Election Division Presidential Electors FAQ Q1: How many presidential electors does Indiana have? What determines this number? Indiana currently has 11 presidential electors. Article 2, Section 1, Clause 2 of the Constitution of the United States provides that each state shall appoint a number of electors equal to the number of Senators or Representatives to which the state is entitled in Congress. Since Indiana has currently has 9 U.S. Representatives and 2 U.S. Senators, the state is entitled to 11 electors. Q2: What are the requirements to serve as a presidential elector in Indiana? The requirements are set forth in the Constitution of the United States. Article 2, Section 1, Clause 2 provides that "no Senator or Representative, or person holding an Office of Trust or Profit under the United States, shall be appointed an Elector." Section 3 of the Fourteenth Amendment also states that "No person shall be... elector of President or Vice-President... who, having previously taken an oath... to support the Constitution of the United States, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof. Congress may be a vote of two-thirds of each House, remove such disability." These requirements are included in state law at Indiana Code 3-8-1-6(b). 'DEPRIVED OF THEIR LIBERTY': ENEMY PRISONERS AND THE CULTURE OF WAR IN REVOLUTIONARY AMERICA, 1775-1783 by Trenton Cole Jones A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland June, 2014 © 2014 Trenton Cole Jones All Rights Reserved Abstract Deprived of Their Liberty explores Americans' changing conceptions of legitimate wartime violence by analyzing how the revolutionaries treated their captured enemies, and by asking what their treatment can tell us about the American Revolution more broadly. I suggest that at the commencement of conflict, the revolutionary leadership sought to contain the violence of war according to the prevailing customs of warfare in Europe. These rules of war—or to phrase it differently, the cultural norms of war— emphasized restricting the violence of war to the battlefield and treating enemy prisoners humanely. Only six years later, however, captured British soldiers and seamen, as well as civilian loyalists, languished on board noisome prison ships in Massachusetts and New York, in the lead mines of Connecticut, the jails of Pennsylvania, and the camps of Virginia and Maryland, where they were deprived of their liberty and often their lives by the very government purporting to defend those inalienable rights. My dissertation explores this curious, and heretofore largely unrecognized, transformation in the revolutionaries' conduct of war by looking at the experience of captivity in American hands. Throughout the dissertation, I suggest three principal factors to account for the escalation of violence during the war. From the onset of hostilities, the revolutionaries encountered an obstinate enemy that denied them the status of legitimate combatants, labeling them as rebels and traitors. -

Daniel D. Pratt: Senator and Commissioner Joseph E. Holliday* The election of Daniel D. Pratt, of Logansport, to the United States Senate in January, 1869, to succeed Thomas A. Hendricks had come after a bitter internal struggle within the ranks of the Republican members of the Indiana General Assembly. The struggle was precipitated by James Hughes, of Bloomington, who hoped to win the honor, but it also uncovered a personal feud between Lieutenant Governor Will E. Cumback, an early favorite for the seat, and Governor Conrad Baker. Personal rivalries threatened party harmony, and after several caucuses were unable to reach an agreement, Pratt was presented as a compromise candidate. He had been his party’s nominee for a Senate seat in 1863, but the Republicans were then the minority party in the legislature. With a majority in 1869, however, the Republicans were able to carry his election. Pratt’s reputation in the state was not based upon office-holding ; he had held no important state office, and his only legislative experience before he went to Washington in 1869 was service in two terms of the general assembly. It was his character, his leadership in the legal profession in northern Indiana, and his loyal service as a campaigner that earned for him the esteem of many in his party. Daniel D. Pratt‘s experience in the United States Senate began with the inauguration of Ulysses S. Grant in March, 1869. Presiding over the Senate was Schuyler Colfax, another Hoosier, who had just been inaugurated vice-president of the United States. During the administration of President Andrew Johnson, the government had been subjected to severe stress and strain between the legislative and executive branches. -

BENTON COUNTY Fighting on the Tennessee River: located at Birdsong Marina, 225 Marina Rd., Hwy 191 N., Camden, TN 38327. During the Civil War, several engagements occurred along the strategically important Tennessee River within about five miles of here. In each case, cavalrymen engaged naval forces. On April 26, 1863, near the mouth of the Duck River east of here, Confederate Maj. Robert M. White’s 6th Texas Rangers and its four-gun battery attacked a Union flotilla from the riverbank. The gunboats Autocrat, Diana, and Adams and several transports came under heavy fire. When the vessels drove the Confederate cannons out of range with small-arms and artillery fire, Union Gen. Alfred W. Ellet ordered the gunboats to land their forces; signalmen on the exposed decks “wig-wagged” the orders with flags. BLOUNT COUNTY Maryville During the Civil War: located at 301 McGee Street, Maryville, TN 37801. During the antebellum period, Blount County supported abolitionism. In 1822, local Quakers and other residents formed an abolitionist society, and in the decades following, local clergymen preached against the evils of slavery. When the county considered secession in 1861, residents voted to remain with the Union, 1,766 to 414. Fighting directly touched Maryville, the county seat, in August 1864. Confederate Gen. Joseph Wheeler’s cavalrymen attacked a small detachment of the 2nd Tennessee Infantry (U.S.) under Lt. James M. Dorton at the courthouse. Annual Report for Fiscal Year 2011 Annual Report of the Georgia Historical Society Fiscal Year 2011 INTRODUCTION W. Todd Groce, PhD President and Chief Executive Officer Fiscal Year 2011 (July 1, 2010-June 30, 2011) was a banner one for the Georgia Historical Society. Due to the launch of a capital and capacity building campaign the institution enjoyed its most prosperous year in nearly 175 years of continuous operation. As evidence of this, GHS raised a record $5 million for educational programming, archival services, capital projects and endowment. The endowment continued to rebound, and at the end of the fiscal year reached $6.54 million, close to its pre-recession level. Total assets grew from $7,382,181 in FY10 to $13,476,604 at the end of FY11, an increase of 82.5 percent. This healthy bottom line was due in part to careful financial management, dynamic board leadership, a recovering stock market, and the creation of two new endowment funds: the Dr. Henry Sauls Fund, established by a gift of $25,000 from John and Laura Wallace; and the Allan Gaynor Fund, established by an initial bequest of $300,000 from Alan Gaynor, a long-time supporter of GHS. The primary reason, however, for the significant increase in the Society’s net assets was the acquisition in June 2011 of the property at 104 West Gaston Street in Savannah for development as the Jepson House Education Center. Named in honor of philanthropists and higher education champions Robert and Alice Jepson, this is the first physical expansion of the Georgia Historical Society in forty years. -

History of the Know Nothing Party In Indiana By CARL FREMONTBRAND, A. M. (Continued) ORGANIZATION Thanks to the e3orts of that bitter enemy of Know Noth- ingism, the Indianapolis Sentinel, we have a knowledge of the inner workings of the Order in Indiana as it existed in the fall and winter of 1854.1 A description of its machinery at this time, when it was in the height of its career, will not fit it at any other period, for it was continually in evolution. The ritual was adopted at the meeting of the Grand Council at New York City in June, 1854, and revised at the Cincinnati meeting in November. The order was organized on the lodge system in a hierarchy of subordinate, county, state and national councils. Subor- dinate councils could be established only with the sanction of the state council. An authorized agent of the latter could con- fer the first and second degrees upon the applicants for a charter, who must be at least nine in number, and organize them into a council. For the charter the subordinate council paid the sum of two dollars to the state secretary and five dollars €or the entire work of the order. Each council was designated by a name and a number. To become a member of the supreme order of the Star Spangled Banner a person must be twenty-one years of age, a believer in the Supreme Being, a protestant, born of protestant parents within the limits of the jurisdiction of the United States, reared under protestant influence and not united in marriage with a Catholic wife. -
