Public Planning Meeting

Council held a public planning meeting at the Municipal Council Chambers on Thursday, February 6, 2020 at 7:15 p.m. Council members present were Mayor Michael Donohue, Deputy Mayor Mike Quilty, Councillors Robert Dick, Kevin LeGris and Bob Hall. Staff member present was Acting Clerk-Treasurer Mitchell Ferguson.

Mayor Donohue called the public planning meeting to order.

Mayor Donohue reported that the public planning meeting was being held to consider a Zoning By-Law Amendment requested by Jody Hartwick and Kim Henry.

Mayor Donohue reported that the applicants are requesting a zoning by-law amendment.

The purpose of the amendment is to rezone the land to permit a hunting and fishing camp, and to establish a minimum gross floor area of 45 square metres for this use.

The effect of the amendment is to rezone the subject lands from Agriculture (A) to Agriculture-Exception Thirty-Nine (A-E39). All other provisions of the Zoning By-law will apply.

The lands affected by the amendment are located on Part of Lot 12, Concession 5, in the geographic Township of Bromley, now in the Township of Admaston/ Bromley, and known municipally as vacant land on Spence Road.

Notice of the public meeting was advertised in the Eganville Leader on January 8th, 2020. Notice was also sent to the:

• Owners • 4 owners of land within 120 metres of the lands affected • eight public bodies as required • County of Renfrew C.A.O./Clerk. • Admaston/Bromley’s Chief Building Official

Enbridge Gas INC responded that after review of the information they have no objections, comments or concerns.

Mayor Donohue provided an explanation on the appeal process and requested comments from the Public.

Mayor Donohue then asked if Council had any questions or comments.

Seeing none the Mayor requested that anyone wishing to receive notice of Council’s decision on the Zoning By-Law Amendment for Jody Hartwick and Kim Henry advise the Clerk-Treasurer prior to leaving this public meeting.

Hearing no further concerns or objections the Thursday February 6, 2020 Public Planning meeting was adjourned at 7:25 p.m.

County of Renfrew - Mayor Michael Donohue

The Mayor brought the following information from the County of Renfrew to council’s attention. Council accepted it as information.

At the 2020 Budget Workshops, the County of Renfrew arrived at a levy increase of 2.5%, with real growth being 1% from 2019.

Also reviewed at the County of Renfrew meeting were the public works projects that are taking place within municipalities in the County. The following is a list of projects that are taking place in Admaston/Bromley in 2020:

Re: Local Efficiency Group (LEG) Service Delivery Review RFP Award

Background:

After receiving notification from Minister Clark in March of 2019, that municipalities would be receiving one-time Modernization Funding, Greater Madawaska reached out to neighbouring municipalities who are in close proximity and/or are already working as partners in various efforts to provide services in the most efficient manner feasible. The municipalities included the Towns of Renfrew and Arnprior and the Townships of Admaston/Bromley, Greater Madawaska, Horton, McNab/Braeside and Whitewater Region. The municipalities named the group ‘the Local Efficiency Group’, or LEG.

At the initial meeting the Heads of Council and staff representatives from each municipality met to discuss and review each discipline and determine if there were opportunities for efficiencies and/or modernization.

At a November 18, 2019 meeting of LEG, the group focused in on the LEG initiatives and recognized that there is a new funding opportunity, called the Municipal Modernization program, which had been announced on November 12th. The program focused on obtaining a service delivery review to be completed by third-party reviewers (consultants). The timeline for the project was outlined as follows:

 November 22, 2019 – Advise Municipal Services Office of your municipality’s intention to apply  December 6, 2019 – Submit your expression of interest  January 2020 – learn whether your application is approved  June 15, 2020 – Submit your third-party reviewer’s draft report to the ministry  June 30, 2020 – Post the third-party reviewer’s final report online and submit your final report to the ministry. On December 5th, 2019, Council passed the following resolution, 06/12/19, in support of the LEG Expression of Interest:

“Be it resolved that Council approves proceeding with the joint submission of the Expression of Interest for the Municipal Modernization Program with some or all of the partners of the Local Efficiency Group (LEG)”

On behalf of the LEG, Admaston/Bromley completed and submitted the Expression of Interest. The amount requested was the maximum permitted, $200,000. The application was for a service delivery review of each participating member of the LEG, if their respective Council approves inclusion on the application, as well as a cross border review to seek out opportunities to improve service levels and efficiencies.

On January 9th, 2020, Greater Madawaska released a Request for Proposal for consulting services for the LEG – Service Delivery Review, RFP #01-2020. Document #1 attached hereto provides the Terms of Reference as laid out in the RFP, for Council’s information.

On January 20th, 2020, Steve Clark, Minister of Municipal Affairs and Housing advised the LEG “that the Government of Ontario will provide funding of up to $200,000.00 towards your joint project Efficiencies without Borders: Efficiency Finding Across Seven Municipalities for the cost of an independent third-party reviewer to deliver a final report by June 30, 2020.”

Discussion:

The submission deadline for the RFP #01-2020 Service Delivery Review was January 31st, 2020. Eight (8) proposals were received from the following consultants:

On February 4th, 2020, all members of LEG met and reviewed the eight (8) proposal submissions and completed an evaluation process as set out in the Proposal documents. As a result of this review, Dillon Consulting Limited in partnership with Performance Concepts Consulting, achieved the highest ranking in the evaluation.

The Dillon proposal indicated a clear understanding of the project objectives indicating that they see “great opportunities for the group of municipalities to better understand their current operations (‘as is’), identify collaboratively what service delivery ‘should be’ and build an implementation plan with options for the municipalities to move forward in a more efficient and cost-effective way”. The team put forward has experience working with local municipalities, as well as on recent service delivery reviews for other municipalities in Ontario. They propose to combine department reviews into four clusters based on the services outcomes delivered: A) Corporate & Development; B)Protective Services; C) Asset Intensive Services (Public Works); and D) Parks and Recreation Services. Their process will begin with a Summit of the LEG municipalities representatives to self-identify opportunities for efficiency, as well as learning from each other across the municipalities.

The proposal is detailed and creative, time sensitive and robust. Council should be aware that as with any of the proposals submitted, there is a need for Council and staff involvement in the process, providing of documentation on our current state, participating in consultation and interviews and review of the drafts and final report. Council may be asked to attend sessions outside of our regular Council meeting agenda. Staff will be required to assist the consultant in a timely manner, in order for the project to be completed by June 15th, 2020.

Based on the proposal evaluations and consultant qualifications, staff recommends that Council award the RFP #01-2020, in partnership with the other member municipalities of the LEG, for consulting services for a Service Delivery Review to Dillon Consulting Limited, in partnership with Performance Concepts Consulting.

Recommendations:

That Council award the Local Efficiency Group (LEG) Request for Proposal #01-2020 for a Service Delivery Review to Dillon Consulting Limited, in partnership with Performance Concepts Consulting; and

That the Mayor and Clerk-Treasurer be authorized to execute a contract, in partnership with the other municipalities forming the LEG, with Dillon Consulting Limited for a Service Delivery Review.

Options: Council could choose to not proceed with the joint service deliver review proposal, or consider one of the other proposals submitted, however, the Councils of the other municipalities of the LEG are also being recommended to participate in this review and to award to Dillon Consulting based on the evaluation jointly undertaken.

Financial Considerations: Due to the success of the LEG in receiving the Municipal Modernization Program grant in the amount of $200,000, the proposed award to Dillon Consulting for $176,981 (without HST) is within the funding amount and therefore no additional costs to the municipality are anticipated.

Douglas Fire Committee Regular Meeting January 8, 2020

The regular meeting of the Douglas Fire Committee was called to order by Chairman Robert Dick. Present were Ken Keill, Daryl Thom, Harry Stuart, Fire Chief Kevin Van Woezik and Deputy Fire Chief Bill McHale There were no conflicts of interest.

It was moved by Ken Keill and seconded by Daryl Thom that the minutes of the December 4, 2019 meeting be approved as read. Carried

In Old Business Heins Heating inspected the furnace and oil tanks and both passed.

In correspondence an email was received from Bell Canada and the phone and internet rates will remain the same for the next three years.

A BY-LAW TO CONFIRM PROCEEDINGS OF THE COUNCIL OF THE TOWNSHIP OF ADMASTON/BROMLEY AT THE MEETING HELD FEBRUARY 20, 2020

WHEREAS Subsection 5(1) of the Municipal Act, 2001, S.O. 2001, Chapter 25, as amended, provides that the powers of a municipal corporation are to be exercised by its Council;

AND WHEREAS Subsection 5(3) of the said Municipal Act provides that the powers of every Council are to be exercised by by-law;

AND WHEREAS it is deemed expedient and desirable that the proceedings of the Council of the Corporation of the Township of Admaston/Bromley at this meeting be confirmed and adopted by by-law;

THEREFORE the Council of the Township of Admaston/Bromley enacts as follows:

1. That the actions of the Council at its meeting held on the 20th day of February 2020 and in respect of each motion, resolution and other action passed and taken by the Council at its said meetings, is, except where the prior approval of the Ontario Municipal Board or other body is required, hereby adopted, ratified and confirmed as if all such proceedings were expressly embodied in this by-law.

2. That the Head of Council and proper officers of the Corporation of the Township of Admaston/Bromley are hereby authorized and directed to do all things necessary to give effect to the said action or to obtain appropriate approvals where required, except where otherwise provided, and to affix the Corporate Seal of the Corporation of the Township of Admaston/Bromley to all such documents.

3. That this By-Law shall come into force and take effect upon the passing thereof.
