Findings and Conclusions 4 BRIDGING THE STANDARDIZATION GAP PROGRAM The International Telecommunication Union’s Telecommunication Standardization Sector (ITU- T) remains at the forefront of efforts to improve the capacity of developing countries to fully participate in the development and implementation of information and communication technology (ICT) standards. Inequality in national standards capability continues to be a contributive factor to the persistence of the digital divide between the developed and developing worlds and to diminished opportunities for economic development and technological innovation. ITU’s Constitution provides that ITU-T’s work should always take into account the concerns of developing countries.1 ITU has a longstanding commitment to improving opportunities for developing countries to develop and implement ICT standards and is seeking to identify remaining standardization disparities and recommend actionable measures that can help to ameliorate these disparities. To this end, ITU-T has embarked upon an ambitious effort called Bridging the Standardization Gap (BSG) between developing and developed countries. This report describes a recent research project on BSG and related activities. Bridging the Standardization Gap Program Objectives The overarching goal of the Bridging the Standardization Gap program is to facilitate increased participation of developing countries in standardization, to ensure that developing countries experience the economic benefits of associated technological development, and to better reflect the requirements and interests of developing countries in the standards-development process. One specific objective of this project is to understand the primary gaps that must be overcome to improve the standards development, implementation, and usage capacities of developing countries. This report will introduce the ITU-T's current research project on building standards capacity in the developing world; will present case studies of national standards capability; will identify the primary standards gaps between developing and developed countries based on these case studies; will recommend what a national profile of standards readiness would look like; and will propose a set of indicators, best practices and actionable steps for improving national standards capacity in the developing world. Under this program, third-party performance testing of environmental technology is conducted by independent verification organizations under strict EPA quality assurance guidelines. Southern Research Institute (SRI) is one of six independent verification organizations operating under ETV, and operates the Greenhouse Gas Technology Center (GHG Center). With full participation from technology providers, purchasers, and other stakeholders, the GHG Center develops testing protocols and conducts technology performance evaluation in field and laboratory settings. The testing protocols are developed and peer­ reviewed with input from a broad group of industry, research, government, and other stakeholders. After their development, the protocols are field-tested, often improved, and then made available to interested users via Verification Guidelines such as this.

Standards are documented agreements containing technical specifications or other precise criteria to be used consistently as rules, guidelines, or definitions of characteristics, to ensure that materials, products, processes and services are fit for their purpose. Therefore, International standards contribute to the reliability and effectiveness of the goods and services we use. ISO, International Organization for Standardization (The most widely recognized standards organization) ISO is a non-governmental organization established in 1947. The mission of ISO is to promote the development of standardization and related activities in the world with a view to facilitating the international exchange of goods and services, and to developing cooperation in the spheres of intellectual, scientific, technological and economic activity. ISO is comprised of three types of membership. 1. Member Body A specific national body most representative of standardization in its country. 2. Correspondent Member An organization in a country which does not yet have a fully developed national standards activity. 3. Subscriber Member In particular, countries with very small economies. The “Member Body” of ISO is comprised of over 95 countries that have established standard organizations. The Member Bodies along with the Correspondent Members and Subscriber Members all contribute to the work and development of a standard. Thus, ISO’s work results in international agreements, which are published as International Standards. Examples of Member Bodies are; from the United States the American National Standards Institute ANSI, from Canada the Standards Counsel of Canada SCC, from Italy the Ente Nazionale Italiano di Unificazione UNI, from the United Kingdom the British Standards Institution BSI and from Germany the Deutsches Institut fur Normung DIN.

Background • The International Organization for Standardization - also known as “ISO” - began creating technical standards for things like hardware and photo film in the late 1940s. The norms established by ISO have a major impact on national and local environmental and social issues.
