OLALIA “Lust of power is the most flagrant of all passions.” - Tacitus1 They say history repeats itself. But it does so in ironic ways. In 1986, the world became witness to a bloodless revolution, where the outraged Filipinos took to the streets and faced the military might of an overstaying President. The EDSA2 People Power Revolution became a part of Philippine history. In 2001, EDSA again became the site of mass protests, this time leading to the downfall of an elected President accused of corruption, ineptitude and immorality, barely half into his legal term. Like its predecessor, People Power II will also be forever a marker in Philippine history. However, unlike its predecessor, People Power II was barely bloodless and definitely not a revolution.3 In 1986, Supreme Court Chief Justice Claudio Teehankee administered the oath as President to Corazon Cojuangco Aquino as revolutionary successor of Ferdinand Edralin Marcos. The oath taking was met with much celebration, as it symbolized hope and freedom from tyranny for the Filipinos.
