WORK INFORMATION 1.1 Conditions of this MOWP No changes to the conditions outlined in this Method of Working Plan can be made without the approval of the MOWP Safety Coordinator. 1.2 Project Scope and commencement This MOWP has been produced to allow planned works to be undertaken as part of Southern Apron Slab Rectification Works. The planned works will include the removal and replacement of various slabs within the various stages as defined in the attached MOWP staging plans. Stage 1 of the works is now complete. Stage 2 is planned to commence 15th Jan 2019 and will take approx. 3 months to complete. Stage 3 is planned to commence 4th March 2019 and will take approx. 3 weeks to complete. The actual date and time of commencement of the work will be notified by a Local Works Plan and/or an Operations Advice and associated NOTAM which will be issued before the commencement of each Stage of works. A Local Works Plan will be issued at least 48 hours prior to the commencement of each MOWP Stage. 1.3 Location of the work site Stage 1 Bay Hotel 2 and Bay Hotel 2A Stage 2 Bay Hotel 3 and Bay Hotel 3A Stage 3 Intersections of Taxiway Sierra and Taxiway Juliet 1.4 Staging of the works All Stages of works may include pavement maintenance, electrical works, drainage works, survey or geological investigation. The works will be undertaken in Three (3) separate stages. Some MOWP stages may be combined with another Stage to expedite or minimise impact to aircraft operations. If an additional MOWP Stage is required an amendment to this MOWP will be issued detailing the new MOWP Stage and followed up with a Local Works Plan, a Notice to Airmen (NOTAM) and/or Operations Advice as required. 1.5 Weather Conditions Works will not be permitted on the manoeuvring area or in areas where the Senior Airside Safety Officer (Car 2) believes is unsafe: 1. Low Visibility Conditions or 2. Weather conditions that the Senior Airside Safety Officer (Car 2) in conjunction with Air Traffic Control believes are unsafe or may affect airport operations. Date of Issue: January 2019 Uncontrolled when printed Page 2 of 27 MOWP 2018/2 Slab Rectification Works Low Visibility Conditions/Operations is defined when the cloud base is 200 ft or less or Visibility is 800m or less and the Senior ASO has reported that the aerodrome is secure (Critical and Sensitive Area are protected). ATC will then declare “Low Visibility Procedures in Force” on the Computer Automated Terminal Information Service (CATIS). As per the CASA endorsed Letter of Agreement between Melbourne Airport and Airservices Australia (ATS LOA 532), once a NOTAM has been issued and there is unfavourable weather conditions and the NOTAM is required to be cancelled or amended, a new NOTAM may be issued at short notice to activate another stage of the MOWP to minimise impact to aircraft operations. Melbourne Airport will give at least two hours’ notice to Air Traffic Control and the major airline operators affected by the late change in the new NOTAM action. Once a Stage of works has been cancelled due to weather and a new Stage enacted there will be no further changes implemented within a 12 hour period. 1.6 Hours of Work The works will be undertaken in: Stage 1, 2 and 3 will be between the hours of 06:00 local time and 18:00 local time, Monday until Sunday inclusive or such other hours as agreed by Melbourne Airport. Some stages of these works may remain closed over a twenty-four hour period to allow the pavement repair to cure or will be conducted during evening hours to minimise the impact on aircraft operations. The actual times of works be notified by a Local Works Plan and/or an Operations Advice and associated NOTAM which will be issued before the commencement of each Stage of works. A Local Works Plan will be issued at least 48 hours prior to the commencement of each MOWP Stage 2. OPERATIONAL AND AIRCRAFT RESTRICTIONS 2.1 Operational Restrictions Stage 1 During Stage 1 Bay Hotel 2 and Bay Hotel 2A will not be available for aircraft operations. Bays impacted : Hotel 2 & 2A Tow Bar Disconnect Point Nil Impact Note: During this stage of works the Taxilane Juliet centreline will be relocated 13.7m north to facilitate these works. Taxilane centreline lighting will not be available. Stage 2 During Stage 2 Bay Hotel 3 and Hotel 3A will not be available for aircraft operations. No vehicle or other item of plant over 4 metres high may be used at the works site without authority from the Airfield Operations & Works Coordinator. Please refer to section 3.14. 2.3 NOTAM A NOTAM will be issued for each stage of the work at least 48 hours before works commence. MAG signs leading into the works area will be turned off or obscured when a taxiway is closed or unserviceable. MAG signs within the closed area will remain unchanged / energised to aid with contractor/worker situation awareness. When stated below, Limit of Works markers – orange witches’ hats and yellow lights (if required) will be placed immediately adjacent to, or around the works area. Introduction 1.1. The Long Term Height Monitoring Impact Statement developed by RASMAG was endorsed by APANPIRG/20 in September 2009. That statement included a determination by each of the Asia/Pacific Regional Monitoring Agencies (RMAs) of the anticipated monitoring burden for each State within the region. RASMAG/12 tasked the RMAs to review and update that data and subsequent meetings have seen RMAs report accordingly. The Australian Airspace Monitoring Agency (AAMA) last provided anticipated monitoring burden data at RASMAG/20. This current paper provides an update to that data. 2. Discussion 2.1 The AAMA has previously supplied data on its anticipated monitoring burden following the implementation of long term height monitoring in November 2010.
