Minute of Ordinary Meeting of the Council on Monday 5th October 2020

5. Matters arising Broadband Mr Lamont informed members that once they have the access agreement formalised they should be able to gain access to site in , during the month of October.

Cllr E Macdonald informed members that the Islands Council is commissioning a scoping exercise to inform a strategic plan for local connectivity which includes evaluation of the requirements to roll out superfast connectivity to those areas of Shetland which do not currently benefit from adequate modern data connections.

Eshaness Development Nothing further.

Swarthoull SIC Roads looked at the armour situation at Swarthoull and will look to put in for gateway funding which would allow them to start the works in the next financial year. The situation will be monitored over the Winter.

Litter bins in Nothing further.

Launch or rocket from Fethaland, Northmavine Skyrora agreed to attend a meeting with NCC. Action – Clerk to schedule meeting

NHS dental care for the community of Northmavine Nothing further.

Members agreed this item can be removed from next minute.

Quoyfirth Post Box Royal mail confirmed this post box will be replaced, but couldn’t say when.

Road at Eela Water Nothing further.

Greenfield, Eshaness Mr C Gair, SIC roads informed members he assessed all of the bends, crests and road narrowings all the way in the road from the A970 junction to the Lighthouse car park, and thought the bends were generally okay with passing places both well placed and often of a reasonable size. Mr Gair noted there are also very few crests that are particularly blind or located where the road changes direction or narrows without warning.

Collafirth Hill Road and Lochend Junction SIC roads informed members they would investigate the problem and see what they could do.

Community Benefit Fund CCllr D Brown attended the ASCC meeting where CBF was discussed. The application process was discussed and it should be a simple, single sheet application for tier 1 applications. A large sum on money was donated from CBF to the MRI scanner appeal. Members discussed this, and although all money donated to charities is brilliant, members felt there should be a system in place on how money is allocated, through a proper application process. Action – Clerk to respond to CBF email

Agenda Items 6. War Memorial, North Roe

Members agreed the war memorial in North Roe, should be added to the Community Payback Team maintenance programme. Action – Clerk to respond to Community Payback Team

7.Correspondence Citizens Advice Bureau CAB are keen to attend forthcoming Community Council meetings to share information about their services. Action – Clerk to invite CAB to next NCC meeting

Various Funding opportunities Action – Clerk to post on NCC facebook page 8. AOCB Wildlife Sanctuary, Hillswick Members were made aware of temporary road closures, for periods of up to 20 minutes at a time around the Hillswick Wildlife Sanctuary. Shetland Construction informed CCllr D Brown, that under no circumstances should both roads be blocked at one time, ensuring there is always access to Fire Station and Doctors. Members agreed it would be beneficial if notice could be given if the road was expected to be closed. Action – CCllr D Brown to contact Mr & Mrs Bevington

Local Grants Members agreed local grants can now be advertised. Action – Clerk to advertise local grants
