4. Malaysia Dagmar Hellmann-Rajanayagam* I. Introduction Malaysia has become one of the major political players in the South-East Asian region with increasing economic weight. Even after the economic crisis of 1997–98, despite defence budgets having been slashed, the country is still deter- mined to continue to modernize and upgrade its armed forces. Malaysia grappled with the communist insurgency between 1948 and 1962. It is a democracy with a strong government, marked by ethnic imbalances and affirmative policies, strict controls on public debate and a nascent civil society. Arms procurement is dominated by the military. Public apathy and indifference towards defence matters have been a noticeable feature of the society. Public opinion has disregarded the fact that arms procurement decision making is an element of public policy making as a whole, not only restricted to decisions relating to military security. An examination of the country’s defence policy- making processes is overdue. This chapter inquires into the role, methods and processes of arms procure- ment decision making as an element of Malaysian security policy and the public policy-making process. United Nations S/2019/868 Security Council Distr.: General 11 November 2019 Original: English Joint Force of the Group of Five for the Sahel Report of the Secretary-General I. Introduction 1. The present report is submitted pursuant to Security Council resolution 2391 (2017), in which the Council requested me, in close coordination with the States members of the Group of Five for the Sahel (G5 Sahel) (Burkina Faso, Chad, Mali, Mauritania and the Niger) and the African Union, to report on the activities of the Joint Force of the Group of Five for the Sahel. It provides an update since my report of 6 May 2019 (S/2019/371) on progress made in the operationalization of the Joint Force, international support for the Force, the implementation of the technical agreement signed between the United Nations, the European Union and G5 Sahel States in February 2018, challenges encountered by the Force and the implementation by the G5 Sahel States of a human rights and international humanitarian law compliance framework. 2. The period under review was marked by low-intensity activity by the Joint Force due to the rainy season, which hampered the movements of the Force, and the impact of persistent equipment and training shortfalls on its operations. In accordance with resolution 2391 (2017), international partners continued to mobilize in support of the G5 Sahel. The attack of 30 September on the Force’s base in Boulikessi, Mopti region, central Mali, inflicted heavy casualties. The terrorist group Jama'a Nusrat ul-Islam wa al-Muslimin (JNIM) claimed responsibility for the attack. -

France’s Foreign and Security Policy under President Macron The Consequences for Franco-German Cooperation Stiftung Wissenschaft und Politik German Institute for International and Security Affairs SWP Research Paper 4 May 2021, Berlin Abstract ∎ French President Emmanuel Macron has announced his goal of revitalis- ing Franco-German relations and founding a “new partnership” between Paris and Berlin. However, in foreign and security policy, and in certain areas of his Europe policy, this aspiration has rarely been fulfilled. ∎ The main reasons are structural changes in international relations, which the French and German sides have reacted to differently. Paris is looking for new ways of preserving its autonomy in defence policy and of filling the strategic vacuum that has been created by the waning US interest in Europe and its periphery. Berlin emphasises the development of NATO and the EU as fundamental organisations for German foreign policy. ∎ Reconciling bilateral interests is also complicated by national solo efforts, indifference, and inadequate exchange of experience. ∎ The first precondition for intensifying bilateral cooperation is for Paris and Berlin to conduct a comprehensive review of the international con- flict situation in their existing cooperation formats as regards foreign and security policy. The two governments need to discuss openly to what extent their national interests are concerned, and then determine con- crete measures. ∎ Second, they must refrain from national solo efforts and be sensitive to the other’s pressure points in foreign, security and Europe policy. The Franco-German Parliamentary Assembly needs to urge the executive of both countries to fulfil the Élysée Treaty and the Aachen Treaty. -

WFP Mali SPECIAL OPERATION SO 200521 Country: Mali Type of project: Special Operation Title: Provision of Humanitarian Air Services in Mali Total cost (US$): US$ 4,516,235 Duration: Twelve months (1st January 2013 to 31st December 2013) Executive Summary This Special Operation (SO) is established to continue the provision of safe and reliable air transport services to the humanitarian community in Mali, and in the region, for 2013. Humanitarian Air Services in Mali started in March 2012 and were managed under the WFP/UNHAS Niger SO 200316. The initial plan was to operate from Niamey to northern Mali, but the change of the geopolitical situation in Mali and the closure of the north eastern part of the country necessitated the establishment of a separate UNHAS operational base in Bamako. From the 1st of January 2013, WFP/UNHAS Mali becomes a separate SO 200521 with its own management and structure. WFP/UNHAS Mali facilitates movement of United Nations agencies, Non-Governmental Organisations (NGOs), government counterparts and donor representatives within Mali and between Mali and Niger. It also ensures air capacity for prompt evacuation of staff members to Bamako or abroad, in case of medical or security problems. This service is used by over 35 humanitarian agencies and the donor community currently operating in Mali. In 2013 WFP/UNHAS is planning to maintain a Beechcraft 1900 D (19 seats). An additional aircraft of the same type will be deployed on an ad-hoc basis to ensure uninterrupted services during maintenance of the main aircraft and/or to reinforce WFP/UNHAS capacity in case of additional needs. -
1. Characteristics of the Industry
In Senegal, Dakar Intl Airport Leopold Sedar SENGHOR is the main international airport, for which the current growth of Air Traffic is about 4 to 5%. Dakar ACC has the responsibility to provide air navigation services within Dakar FIR and Dakar Oceanic FIR where the major traffic flow is defined as the corridor Europe/South America. • The economical growth expected, with the great development of the tourism in the country in the near future will have an great impact on the Air Traffic growth which is projected around 7%. In addition, the creation of a new national airline will increase the domestic Air Traffic. • However, Dakar Intl Airport has just one single runway for the medium and heavy aircraft. The runway occupancy is too long because there is no rapid exit. • The airport is located in an urban area and the protection areas of the approach segments are occupied by buildings and houses. This situation doesn’t allow further extensions of the airport. That’s why the government has planned to build a new airport and to transfer the activities of Dakar Intl Airport to the new airport. • Meanwhile, the challenges are to maintain a satisfied level of safety and efficiency for the aerodrome operations in Dakar Intl Airport. • Senegal is a member state of ASECNA. In this regard, the air navigation services are provided by ASCECNA which is a regional organization with 17 African States members plus France. • ASECNA is an autonomous multinational entity governed politically by a committee of ministers and technically by a Board of Directors General of Civil Aviation Authority of the members states.
