Together, they are a representative sampling of the range of manuscript collections at HSP, but scholars are urged to pursue fruitful lines of inquiry to locate and use the scores of additional materials in each area that is surveyed here. There are numerous helpful unprinted guides at HSP that index or describe large collections. Some of these are listed below, especially when they point in numerous directions for research. In addition, the HSP has a printed Guide to the Manuscript Collections of the Historical Society of Pennsylvania (HSP: Philadelphia, 1991), which includes an index of proper names; it is not especially helpful for searching specific topics, item names, of subject areas. In addition, entries in the Guide are frequently too brief to explain the richness of many collections. Finally, although the on-line guide to the manuscript collections is generally a reproduction of the Guide, it is at present being updated, corrected, and expanded. This survey does not contain a separate section on land acquisition, surveying, usage, conveyance, or disputes, but there is much information about these subjects in the individual collections reviewed below.

Michael Hillegas Papers Am .0802, Am .0803 Michael Hillegas (1729-1804) Papers, 1757-1782 (bulk 1777-1779) 1 box, 0.1 lin. feet Am .0802, Am .0803 Abstract Michael Hillegas (1729-1804) was a merchant, sugar refiner, and iron magnate who used his wealth to assist the American revolutionary cause. He was involved in the young government's affairs as a member of the Provincial Assembly of Pennsylvania, treasurer of the Philadelphia Committee of Safety, and the first treasurer of the new United States of America. He married Henriette Boude (1731-1792) and with her had ten children. Michael Hillegas's papers, 1757 to 1782, consist mainly of copies of outgoing letters that document his mercantile dealings, as well as his activities and the issues he faced during his term as the first treasurer of the United States. Included is a letter to American minister to France Benjamin Franklin in defense of the value of the new American currency and statements regarding the disbursement of large amounts of Continental Loan Office certificates to treasury offices in each of the thirteen colonies. Small glimpses of Hillegas's personal life are also contained in his letters, which reference the abandonment of his home during the British occupation of Philadelphia.

Shortly before the Battle of Brandywine Congress ad- journed from Independence Hall to meet at Lancaster, but held only one day's session in that city. Meantime, the British had taken possession of Philadeljihia and Congress removed to York. While in session here for a period of nine months, Continental Congress, with representatives from the thirteen original states passed the Articles of Confedera- tion, received the news of the surrender of Burgoyne at Saratoga, issued the first Thanksgiving Proclamation, commissioned Baron Steuben a major general in the American army, and also received a comnjunication from Benjamin Franklin, our commissioner at Paris, that the French government had entered into a treatv to assist the infant Republic of the United States, by sending not only money, but a fleet and an army to aid the Americans in their struggle for liberty. These im- portant facts of general history are told in a connected narrative in this volume.

Although formally established as an executive department to manage the government's finances by the First Session of Congress in 1789, many functions of the Department of the Treasury were being carried out before the signing of the Declaration of Independence. In the two centuries since the Department was first created, its responsibilities have evolved and at times have included a wide range of activities including the enforcement of prohibition laws, collection of income taxes, the design of public buildings, and presidential protection. Accordingly, the holdings within the Treasury Library collection reflect the diverse responsibilities of the Department and provide a unique perspective of the Department's 200 year history. The idea for this inventory of historic materials was first conceived in 1996 as a way to highlight the rich history of the Treasury Department. The goal of the project was to produce a searchable database and a published inventory of the significant historic books and documents within the Treasury Library and the Office of the Curator. Included in this project were materials dating from the eighteenth century to 1945. It is the judgment of the library and curatorial staff that these materials have great scholarly value and would be of interest to researchers both inside and outside the Department.

The seal appears on the face of all United States paper currency. 2005 Introduction The management of the money resources of the United States has always been the primary function of the Department of the Treasury. Whether it is regulating national banks, determining international economic policy, collecting income and excise taxes, issuing securities, reporting the government’s daily financial transactions, or manufacturing coins or bills for circulation,the one concern that still ties together the activities of the Department of the Treasury is money. Though formally established as an executive department by the First Session of Congress in 1789,many functions of the Department of the Treasury were being carried out even before the signing of the Declaration of Independence thirteen years earlier. Over the decades, the functions of the Department have expanded and grown more sophisticated to meet the needs of a developing nation. Today, the Department of the Treasury remains the premier financial institution of the United States with a full-time agenda of accounting, revenue collection, money production, and economic policy formulation. The Treasury Building in Washington, D.C. is featured on the reverse of the $10 bill. All United States currency and coinage are produced by the Department of the Treasury.
