A site location plan is presented in Appendix A. The site is bordered to the south by an existing railway line and is bordered by the new A684 by- pass to the North. 1.3 DATA COLLECTION The following information has been used in producing this Technical Note: Ø Public utility records for the site and surrounding area, obtained from a 3rd party utility search company (see Appendix B). The searches identified the following utility companies have infrastructure within the vicinity of the site: o Yorkshire Water (Water Supply and Sewerage) o Northern Powergrid (Electricity Supply) o Northern Gas Networks (Natural Gas Supply) o BT Openreach (Telecommunications) o Vodafone (Telecommunications) 1.4 LIMITATIONS This report is based on the interpretation and assessment of data provided by third parties. Whilst every care has been taken to ensure this information is accurate and up-to-date, WSP cannot guarantee the accuracy of third party data, and the findings of this report may change if the data is amended or updated after consultation. The recommendations made within this report may also be subject to change upon receipt of further consultation responses. This report provides an interpretation of existing public utility providers and their registered asset infrastructure. No interpretation of private site supplies/services can be undertaken at this time, which should be considered in the future. We are able to apply some judgement about the likely capacity to service the site (from the provided utility records), however no consultation has been undertaken with service providers regarding the likely upgrading, repairs or reinforcement requirements of the existing supplies to facilitate the future development of the land. Leeming Bar WSP Hambleton District Council Project No 70033964 June 2017 Confidential 10 2 EXISTING UTILITY PROVISION The following information is based on the public utility records received from a 3rd party utility search company on the 22nd June 2017 (refer to Appendix B); The approximate routes of the infrastructure identified below are shown on the composite utilities plan contained in Appendix C of this report and summarised below. 2.2 WATER SUPPLY 2.2.1.1 An up to 4” water main runs south to north along the western boundary of the site, within the Highway of Low Street. This has branches going off into Lowlands Drive and Ashlands Drive, both west of the site. 2.2.1.2 An up to 4” water main runs west to east parallel to the southern boundary of the site, within Northallerton Road. 2.2.1.3 An over 4” water main runs west to east parallel to the southern boundary of the site, within Northallerton Road. 2.2.1.4 An over 4” water main runs north to south along Leases Road to the west of the site. 2.3 SEWERAGE Yorkshire Water records shows surface water sewers entering the site from the western boundary and continuing through from west to north until out-falling into the existing drain running north to south through the centre of the site. No sizes are given for this sewer. A surface water sewer lies within Lowlands Drive, west of the site, presumably taking discharge collected from rainfall from the road and surrounding properties. This appears to outfall into a ditch within the western boundary of the site, this will need to be confirmed. A foul water sewer runs north to south through Lowlands Drive and Ashlands Drive, parallel to the western boundary of the site. These discharge into a sewer in Northallerton Road There are two combined sewerage overflows (CSOs) within the near vicinity of the site. One is south of Northallerton road, which presumably discharges to the downstream reaches of the drain that runs north to south through the centre of the site. The other is situated just off of Leeming Lane, and this outfalls to Bedale Beck, at the location of Leeming Bridge. 2.4 ELECTRICITY SUPPLY Several 11kV overhead electric cables run along the western boundary of the site. These branch off to pass over Lowlands Drive and Ashlands Drive, presumably supplying the houses along these roads. A single 11kV overhead electric cable enters the site north of Lowlands Drive and continues northwards through the site, following the western perimeter before exiting the site towards the north-west corner. An overhead cable runs along the southern boundary, before branching off away from the site, to then return to the southern perimeter and enter the site to supply Holmfield Farm buildings. Leeming Bar WSP Hambleton District Council Project No 70033964 June 2017 Confidential 11 2.5 NATURAL GAS SUPPLY A low pressure gas pipe runs from north to south through Low Street, branching off into Ashlands Drive and Lowlands Drive, presumably supplying the houses in these areas. A medium pressure gas pipe sits within the entirety of Northallerton Road, travelling west to east, along the southern boundary of the site, never entering the site itself. A Medium Pressure gas main runs along Leases Road to the west of the site in a North-South direction. There is a MP branch off this pipeline into Conygarth Way, presumably supplying the businesses along here. There are several low and medium pressure branches coming from the medium pressure gas pipe that runs along Northallerton Road. These branches approach the site at the south-west area but do not enter. These are presumed to be supplying the residences in that area. 2.6 TELECOMMUNICATIONS BRITISH TELECOMS Overhead cables start on Low Street below Ashville Farm, and continue south, branching off to supply Lowlands farm with a telecom pole situated within the site boundary, entering from the west. Overhead cables enter the site from the south-west area from Ashlands Drive, with two poles located within the site boundary. Underground BT cables run within Northallerton Road, along the southern perimeter of the site. 2.7 OTHER SABIC Sabic have a Trans-Pennine Ethylene Pipeline (TPEP) running through the north-west area of the site, entering from the west and exiting through the north boundary. There are no current details regarding this pipeline, either material, size or strategic importance. Network Rail (Wensleydale Railway) Aside from the railway that runs along the southern boundary of the site, network rail have identified other utilities that cross the track. There are, however, no additional utilities than have been highlighted in the text above. We are still waiting on responses from Tata and KPN, therefore we cannot comment on their plant. However, it is likely that some utilities that are associated with the railway may run into the site. Leeming Bar WSP Hambleton District Council Project No 70033964 June 2017 Confidential 12 3 CONSTRAINTS AND OPPORTUNITIES 3.1 EXISTING SUPPLIES Records provided by utility companies show that the development has the potential to significantly benefit from the existing utility supplies. The following comments are, however, subject to further consultation with the utility providers to establish whether these supplies remain live and what capacity they would have to supply the development on the sites. Furthermore the loading requirements described in table 1 for each utility service are based on typical business development rates and do not include for any heavy industrial usage or wet industry. WATER SUPPLY 3.1.2.1 There are water mains, above 4”, that run through the entirety of Northallerton road, which is south of the site, and Leases Road to the west of the site. Water mains, up to 4”, run through the entirety of Northallerton Road and Low St, which is west of the site. These pipes are presumed to be supplying the houses surrounding the site and it would be reasonable to expect that they could be utilised for future development. However, further consultation will be required with Yorkshire Water to establish available supply capacity to the site and, depending on the type of proposed development, what reinforcement will be required to supply the infrastructure. 3.1.2.2 Any supply from water mains south of the site would need to pass under the railway and hence would require permissions and monitoring on installation.
