    1 Design Education in Asia 2000- 2010 Exploring the impact of institutional ‘twinning’ on graphic design education in Singapore Simon Richards Z3437992 2 3 Although Singapore recently celebrated 50 years of graphic design, relatively little documentation exists about the history of graphic design in the island state. This research explores Singaporean design education institutes that adopted ‘twinning’ strategies with international design schools over the last 20 years and compares them with institutions that have retained a more individual and local profile. Seeking to explore this little-studied field, the research contributes to an emergent conversation about Singapore’s design history and how it has influenced the current state of the design industry in Singapore. The research documents and describes the growth resulting from a decade of investment in the creative fields in Singapore. It also establishes a pattern articulated via interviews and applied research involving local designers and design educators who were invited to take part in the research. The content of the interviews demonstrates strong views that reflect the growing importance of creativity and design in the local society. In considering the deliberate practice of Singaporean graphic design schools adopting twinning strategies with western universities, the research posits questions about whether Singapore is now able to confirm that such relationships have been beneficial as viable long-term strategies for the future of the local design industry. If so, the ramifications may have a significant impact not only in Singapore but also in major new education markets throughout Asia, such as the well-supported creative sectors within China and India.

    Environmental Scan 2019 INSTITUTIONAL RESEARCH Executive summary The Environmental Scan 2019 considers the demographic and economic context, government priorities, and trends in post-secondary education that might relate to Langara’s mission as Canada’s pathways college. There are three parts in the Environmental Scan 2019: the first discusses broader trends in the Vancouver area and British Columbia as a whole; the second discusses trends specific to Langara and other post-secondary institutions in the province; and the third discusses Langara’s internal enrolment trends and ongoing initiatives. Broad external trends The largest group of Langara students are in the 18- to 24-year-old age range and live in the College’s service area, made up of the Vancouver, Richmond, and Burnaby school districts. While the populations of the College service area and of BC as a whole continue to grow, we have seen decreases in the population aged 18-24, a trend that is reflected in decreasing numbers of grade 12 students in local high schools. This decrease is expected to reverse by the end of the 2020s; meanwhile, recent trends suggest Metro Vancouver will continue to see new residents arrive from other provinces and from outside Canada. Strong economic growth in BC has caused the unemployment rate to drop to its lowest level since the 2008/09 recession. With the lowest unemployment rate and the highest job vacancy rate in Canada, BC is in need of skilled workers; however, the availability of work might be an incentive to delay post-secondary training. Over the next decade, more than three-quarters of new job openings will require some level of post-secondary education.

The new “Anniversary-Logo” stands as a pivotal symbol for the start of this celebratory year. During the past 100 years, the Association has developed from a group of road engineers to an international leading forum for the exchange of ideas and know-how within the road and transport sector. With its virtual library, online access to lexicons and dictionaries, the WIN-network, training courses, technology transfer centres throughout the world, seminar programme for technological exchange and its outstanding major congresses the World Road Association is more attractive for road and transport professionals than ever before. PIARC National Committees play an important role in this context by channelling the information between international experts and the national audience of the respective countries. During the 2008 Annual Meeting in Marrakech, Morocco, the PIARC NCs began brainstorming ideas and concepts for the celebration of this anniversary. Among the ideas suggested were: a space dedicated to the presentation of PIARC activities at national congresses, an intensifi ed distribution of PIARC products, a special session at the 2009 Council meeting, the production of a special “Centenary” publication or video. A common umbrella for all these actions, building upon a common theme, was considered.
