Minute of Ordinary Meeting of the Council on Monday 2nd November 2020

REMOTE MEETING using Zoom

The meeting started at: 8pm, CCllr D Brown in the Chair. Agenda Item Narrative 2. Declaration of CCllr B Wilcock re. discussion of LibDem MSP invite interest 6. CAB Chair moved to skip to CAB presentation before rest of agenda. Ms. J. Hawick gave a thorough overview of the services offered by CAB. She reported a significant uptake in these since the coronavirus lockdown began. It was also reported that the normal format of meeting clients (i.e. drop-ins plus outreach services for rural areas) had changed to telephone or Zoom consultations due to the restrictions. NCC were keen to promote the services offered by CAB in through the local shops and the social media accounts of NCC and NCDC. Action – Clerk to post this info when received from CAB 3. Collafirth Hill Road 1

Nothing further.

Eshaness Development Nothing further. Action – Chair to liaise with Cynthia on Eshaness project

Swarthoull Members reported having witnessed deterioration during recent SSE Gales and questioned if monitoring was being done. Action – Clerk to contact SIC

NCDC New clerk to NCC, Iain Davidson, introduced. 2 funding applications recently submitted – one for local produce growing and supply (expect to hear result in Jan. ’21) and the other for Green Energy project including, purchase of Electric Van, solar panels for Shop and Charging Point at Bruckland (expect to hear late Nov. ’20)

Litter bins in Northmavine Report received that only bin not regularly used is the one at Stucca, Hillswick. Suggestion of 240ltr. Wheelie bins for proposed new sites. Members were not clear if these are same as domestic bins or are larger, more stable type and thought a diagram may be helpful. Action – Clerk to contact SIC

Launch or rocket from , Northmavine NCC met with Skyrora who were very apologetic over lack of consultation with NCC prior to initial launch and stressed they were very much in favour of community engagement. They agreed to notify NCC in advance of future activity.

Quoyfirth Post Box Members reported that this had been replaced

Road at Eela Water Nothing further.

Greenfield, Eshaness NCC has been back in touch SIC Roads to inform them that a member has had to pull vehicles back onto the road at Greenfield in the past, and felt it was necessary something more was done. SIC agreed to revisit.

Collafirth Hill Road and Lochend Junction SIC has cut ‘offlets’ at Collafirth junction to aid drainage and hope to repair before freezing conditions. SIC also to press Arqiva on repair of hill road. No apparent work done at Lochend. Action – Clerk to contact SIC regarding Lochend

Community Benefit Fund Clerk had responded to email and highlighted members view that a proper system needed to be in place.

This has been added to Community Payback program and invoice received for paint used. This was approved for payment.

Hillswick Wildlife Sanctuary, Hillswick Road has not been blocked at both ends since Chair spoke with construction company.

Local Grants Applications still coming in. Action – Clerk to summarise applications for discussion at next meeting

Agenda Items 6. Citizens Advice Bureau Chair moved to skip to CAB presentation before rest of agenda. Ms. J. Hawick gave a thorough overview of the services offered by CAB. 7. ICIA Report No particular questions raised from document. It was felt it would be better responded to by ASCC

Members agreed this item can be removed from next minute 8. Correspondence Community Benefits Fund There was significant discussion on question previously raised by several CCs of clerks being paid for hours spent on submitting claims. Initial response was a flat ‘no’ but members felt the issue should be pursued further. Action – Chair to contact Alan to express NCC view that additional work by clerks should be paid for. Possibly invite Alan to next meeting.

Community Conversation Anna Arnott (ASCC) had invited members to take part in above, main subject being COVID response. Suggestion that NCDC should take part instead.

Beatrice Wishart MSP MSP had emailed chair with invite to meet. Chair suggested NCDC should also participate. JAC suggested inviting her to join ‘Community Conversation’ as subject matter likely to be similar Action – Chair to forward both emails to members

9. AOCB Hillswick Church Member had been asked by a constituent to raise subject of potential community buy-out of Hillswick Church. Their idea was that it could be used for various purposes but still be usable as a Church. There was considerable discussion, including possibility of NCDC administering buy-out; suggestion that many community buildings already available in Northmavine; difficulty in finding a use while retaining ability to be used as a church; fact that there are several historical artefacts within the church which should be protected; possibility of involving Tangwick Haa Museum. Action – Clerk to contact both Church of Scotland and Tangwick Haa Museum regarding fate of artefacts

Traffic Speed at The Clave Members contacted again about perceived danger from traffic on the Clave at Urafirth. Members agreed the Clave is a dangerous section of road and agree with the public, that a reduced speed limit would be welcomed. Action – Clerk to contact roads department 9. Date of next 7th December 2020 at 7.30pm via Zoom. meeting Action – Forward 2021 Dates to Cynthia to avoid clashes with NCDC
