Welsh Parliament Petitions Committee Petition P-05-886 Stop the Red Route (A55/A494 corridor) March 2021 This report summarises the Petitions Committee’s consideration of a petition against the further development of proposals for a new road in north east Wales. It includes several recommendations made by the Committee. The petition 1. Petition P-05-886 Stop the Red Route (A55/A494 corridor) was submitted in the name of Linda Scott in June 2019 having received a total of 1,409 signatures, consisting of 1,275 collected online and 134 on paper. Petition Text: We call on the National Assembly of Wales to urge the Welsh Government to withdraw its support for the "Red Route" (A55/A494/A548 Deeside Corridor Improvement) on the grounds that: 1) The construction of the new road through ancient woodland, and across agricultural land, contradicts Planning Policy Wales and the Well-being of Future Generations Act. 2) The recently published plans for a new A494 Dee Bridge, widening of the A494 and other improvements will deliver the Deeside traffic improvements without the need for the ‘Red Route’. 3) The costs used to justify the choice of the “Red Route” failed to account for necessary upgrade of the Flintshire Bridge. It also does not include the addition www.senedd.wales Petition P-05-886 Stop the Red Route (A55/A494 corridor) of crawler lane at a major congestion point on the A55, the hill out of Northop towards Holywell. Congestion at these points will be made worse by the construction of the Red Route. The underestimate of the costs used imply that the proposed road cannot be considered value for money.

The Welsh Government recognises the incredibly difficult and uncertain circumstances currently being experienced by businesses and individuals. We are absolutely committed to providing the support and assurance the business community needs. Our £200m Lockdown Business Fund includes a now £25 million discretionary grant fund element provided to local authorities to support the likes of sole traders - some of which are taxi drivers. Alternatively, if taxi drivers have a small business rateable property they could access the NDR based lockdown grants. The NDR grants element of our Lockdown Business Fund closed at 5pm on 20 November but the £25 million discretionary grant fund element of the Fund remains open: https://businesswales.gov.wales/coronavirus-advice/lockdown-business-fund Our packages have been designed to be affordable within the available funding and we had to take difficult decisions on the eligibility criteria. The measures we have taken are in addition to those provided by the UK Government, making the support package in Wales the most comprehensive and generous in the UK. We will also go on pressing the UK Government to be responsive and responsible in terms of supporting those who continue to fall through the gaps, who have yet to receive the support that is absolutely required in order to ensure that their enterprises can survive this pandemic.

RTPI Cymru represents the RTPI in Wales, with 1,300 members. The Institute seeks to advance the science and art of planning, working for the long-term common good and well-being of current and future generations. The RTPI develops and shapes policy affecting the built environment, works to raise professional standards and supports members through continuous education, training and development. We work with employers to continue to promote a diverse and inclusive profession. We want to demonstrate that a career in planning is open for all to join. The single most influential way to diversify the profession is through the education system. We need to broaden the talent coming into the profession. For us to be an effective and sustainable profession, we must be genuinely representative of the society in which we work. The traditional route to becoming a Chartered Town Planner is via university. However we know that this route can be prohibitive to some in society. In England we launched a Degree level Chartered Town Planning Apprenticeship in 2019, which includes an RTPI accredited qualification and professional membership on completion. We currently have over 240 apprentices on the programme.

Ken Skates MS e-newsletter 11/12/20 The future is in all our hands An updated version of Wales’ Covid control plan will be published next week, First Minister Mark Drakeford announced today. The plan will set out in detail how national measures will be introduced in a more uniform way depending on a range of indicators, including the level of the virus in Wales and the risk of infection. It will provide greater certainty for people and businesses about the restrictions which are needed to protect people’s health. The plan sets out four alert levels – from level one (low risk) to level four (very high risk). Wales is currently at alert level three. The national measures were strengthened on December 4 in response to rapidly accelerating levels of coronavirus across Wales. The First Minister said: "If the strengthened measures, together with the efforts of each and every one of us, do not succeed in turning the tide of the virus then it is inevitable that we will have to move to alert level four. Ken Skates MS e-newsletter 05/12/20 Vaccine breakthrough This week the Medicines and Healthcare products Regulatory Agency (MHRA) approved the first Covid-19 vaccine for the UK – which will start being rolled out to the most vulnerable people in Wales next week. Betsi Cadwaladr University Health Board, along with all other NHS organisations in Wales, have carried out simulation exercises to test distribution and storage arrangements and to ensure the vaccine can be transported safely to every part of Wales. While this breakthrough is incredibly welcome news, we cannot let our guard down. The people of Clwyd South have shown throughout this crisis that we are more than up to the challenge of making sacrifices for the greater good, and I am confident we will continue in that vein. We must all continue to do our bit to prevent the spread of coronavirus to protect ourselves, our loved ones and others. On 22 November 2018, the Committee took oral evidence from the Cabinet Secretary for Economy and Transport, Ken Skates AM, on the draft budget as it relates to the Committee’s remit. 2. We also took oral evidence from the Cabinet Secretary for Energy, Planning and Rural Affairs, Lesley Griffiths AM, and the Minister for Environment, Hannah Blythyn AM, on 8 November. The Committee has published a separate report in response to that scrutiny session. 1. Decarbonisation and the economy 3. In 2018, the Welsh Government added a new, sixth priority area – decarbonisation - to its national strategy, Prosperity for All. 4. The Welsh Government has described decarbonisation as being at the heart of its Economic Action Plan1. The detailed draft budget proposals indicate that carbon impact is a key factor when allocating capital funding to new projects and priorities. 5.
