 The Commission’s proposed 100 ms latency metric is unnecessarily restrictive as it does not reflect actual network requirements for broadband services and real-time applications, which can be met by current and next-generation satellite systems.  Adhering to the 100 ms standard would delay the delivery of broadband to rural communities.  Commission policy should not prioritize latency at the expense of deployment speed and cost-effectiveness – don’t let the perfect be the enemy of the good.  With round-trip latency in the range of 120-150 ms, SES’s (“MEO”) constellation, , supports real-time applications every day across the U.S. and around the globe.  SES’s MEO constellation is an immediate and long term solution for providing connectivity and supporting real-time applications to those in rural locations.  MEO capacity can be integrated seamlessly into carrier networks using existing carrier standards and equipment, providing local ISPs today with cost-effective, high throughput service that supports latency-sensitive consumer applications.

 SES currently has internet service provider (ISP) (GEO) customers throughout the U.S., including Alaska • SES’s GEO network supports critical broadband-enabled applications: video streaming, web browsing, social media and email • SES-17, scheduled for launch in 2021, will be SES’s first GEO Ka-band high-throughput satellite (HTS)

- Will be used to provide connectivity services throughout the Americas region and also to complement the other HTS satellites across the SES fleet to provide complete, global multi-band coverage

 SES subsidiary O3b operates 20 non-geostationary orbit (NGSO) satellites in Medium Earth Orbit (MEO) • MEO satellites have an altitude of about 5,010 miles above the earth • O3b’s MEO constellation is the only satellite-based system that is currently delivering:

- Fiber-like, high-performance data connectivity services

- MEF Carrier Ethernet certified services

- Certified Cloud connectivity services

 A second-generation MEO satellite system that will operate in the Ka-band and deliver a ubiquitous, low- latency “virtual fiber” network • The constellation will have 35,000 steerable beams that can be shifted to support customers’ changing needs and improve bandwidth efficiency • Each high-powered beam will have a throughput capability 10 times greater than those in the first- generation O3b constellation

 Other Applications • Cloud-based connectivity: Customers will be able to route corporate data to a ground facility close to their headquarters, and send cloud services data close to a cloud operator’s data center • Maritime/Aero: The mPOWER system will make it much easier to deliver services to coverage areas determined by the customer, a major advantage for mobility use cases such as cruise lines, commercial shipping, passenger planes, and unmanned aerial vehicles • Oil and gas exploration and other remote enterprise applications: O3b mPOWER will provide remote sites access to the same enterprise services available to customers connected to terrestrial networks
