Joint Strategic Committee 9 June 2020 Agenda Item 6 Key Decision: No Ward(s) Affected: All Local Cycling & Walking Infrastructure Plan - establishing the network of the future through consultation Report by the Director for the Economy Executive Summary 1. Purpose 1.1. The purpose of this report is to seek approval to adopt the final version of the Adur & Worthing Local Cycling and Walking Infrastructure Plan (LCWIP): a high level, strategic network plan for safe and accessible future cycling and walking infrastructure provision. 1.2. This report outlines recently published government guidance for walking and cycling provision relating to the COVID-19 pandemic; and seeks member approval for urgent work with West Sussex County Council on local improvements in line with the Adur & Worthing LCWIP. The published guidance documents are: Traffic Management Act 2004: network management in response to COVID-19; and Coronavirus (COVID-19): safer public places - urban centres and green spaces. 1.3. A Draft version of the LCWIP was presented to the Joint Strategic Committee on 7th November 2019, where Members approved the draft version being taken through Public Consultation between November 2019 and January 2020. 1.4. The report presents the outcomes of the public consultation, in particular, the overwhelming support for improved cycling and walking infrastructure provision (see section 4). It seeks approval for amendments made to the Plan as a result of consultation responses. 1.5. The Plan was produced with the consistent support and input from the Adur & Worthing Cycling & Walking Group; and oversight and support from West Sussex County Council. 2. Wimbledon, 1951-53 (and a few other railway memories) JDB, August 2013, minor additions and corrections May/August 2015 Neither this nor its companion piece “Derby Day, 1949” lays claim to any particular literary or other merit; they are merely pieces of first-hand reportage which may perhaps be of interest to future transport historians. In September 1951, I started going to school in Wimbledon. This involved a train journey morning and evening, an experience which put me off commuting for life but which also led to an interest in railways that still survives. In particular, one of the ways of walking from the station to school followed a footpath alongside the railway for the first half mile or so. Wimbledon is seven miles out of Waterloo, on what was originally the main line of the London and Southampton Railway. In due course, this became the London and South Western, then it was grouped into the Southern Railway, and by 1951 it had become part of British Railways. The lines from Waterloo divide at Clapham Junction, a line towards Windsor and Reading branching off to the north, and there are several connections between the two. One is at Putney, where a steep climb leads up to East Putney station on the Wimbledon branch of the London Underground District Line, and a Waterloo to Wimbledon suburban service via East Putney used this until 1941. Wimbledon station had been completely rebuilt in 1929, and in 1951 it comprised ten platforms. Four were terminal platforms for the District Line, this side of the station being essentially self-contained though there was a connection from the East Putney line to the main line just outside. -

This document describes our Penalty Fares Scheme for the purposes of rule 3.2 b. 1.2 We have decided to introduce a Penalty Fares Scheme because the previous operator of the railway passenger services comprised of the Thameslink Great Northern franchise, First Capital Connect and Southern Railways, operated a Penalty Fares Scheme in such franchise area and the experience has proved that it is an efficient means to deter ticketless travel. In addition, once some Southeastern routes and stations are integrated into the TSGN franchise from 14 December 2014 and once the entire current Southern franchise is integrated into the TSGN franchise on 26th July 2015, it is important that there is consistency across all franchise areas (as Southeastern and Southern both also operate a Penalty Fares Scheme); so as to avoid causing confusion for our passengers. This scheme will now include all stations under schemes previously operated by Govia Thameslink Railway Limited and Southern Railway Limited. -
West Sussex County Council Response to the Network Rail Draft South East Route: Sussex Area Route Study Consultation
Ref No: HT21 (14/15) Cabinet Member for Highways and Transport Key Decision: Yes West Sussex County Council response to the Part I or Part II: Network Rail draft Sussex Area Route Study Part I consultation Report by Director of Highways and Transport and Electoral Director of Strategic Planning and Place Divisions: All Executive Summary Network Rail is undertaking a consultation to gather views on its draft South East Route: Sussex Area Route Study. This study sets out a 30-year vision for this area of the rail network. It primarily focuses on rail industry Control Period 6 (2019-2024) to inform Government investment decisions for this time frame, but also considers growth in demand for rail travel to 2043. Consultation responses are being welcomed on any of the ideas and interventions set out in the study. The study will inform future decisions about rail infrastructure and rail service planning as well as the capacity of major stations, rather than specific timetable, service quality and station access issues which are concerns for the rail franchisee. Key issues highlighted in the County Council response include: support for investment to expand capacity for the Brighton Main Line; a request for further investment in rail infrastructure away from routes to London to support a balanced economy; support for analysis undertaken within the Study into the Arundel Chord scheme and provision of an improved journey times along the West Coastway route; and requests for greater attention to be made to level crossing and car parking issues within the study. Recommendation The Cabinet Member for Highways and Transport approves West Sussex County Council’s consultation response, contained in Appendix A of the report, for submission to the Network Rail draft South East Route: Sussex Area Route Study. -

INTRODUCTION 1.1 Context This submission constitutes the London Borough of Hounslow’s response to an invitation to provide initial comments on the Crossrail project’s proposal for a new corridor for Crossrail 1: Corridor 6 – Norbiton, via Old Oak Common, Acton, Chiswick, Richmond and Kingston. The submission considers the proposal in terms of service and amenity for the borough’s residents and businesses, and within the context of the Council’s published policies. In addition to the two options that constitute the Corridor 6 proposals, this submission provides two further options for Crossrail’s consideration. While the Council must record its disappointment that an effective period of less than two weeks was offered for preparation of this submission, the Council also wishes to record its appreciation for the assistance given by the Crossrail consultation team during the preparation of the submission. 1.2 Council Policies The London Borough of Hounslow Unitary Development Plan’s objectives relating to transport and land use development are summarised below: • To promote sustainable transport modes (walking, cycling, public and waterborne transport) which improves access for all members of the community and enhances public transport provision in London as a whole, while reducing car traffic and the demand for road space. • To encourage a pattern of land use, and provision of transport which minimises harm to the environment and reduces the need to travel, especially by car, whilst maximising development opportunities in the Borough.
