  • Party Proscription, Militant Democracy and Party System Institutionalization
Prescribing Democracy? Party Proscription, Militant Democracy and Party System Institutionalization Angela K. Bourne and Fernando Casal Bértoa Introduction When democracies ban political parties, one of the central issues that usually emerges in both public and academic debate concerns the effects of proscription. Some argue that proscription may lead to radicalisation, a growth of militancy and readiness to use violence (Minkenberg, 2006, 36). Restrictions on the party may be only temporary especially if a party has deep social and ideological roots in a community, or if state authorities are reluctant to prevent the party re-emerging under a different name (ibid, 37; Husbands, 2002, 64) The party ban is not a suitable mechanism for the „civic re-education‟ of extremists (Husbands, 2002, 64) and may merely treat the symptoms rather than the more complex underlying causes of dissatisfaction with the status quo (Gordon, 1987, 389). Ban proceedings may increase public exposure and opportunities to claim martyrdom or reinforce anti-establishment critiques (ibid, 391). Some also argued that, in the long-run, banning parties may damage the foundations of a democratic polity: The party ban may be interpreted as „lack of faith in the democratic process‟ and an „admission of failure‟ (ibid, 390) or its „chilling effect‟ may signify a silent weakening of democratic rights in the state (Niesen, 2002, 256). On the other hand, proscription may be punishing for the targeted party, as the „cost of claim- making increases across the board and for particular members‟ (Tilly, 2005, 218). A party subject to ban proceedings may see its room for manoeuvre, its visibility and mobilising capacity severely curtailed by reductions in its organisational and financial resources, access to the media and through stigmatisation.

Manifesto Project Dataset List of Political Parties [email protected] Website: https://manifesto-project.wzb.eu/ Version 2020a from July 22, 2020 Manifesto Project Dataset - List of Political Parties Version 2020a 1 Coverage of the Dataset including Party Splits and Merges The following list documents the parties that were coded at a specific election. The list includes the name of the party or alliance in the original language and in English, the party/alliance abbreviation as well as the corresponding party identification number. In the case of an alliance, it also documents the member parties it comprises. Within the list of alliance members, parties are represented only by their id and abbreviation if they are also part of the general party list. If the composition of an alliance has changed between elections this change is reported as well. Furthermore, the list records renames of parties and alliances. It shows whether a party has split from another party or a number of parties has merged and indicates the name (and if existing the id) of this split or merger parties. In the past there have been a few cases where an alliance manifesto was coded instead of a party manifesto but without assigning the alliance a new party id. Instead, the alliance manifesto appeared under the party id of the main party within that alliance. In such cases the list displays the information for which election an alliance manifesto was coded as well as the name and members of this alliance. 2 Albania ID Covering Abbrev Parties No. Elections

MEMORANDUM Illegal Construction in the occupied area (As revealed through Turkish and Turkish Cypriot Press reports since February 2007) Construction boom takes place on Greek Cypriot properties According to CYPRUS TODAY (3-9/2/07), “a Multi-million-pound shopping development1 comprising 1,000 shops and stalls is set to transform the fishing village of Bogaz, (occupied Bogazi), near Gazi Magusa (occupied Famagusta) – which the developers see as “being like Las Vegas” within five years. An Israel-based company plans to start building a traditional Turkish-style bazaar complex this summer and the project is due to be completed in three years. An area of 45,000m² located 400 metres from the village on the road towards Bafra (occupied Vokolida) has been earmarked for the ambitious project which is set to become the biggest one-stop shopping centre in ´North Cyprus´. Various housing developments are currently being built in the area which has a population of about 2,000, rising by another 1,000 in the summer months. Nine hotels – three of which are nearing completion – are planned for nearby Vokolida. A spokesman for Big Old Bazaar Developments Ltd said: “It’s going to be like Las Vegas in the next five years. We have a vision and we think now is the time to invest as the area will be unrecognizable in a few year’s time”. KIBRIS (8/2/07) reports that the breakaway regime is preparing to establish an “Investments’ Agency”, aiming at the increase of the investments which are necessary for the development of the economy and at determining and applying strategies for supporting and promoting local and foreign investments.
