Agenda Item Narrative 2. Declaration of None interest 3. Approval Of The minute of the meeting held remotely via Zoom on Monday 7th Previous Minute September 2020 approved: CCllr K Williamson, seconded: CCllr B Wilcock. 4. Police report No report. Action – Clerk to contact police Scotland for report 5. Matters arising Broadband Mr Lamont informed members that once they have the access agreement formalised they should be able to gain access to site in North Roe, during the month of October. Cllr E Macdonald informed members that the Shetland Islands Council is commissioning a scoping exercise to inform a strategic plan for local connectivity which includes evaluation of the requirements to roll out superfast connectivity to those areas of Shetland which do not currently benefit from adequate modern data connections. Collafirth Hill Road Nothing further. 1 Eshaness Development Nothing further. Swarthoull SIC Roads looked at the armour situation at Swarthoull and will look to put in for gateway funding which would allow them to start the works in the next financial year. The situation will be monitored over the Winter. NCDC No update. Litter bins in Northmavine Nothing further. Launch or rocket from Fethaland, Northmavine Skyrora agreed to attend a meeting with NCC. Action – Clerk to schedule meeting NHS dental care for the community of Northmavine Nothing further. Members agreed this item can be removed from next minute. Quoyfirth Post Box Royal mail confirmed this post box will be replaced, but couldn’t say when. Road at Eela Water Nothing further. Greenfield, Eshaness Mr C Gair, SIC roads informed members he assessed all of the bends, crests and road narrowings all the way in the road from the A970 junction to the Lighthouse car park, and thought the bends were generally okay with passing places both well placed and often of a reasonable size. Mr Gair noted there are also very few crests that are particularly blind or located where the road changes direction or narrows without warning. Collafirth Hill Road and Lochend Junction SIC roads informed members they would investigate the problem and see what they could do. Community Benefit Fund CCllr D Brown attended the ASCC meeting where CBF was discussed. The application process was discussed and it should be a simple, single sheet application for tier 1 applications. A large sum on money was donated from CBF to the MRI scanner appeal. Members discussed this, and although all money donated to charities is brilliant, members felt there should be a system in place on how money is allocated, through a proper application process. Action – Clerk to respond to CBF email Agenda Items 6. War Memorial, North Roe 2 Members agreed the war memorial in North Roe, should be added to the Community Payback Team maintenance programme. Action – Clerk to respond to Community Payback Team 7.Correspondence Citizens Advice Bureau CAB are keen to attend forthcoming Community Council meetings to share information about their services. Action – Clerk to invite CAB to next NCC meeting Various Funding opportunities Action – Clerk to post on NCC facebook page 8. AOCB Hillswick Wildlife Sanctuary, Hillswick Members were made aware of temporary road closures, for periods of up to 20 minutes at a time around the Hillswick Wildlife Sanctuary. Shetland Construction informed CCllr D Brown, that under no circumstances should both roads be blocked at one time, ensuring there is always access to Fire Station and Doctors. Members agreed it would be beneficial if notice could be given if the road was expected to be closed. Action – CCllr D Brown to contact Mr & Mrs Bevington Local Grants Members agreed local grants can now be advertised. Action – Clerk to advertise local grants NCC 2021 meeting dates Action – Clerk to schedule 2021 meeting dates 9. It was also reported that the normal format of meeting clients (i.e. drop-ins plus outreach services for rural areas) had changed to telephone or Zoom consultations due to the restrictions. NCC were keen to promote the services offered by CAB in Northmavine through the local shops and the social media accounts of NCC and NCDC. Action – Clerk to post this info when received from CAB 3. The north Section has been divided into Orkney (N2-3) and Shetland (N4-6, N7, N8) to allow a more detailed presentation of features. 5.1 Resource 5.1.1 Wind resource is strong directly north of Orkney in N2-3; the mean annual wind power densities that can be expected at this location reach a maximum of 1.3 kWm-2 and a minimum of kWm-2. Mean annual wind speeds are of 9.5 -10 ms-1 in this area. 5.1.2 Summer mean wind power density is of 0.5 kWm-2 from 8 ms-1 mean wind speed and winter mean power density is four times that at 2 kWm-2 from a mean winter wind speed of 12.5 ms-1 5.1.3 The wind areas of search to the east, west and north of the Shetland Isles have good wind resources available. The area of search N7 to the east of Shetland displays 1.3 -1.4 kWm-2 maximum mean power density and 1 kWm-2 minumum. Winds speeds in this area show an annual mean speed of 10 ms-1. 5.1.4 The summer power density reaches 0.6 kWm-2 s from 8 ms-1. In winter it is of 2 kWm-2 from a wind speed of 12.6 ms-1.

    ACTA UNIVERSITATIS STOCKHOLMIENSIS Stockholm Studies in Human Geography No. 24 A place apart? Debating landscapes and identities in the Shetland Islands Charlotta Malm Abstract Based around the concepts of landscape and identity, this thesis examines several contemporary debates in the Shetland Islands with a view to finding out more about where people in this group of islands currently ‘are’ in terms of their geo- graphical and cultural location, from both a local and non-local perspective. Drawing on a multi-method approach, including textual analysis, participant observation and semi-structured interviews, the study points to the often complex and contentious relationship between power structures and notions of local versus national interests, particularly in the areas of landscape management and nature conservation. The image of Shetland is also discussed in some detail, revealing the im- portance of how this island group is perceived both outside the islands and among people living in Shetland. It becomes evident, in this context, that ideas associated with ‘northness’ and ‘remoteness’ can be understood as something quite problematic while, at the same time, such ideas can also be used as an asset with which to brand the islands to external markets. The study is set against a backdrop of devolved power structures, nation build- ing and the upcoming referendum on Scottish independence. From a broader perspective, the thesis ties in with a more general discourse in which local and place specific studies are gaining increasing importance in what is frequently referred to as a rapidly globalizing world.
