Oecd Thematic Review of Tertiary Education OECD THEMATIC REVIEW OF TERTIARY EDUCATION Country Background Report for Norway The Norwegian Ministry of Education and Research January 2005 1 Preface This background report for the OECD-review of the Norwegian tertiary education system has been written by NIFU STEP, an independent research foundation, on behalf of the Ministry of Education and Research.     D/S NORDNORGE: Ofotens dampskipsselskaps aggskip var nesten 900 bruttotonn, hadde sertikat for 270 passasjerer og gjorde 13 knops fart da hun i 1936 gikk inn i hurtigruten, som for første gang kk daglige avganger. Hun ble kapret av tyskerne i Trondheim 7. mai 1940 og brukt til landsetting av en styrke bergjegere i Ranaorden i ryggen på de allierte forsvarerne. Målet var å åpne veien over Saltellet til Bodø for 2. bergdivisjon. Landsettingen var vellykket og representerte begynnelsen til slutten på felttoget i Nord-Norge. Selv ble hun senket under kampene utenfor Hemnesberget av to britiske jagere. Bildet tatt i 1928 av Anders Beer Wilse. Hun var blitt rekvirert av norske myndigeter og hadde nettopp landsatt et sanitetskompani på vei til Narvikfronten da hun ble bombet av tyske y. 40 mennesker omkom eller ble såret under angrepet. Foto: Digitalarkivet. D/S MIRA: Bergenskes 1000-tonner Mira var bygd i 1891 og ble gjeninnsatt i hurtigruten da kampene opphørte i Norge i juni 1940 med plass til 400 passasjerer. På sørgående 4. mars 1941 ble hun skutt i brann og senket av en britisk jager under Lofotraidet. Bildet er tatt av Wilse utenfor Odda i 1911.     NORGES OFFENTLIGE UTREDNINGER NOU 1998: 12 Alta bataljon Rapport fra et utvalg nedsatt av Sosial- og helsedepartementet januar 1997 Avgitt til Sosial- og helsedepartementet 3. juni 1998 STATENS FORVALTNINGSTJENESTE STATENS TRYKNING OSLO 1998 Til Sosial- og helsedepartementet Utvalget ble nedsatt i januar 1997 med sikte på å vurdere rettighetene til krigspen- sjon for deltakerne i Alta bataljon, spesielt i lys av de gjeldende forskningsresul- tatene angående psykiske senskader. Arbeidet skulle ifølge mandatet ha vært avsluttet pr 31. desember 1997. Denne fris- ten er blitt overskredet med fem måneder. Det er særlig to grunner til dette. For det første gikk utvalget ut med et tilbud til alle gjenlevende veteraner fra Alta bataljon som var bosatt i Finnmark og enkelte andre steder, om en omfattende helseunder- søkelse utført av spesialister i psykiatri og allmennmedisin. For det andre engasjerte utvalget Statistisk sentralbyrå til å utarbeide et statistisk materiale til belysning av levealderen m m for deltakerne i Alta bataljon sammenlignet med en tilsvarende gruppe ikke-krigsdeltakere. Analysen av datamaterialet fra disse undersøkelsene har tatt lenger tid enn forutsatt. Med tanke på at saken gjaldt et omstridt spørsmål som har versert i en årrekke og som har opptatt veteranene og mange etterlatte i lang tid, la utvalget vekt på å få un- dersøkt alle aspekter som kunne tenkes å være av betydning for deltakernes pen- sjonsrettigheter. En del av utvalgets medlemmer og noen av de impliserte legene gjennomførte i au- gust 1997 en befaring i stridsområdet nord for Narvik. Befaringen ble lagt opp og ledet av oberstløytnant Hans Børsheim ved Krigsskolen Linderud. Også oberstløyt- nant S E L Ramberg, Alta bataljons siste sjef, deltok i befaringen.

Det er fra tidligere prosjektarbeider gjort et stort arbeid med å dokumentere og registrere kulturminner i kommunen. In most cases it is unclear from the sources whether the ship was lost in the territorial waters of the country in question, in the EEZ or in international waters.
