OBITUARY REFERENCE

HON. SPEAKER: Hon. Members, I have to inform the House of the sad demise of Shri K. Gopal who was a Member of the 5th and 6th Lok Sabhas representing the Karur Parliamentary Constituency of the Tamil Nadu. An active social and political worker, Shri Gopal served as the Union Minister of State for

Parliamentary Affairs from 1979 to 1980. He was also a Member of the Estimates

Committee.

Shri K. Gopal passed away on 30th August, 2015 in Chennai at the age of

81.

We deeply mourn the loss of Shri K. Gopal and convey our condolences to the bereaved family.

Hon. Members, in a tragic accident, ten personnel of the Border Security

Force (BSF) are reported to have been killed when their aircraft crashed in Dwarka near Delhi airport on 22nd December, 2015. The House expresses its profound sorrow on this tragic incident which has brought pain and suffering to the families of deceased.

The Members then stood in silence for a short while.

MOTION

Re: Report of the Joint Committee on the right to fair compensation and

transparency in Land Acquisition, Rehabilitation and Resettlement

(Second Amendment) Bill, 2015 - Extension of Time

SHRI S.S. AHLUWALIA moving the motion said: That this House do extend time for presentation of the Report of the Joint Committee on the Right to

Fair Compensation and Transparency in Land Acquisition, Rehabilitation and

Resettlement (Second Amendment) Bill, 2015 upto the last day of the first part of the Budget Session, 2015.

The motion was adopted.

(i) SHRI VINOD KUMAR SONKAR laid a statement regarding need to

connect in , a place of historical

closed sugar mills in Basti parliamentary constituency, Uttar Pradesh.

to conserve and develop places of tourist and cultural heritage in

Allahabad and its surrounding places in Uttar Pradesh.

(iv) SHRI RAMESH CHANDER KAUSHIK laid a statement regarding

need to take effective steps to curb trafficking of children in the country.

(v) SHRI NANA PATOLE laid a statement regarding need to clear railway

land from encroachment in Maharashtra particularly in Vidarbha region

of the State.

(vi) SHRI RAM SWAROOP SHARMA laid a statement regarding need to

provide special fund for construction of roads under Pradhan Mantri

Gram Sadak Yojana in Mandi parliamentary constituency, Himachal

Pradesh.

(vii) SHRI JANARDAN SINGH SIGRIWAL laid a statement regarding

need to set up Skill Development Centres in Maharajganj parliamentary

constituency, Bihar. (viii) SHRI THUPSTAN CHHEWANG laid a statement regarding need to

improve services of BSNL in Ladakh.

(ix) SHRI RAMCHARAN BOHRA laid a statement regarding need to

undertake electrification of railway line on Jaipur-Sawai Madhopur and

Delhi-Jaipur-Agra section and also run a direct train from Jaipur to

Shirdi.

(x) SHRIMATI RITI PATHAK laid a statement regarding need to set up

a Committee to look into the grievances of people displaced due to

establishment of industrial factories and power plants in Sidhi

parliamentary constituency, Madhya Pradesh.

(xi) SHRI JANAK RAM laid a statement regarding need to set up a Railway

Division at Thawe in Gopalganj parliamentary constituency, Bihar.

(xii) SHRI RAVINDRA KUMAR RAY laid a statement regarding need to

cover the huge coal mine pits abandoned after mining work by Coal

Limited causing environmental pollution as well as becoming a hiding

place for criminals in the region.

(xiii) SHRI SUBHASH CHANDRA BAHERIA laid a statement regarding

need to stop collection of toll tax on National Highways across the

country. (xiv) SHRI AJAY MISRA TENI laid a statement regarding need to connect

Sitapur with Lakhimpur by a four lane road and also provide the same

road connectivity between Dudhwa National Park and Lakhimpur district

headquarters.

(xv) SHRI SUKHBIR SINGH JAUNAPURIA laid a statement regarding

need to extend loan facilities to cattle rearers under MUDRA Bank

Scheme.

(xvi) KUNWAR laid a statement

regarding need to develop a roadmap for distribution, availability and

optimum utilization of water resources in the country with particular

focus on Bundelhand region under IMPRINT India Scheme.

(xvii) SHRIMATI RANJEET RANJAN laid a statement regarding need to

improve road connectivity in Supaul parliamentary constituency, Bihar.

(xviii) SHRI R. DHRUVANARAYANA laid a statement regarding need to

construct E.S.I. Dispensary-cum-Diagnostic Lab building at Nanjangud

Taluk Headquarters, Mysore district.

(xix) SHRI R. PARTHIPAN laid a statement regarding need to set up an

export oriented Common facility Centre for export of banana in Theni

parliamentary constituency of Tamil Nadu. (xx) SHRI R. P. MARUTHARAJAA laid a statement regarding need to

provide group insurance Scheme to Cotton growers and also set up an ITI

in Perambalur parliamentary constituency.

(xxi) SHRIMATI PRATIMA MONDAL laid a statement regarding shortage

of faculty in Indian Universities.

(xxii) SHRI HARISHCHANDRA ALIAS HARISH DWIVEDI laid a

statement regarding need to create efficient system of public transport

with adequate safety standards in the country.

(xxiii) DR. PRABHAS KUMAR SINGH laid a statement regarding need for

sanction Bargarh-Nuapada via Padampur to Raipur railway line.

(xxiv) SHRI RAM MOHAN NAIDU KINJARAPU laid a statement regarding

need to improve rail connectivity in Srikakulam Parliamentary

constituency.

(xxv) SHRI Y. V. SUBBA REDDY laid a statement regarding need to bust

call money racket in Andhra Pradesh.

(xxvi) SHRI RADHESHYAM BISWAS laid a statement regarding need to set

up additional Cancer treatment centres in Assam.

(xxvii) SHRI N.K. PREMACHANDRAN laid a statement regarding need to

put in place a mechanism for effective monitoring and surveillance of

foreign fishing vessels in Indian waters. MOTION

Re: Appointment of a Joint Committee

THE MINISTER OF FINANCE, MINISTER OF CORPORATE

AFFAIRS AND MINISTER OF INFORMATION AND BROADCASTING

(SHRI ) moving the motion said: That the Insolvency and

Bankruptcy Code, 2015 be referred to a Joint Committee of the House consisting of 20 Members from this House and 10 Members from Rajya Sabha.

And, that in order to constitute a sitting of the Joint Committee the Quorum shall be one-third of the total number of Members of the Joint Committee. That the Committee shall make its Report to the House on the last day of the first week of the Budget Session of 2016; that in other respects, the Rules of Procedure of this

House relating to the Parliamentary Committee shall apply with such variation and modification that the Speaker may make and the House recommends to the Rajya

Sabha that the Rajya Sabha do join the said Joint Committee and communicate to this House the names of the Members to be appointed by the Rajya Sabha to the

Joint Committee.

SHRI SUDIP BANDYOPADHYAY: We appreciate the decision. Our

Party very categorically mentioned that let this Bill be referred to a Joint

Committee. Now ultimately good sense prevailed and the Government took a late decision and have come to a conclusion that the Bill should be referred to Joint

Committee.

SHRI P. KARUNAKARAN: Though it is late, the Government has taken the right decision.

THE MINISTER OF URBAN DEVELOPMENT, MINISTER OF

HOUSING AND URBAN POVERTY ALLEVIATION AND MINISTER OF

PARLIAMENTARY AFFAIRS (SHRI M. ) responding said: Consideration of the matter took time.

The motion for reference of the Bill to the Joint Committee was adopted.

VALEDICTORY REFERENCE

HON. SPEAKER: Hon’ble Members, the sixth session of the Sixteenth Lok

Sabha, which commenced on 26th November, 2015 is coming to a close today.

During this Session, we had 20 sittings spread over 117 hours and 20 minutes.

The House had special sittings of two days on 26th and 27th November 2015 to commemorate the 125th Birth Anniversary of Dr. B.R. Ambedkar. On this occasion, the House had a fruitful discussion on the commitment to India’s

Constitution as part of 125 Birth Anniversary Celebration of Dr. B.R. Ambedkar. The debate lasted for 13 hours and 53 minutes wherein as many as 147 members participated. Thereafter, the House passed a resolution to affirm commitment to the principles and ideals of the Constitution.

The Session saw the disposal of important Financial, Legislative and other

Business. The house had a Combined Discussion on Supplementary Demands for

Grants (General)(Second Batch) for 2015-16 and Demands for Excess Grants

(General) for 2012-13 which lasted for 3 hours and 54 minutes before the demands were voted and the related Appropriation Bills were passed.

During the current Session, 9 Government Bills were introduced. In all, 13

Bills were passed. Some of the important Bills passed were the Bureau of Indian

Standards Bill, 2015; the High Court and the Supreme court Judges (Salaries and

Conditions of Service) Amendment Bill, 2015; the Commercial Courts,

Commercial Division and Commercial Appellate Division of High Courts Bill,

2015; the Arbitration and Conciliation (Amendment) Bill, 2015 and the National

Waterways Bill, 2015.

During the session, 360 starred questions were listed, out of which 77

Questions were answered orally. Thus, on an average, about 4.3 Questions were answered per day. Written replies to the remaining Starred Questions alongwith

4140 Unstarred questions were laid on the Table. About 629 matters of urgent public importance were raised by the members after the Question Hour and by sitting late in the evening. Hon. Members also raised 331 matters under rule 377.

The Standing Committees presented 62 Reports to the House.

The House also held four short duration discussion under rule 193 on the subject of urgent public importance, namely (i) on the situation arising out of incidents of intolerance in the country; (ii) on the flood situation in several parts of the country (iii) on the drought situation in various parts of the country; (iv) on price rise on which discussion was not completed. The discussions on these important matters concluded with the reply of the concerned Ministers.

As many as 36 statements were made by the Ministers on various other important subjects and three statements were made by Hon’ble Minister of

Parliamentary Affairs on Government Business.

During the Session, as many as 1754 papers were laid on the Table of the

House by the Ministers concerned.

As far as Private Members’ Business is concerned, as many as 117 Bills on different subjects were introduced during the session. Motion for consideration of the Bill seeking to provide for compulsory voting by every citizen in elections whenever called for by the Election Commission to elect the members of the

House of the People or a Legislative Assembly moved by Shri Janardan Singh `Sigriwal' on 13 March, 2015 and discussed on 24 April, 8 May and 7 August,

2015 during fourth and fifth sessions was further discussed on 4 December, 2015 and remained part-discussed on 18 December, 2015.

As regards, Private Members' resolutions, the resolution regarding immediate steps for rehabilitation and welfare of displaced persons from Kashmir moved by Shri Nishikant Dubey on 20 March, 2015 and discussed on 8 May and

31 July, 2015 during the fourth and fifth sessions, respectively, was further discussed on 11 December, 2015.

An amendment seeking to add in the resolution the words "steps to settle the refugees migrated to India at the time of partition in 1947 and are now living in different parts of the country" moved by Shri Bhartruhari Mahtab was put to vote at the end of the debate and was adopted. Thereafter, resolution, as amended was put to vote and was adopted by the House on that day. This was the thirty-fourth

Private Member's resolution adopted by the House since first Lok Sabha.

Another resolution regarding steps to ensure welfare of Employees

Provident Fund pensioners moved by Shri N.K. Premachandran, M.P.on 11

December, 2015 remained part-discussed on that day.

In this session, while we lost over 8 hours 37 minutes of time due to interruptions followed by forced adjournments, the House sat late for 17 hours and 10 minutes to compensate the time lost to some extent. For this, I thank all the hon. Members.

I would like to thank the hon. Deputy Speaker and my colleagues in the

Panel of Chairmen for their co-operation in the smooth conduct of the House. I am extremely grateful to the Hon’ble Prime Minister, Minister of Parliamentary

Affairs, Leaders and Chief Whips of various parties and groups and the Hon’ble

Members for their cooperation. I take this opportunity to thank the Secretary-

General and the officers and staff of the Lok Sabha Secretariat for their dedicated and prompt service to the House. I also thank the allied agencies, Press etc. for their able assistance in the conduct of the proceedings of the House.

I also take this opportunity to wish you all a Merry Christmas and Happy

New Year to you and all your family members. I hope this coming new year brings new hope and new energy in our lives and we reflect with resolve that in the new year we will take a conscious decision while using all available parliamentary instruments to forcefully register our dissent and disagreement, if any, and will attempt to ensure less disruptions and more debates and discussions in the House.
