It comprises a general account of the County, with the Hundreds and Poor Law Unions, a sketch of its geological features, and a description of the Cathedral of Chester, and further all places in the County, alphabetically arranged, with lists of the Inhabitants, both Private Residents and those engaged in Commerce and Trade. Under each Parish the Division of the County (as formed under the provisions of the" Redistribution of Seats Act, 1885), the Hundred, Union, and County Court District, the Diocese, Arch­ deaconry and Rural Deanery are given, as also the College and University of every Beneficed Clergyman, as far as they can be ascertained, and the names of the Parish Clerks; and lists of the Farm Bailiffs of Gentlemen farming their own land have been added.

New permissions since 1 April 2012 have been recorded, all sites in the monitor have been visited and forecasting has been reviewed and updated where applicable. 1.2 The Housing Land Monitor (HLM) informs the Cheshire West and Chester Local Development Framework (LDF), provides housing data for the Annual Monitoring Report (AMR), and is an integral part of the evidence base for the emerging Local Plan. The calculation of a five year housing land supply Housing Land Monitor Update (September 2012) is used for Development Management purposes when commenting on planning applications for residential development. Planning policy 1.3 The North West Regional Spatial Strategy (RSS) provides a housing number of 23,700 for Cheshire West and Chester for the period 2003-2021, which equates to 1,317 units per annum. 1.4 The Localism Act 2011 removed Part 9 of the Local Democracy, Economic Development and Construction Act 2009, which prevents any further Strategies being created. It is anticipated that the RSS will be abolished in the near future.

Chroniclers who consciously took notes for posterity share honours as historians with diarists and letter-writers whose spontan­ eous and naif remarks were never meant to be public property, and all these are often less valuable indications of the life of Man in any given period than that expression of emotion and ideals which is called literature. Legend has become ancillary to history, and the shadowy truth concerning ages that lie back on the borderlines of prehistoric days has received illumination even from stones, pieces of metal, carved wood, and pictured papyrus. Until recent years this study of written records was concerned chiefly with the lives of the great and powerful men of any epoch, and it is only with the rise of modern democracy that there has come a desire that history should tell the story of ordinary men and describe their customary thoughts and deeds. As this demand for knowledge of the life of essentially unlettered men increases, a stimulus is given to the study of the evidence that was never written down, and the earth itself begins to be perused as a docu­ ment that will help to reconstruct for us the picture of past ages. There can be few problems so fascinating as the attempt to discover what led a group of people in some far distant time to choose out of a whole area one special site for their abode.
