MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | vi SECTION 1 EXECUTIVE SUMMARY The Monitoring, Inspection, Milestone Certification and Design Review (MIMDR) Project supports USAID Pakistan Office of Energy (O/ENR) as Architect and Engineering contractor, ensuring adherence to funding covenants for a US $339 million G2G Project portfolio. This report provides an overview of activities conducted and supervised by MIMDR for effective and efficient achievement of G2G project objectives, during the period October 1, 2018-September 25, 2019 (Fiscal Year 2019). MONITORING, INSPECTION AND MILESTONE CERTIFICATION During Fiscal Year (FY) 2019, MIMDR certified beneficiary funding request of US $41.37 million for the following G2G projects:  Mangla Dam Rehabilitation Project (Mangla Project) USAID funding of US $150 million is committed for rehabilitation of the Mangla power station allowing it to generate for another 40 years. MIMDR issued six CMCs with a total certified amount of US $17.77 million and conducted four site visits this year.  Jhimpir 1 Wind Power Transmission System (Jhimpir 1 Project) USAID funding of US $43 million enabled 15 Wind Power Plants (WPPs) to begin delivering 780 MW of clean, sustainable energy to the National Grid. Implemented by state owned National Transmission and Despatch Company (NTDC), the project symbolizes public-private partnership in the clean energy domain. MIMDR issued 26 CLCs with a total certified amount of US $16.02 million and visited the project thrice. MIMDR issued two verification of line item completion certificates for verification of NTDC cost share contribution amounting to US $2.26 million.  Golen Gol Hydropower Project (Golen Gol Project) This year, the 108 MW Golen Gol Project achieved physical completion. USAID funded 11% of the Project cost, providing US $35.62 million for procurement, installation, testing, and commissioning of major electrical and mechanical equipment. MIMDR issued 12 Certificate of Milestone Completion(s) (CMC) for a total certified amount of US $4.84 million and conducted six monitoring and inspection visits to the project site.  Tarbela Dam Repair and Maintenance Phase-II Project (Tarbela Project) USAID grant of US $25 million for the Tarbela Dam Repair and Maintenance Project will restore 20 MW of generation capacity. MIMDR issued one Certificates of Line Item Completion (CLC) with a total certified amount of US $2.26 million and conducted one site visit in FY2019.  Kurram Tangi Dam Project, Stage 1-Kaitu Weir and Affiliated Power and Irrigation Component (Kaitu Weir Project) USAID is providing US $81 million for construction of Stage 1 of Kurram Tangi Dam Project that includes Kaitu Weir and affiliated power and irrigation components. MIMDR issued one CMC with a total certified amount of US $0.48 million and conducted 10 site visits in FY2019.

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 1 PROJECT DEVELOPMENT SUPPORT MIMDR project development support this year paved the way for prospective USAID funding of US $83.48 million. Support activities in addition to enhancing Implementing Partner-USAID coordination include design review, structuring milestone for Project Implementation Letter (PIL), conducting technical and financial analysis and carrying out Due Diligence and Cost Reasonableness Analysis (CRA). MIMDR provided the following project development support this year:  Jhimpir 2 Wind Power Transmission System (Jhimpir 2 Project): USAID prospective contribution of US $83.48 million will develop the transmission line and substations at Jhimpir 2 to evacuate 1,224 MW from Wind Power Producers (WPPs). MIMDR worked closely with NTDC to develop project milestones and estimated costs, providing on the anticipated Fixed Amount Reimbursement (FAR) mechanism. These activities are groundwork for the CRA, assigned to MIMDR in September 2018. MIMDR submitted its final CRA draft to USAID on December 5, 2018. MIMDR also finalized the Rapid Environmental Analysis (REA) solicitation and submitted M/s Halcrow Pakistan (Pvt) Ltd as the shortlisted bidder as communicated by USAID. TECHNICAL SUPPORT An important part of MIMDR’s work is to provide environmental monitoring and capacity building for USAID Pakistan G2G energy projects. Over 2019, the MIMDR Environmental team conducted quarterly visits to all project sites and submitted 22 Environmental Monitoring Reports (EMRs) to USAID. In addition to it, the team also submitted nine monitoring reports on various plans for Kurram Tangi Dam Project. The team provided capacity-building support to G2G partners in two major ways: onsite and offsite training workshops. MIMDR held two training sessions for higher and mid management staff, both well attended by partners and other relevant stakeholders. In the year under review, MIMDR’s Monitoring and Evaluation (M&E) team conducted quarterly visits to project sites to monitor reported progress and collect performance indicators data. The team also provided technical support to project staff of the Tarbela, Mangla, Golen Gol and Patrind Projects for developing project M&E Plans. M&E team also updated partners’ quarterly and annual performance indicators data during FY2019 against Mission Strategic Framework (MSF) on PakInfo. For effective implementation, MIMDR developed Project Tracking spreadsheet and MIMDR teams strive to achieve project completion milestones as programmed under USAID covenants.

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 3 SECTION 3 G2G PROJECT PROGRESS The following section provides a detailed overview of G2G partner progress in FY2019. Below are details of PIL items completed, along with certified amounts and dates for each project.

PROJECT 1: MANGLA DAM REHABILITATION PROJECT USAID PIL No. 391-PEPA-ENR-MANGLA-00 PIL-1 Amendment-2 (dated June 5, 2018) under Activity Agreement 391-PEPA-ENR-MANGLA-00 Amendment-1 (dated December 28, 2017) funds US $150 million for Refurbishment and Upgrade of Generation Units 5 & 6 and Balance of Plant Electrical and Mechanical equipment. This project will restore 20MW and add another 70MW to the plant’s total generation capacity. After the upgrades generation each year expected to increase by 750GWh. Project Status  Units 5 & 6, dismantled for rehabilitation purposes, remained in shutdown state during FY2019. These two Units will be available for generation after September 2020.  Turbine Runner, Generator Stator frame and bars, Governors and Excitation System for Units 5 & 6 arrived on site this year, while equipment related to Balance of Plant (BoP) expected to arrive by Q2- FY2020.  Generator Poles and Shafts for Units 5 & 6 dispatched abroad for refurbishment this year expected to arrive MIMDR team checking first aid facilities back by Q1-FY2020. at working areas  M/s General Electric (GE) Hydro is carrying out some of the refurbishment work through a local firm. Spill control kit at site Key Achievements  Hydropower team conducted four visits to the project site and issued six CMCs with a certified amount of US $17.77 million during FY2019. Significant Implementation Challenges

 M/s GE Hydro had planned refurbishment of mechanical parts at Heavy Mechanical Complex (HMC). Encountering difficulties in getting “No Objection Certificate (NOC)” for access to HMC Taxila forced M/s GE Hydro to send the poles and shafts to Italy and Canada for refurbishment which has caused further delay.  Administrative approvals including funding commitments of donors/lenders finalization took more than expected time and delayed WAPDA bidding activity of various construction packages.

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 4  After Non Destructive Testing (NDT) the contractor found out that the existing operating rings of Units 5~6 cannot be used in the upgraded turbines. The fabrication of new operating rings will take about 7 to 9 months.

Actions taken for Problem Resolution  M/s GE Hydro planned to send the shafts to Italy for refurbishment. GE estimates that the process will take about 5 months. Recommendations for Improved Future Implementation  MIMDR recommends close follow up of refurbishment work in Italy and Pakistan to avoid further delay in project activities in FY2020. PROJECT 2: JHIMPIR 1 WIND POWER TRANSMISSION SYSTEM Activity Agreement # 391- PEPA-WTL-00 and PIL # 391-PEPA-WTL-PIL-01: USAID is funding US $43 million for the transmission scheme to evacuate 780MW of wind power from private sector WPPs located at the Gharo-Jhimpir wind cluster, . Project Status Jhimpir 1 Substation is already completed and fully operational. Key Achievements  MIMDR issued 26 CLCs for Jhimpir 1 Transmission Project during FY2019 with a total certified amount of US $16.02 million.  Project demonstrated encouraging results against USAID MSF Indicators in FY2019. This includes a total number of 6,079,050 people benefitted from USAID assistance.  MIMDR environmental team developed Landscape Plan for Jhimpir substation which was required as a component of Environmental Mitigation and Monitoring Plan (EMMP). Installation of ATR-4 at 220kV Jhimpir Significant Implementation Challenges 1 substation  Swapping of equipment/material between different projects by NTDC is a major issue. Combined procurement of equipment and works of Jhimpir 1 Project with other projects created significant challenges for MIMDR Transmission team during the invoice verification process. Swapping of equipment/material created quality assurance challenges and delays in the certification process. Action Taken for Problem Resolution  MIMDR requested NTDC for the equipment inspection and test certificates used on site to confirm quality as per contract specifications. MIMDR recommended the replacement of low quality equipment and material, and compliance with prescribed standards and specifications. MIMDR recommended replacement of disc insulators on 220kV Jhimpir 1 to T. M. Khan Road Hyderabad transmission line. The replacement was done in February 2019.

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 5  MIMDR also recommended replacement of 132kV disconnector due to low rating. Material has arrived at Jhimpir 1 substation and NTDC is planning to replace them in November 2019 (After the wind peak season)  MIMDR provided training to project staff (and on site workers) during the year’s monitoring visits for better implementation, monitoring and reporting of EMMP mitigation measures. Recommendations for Future Implementation  Capacity building on environmental management should be a regular activity for project staff. PROJECT 3: GOLEN-GOL HYDROPOWER PROJECT USAID PIL No. 391-PEPA-ENR 391-PEPA-ENR-GolenGol-00-PIL-01 under Activity Agreement No. 391-PEPA-ENR-Golen Gol-00 funds investment of US $35.62 million supports the 108MW Golen Gol Hydropower Project. USAID is funding procurement, installation, testing and commissioning of major electrical and mechanical equipment. Project Status  Units 1, 2, and 3 of GGHP operated on full / partial load during the year as per availability of water.  Load Rejection Tests (LRT) on all three units successfully conducted during June 2019.  Reliability Run Test (RRT) successfully conducted on Units 1 and 3 in June 2019, and on Unit 2 in September 2019.  The project successfully added 108 MW of clean energy to the national grid during peak season of water availability. MIMDR team at the Golen Gol Powerhouse control room Key Achievements  MIMDR Hydropower team conducted 6 visits to the project site this year to monitor project progress and witness commissioning tests. The team issued 12 CMCs with a total certified amount of US $4.84 million. Significant Implementation Challenges  Full load generation was restricted to peak season due to non-availability of sufficient water inflow otherwise.  This delayed the full load testing and RRT of all units during July and August 2019.  Glacial Lake Outburst Flood (GLOF) delayed the commissioning tests underway in July 2019.  Staff retention remains a challenge for WAPDA given the project’s remote location.  Unavailability of a full-time Project Director (PD) at the plant hinders coordination and timely decision-making. Actions taken for Problem Resolution  MIMDR Hydropower team actively assisted the project staff in submitting reimbursement claims and accessing the certified amounts.  Communication support between WAPDA and MIMDR was augmented through teleconferencing between Islamabad office and the Project site office.

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 6 Recommendations for Improved Future Implementation  The project staff must ensure necessary arrangements for clearance of intake site for completion of remaining commissioning tests.  Improve operational and maintenance staff capacity through training sessions and the development of a Project Document Library.

PROJECT 4: TARBELA DAM REPAIR & MAINTENANCE PROJECT USAID PIL No. 391-PEPA-ENR-TDR2-PIL-01, US $25 million provided to WAPDA for equipment procurement and refurbishment at Tarbela Power Station. Phase-2 of Tarbela Repair and Maintenance Project will restore 20 MW generation capacity and enhance the Power Plant’s reliability. Project Status  Stainless Steel Runner arrived on site this year.  Tarbela has moved a summary to Member Power for approval for the award of Runner installation to the original equipment manufacturer.  Two remaining consignments of Switchyard equipment expected to arrive by end of FY2020. The team visiting storage area for new  The Letter of Credit (LC) for connectors was renewed. equipment Tarbela staff informed MIMDR that LC amendment/approval for Current Transformers (CTs) is in progress. Key Achievement  MIMDR Hydropower team conducted one visit to project site for inspection of runner shipment and issued CMC for the same with a total certified amount of US $2.26 million.  MIMDR provided WAPDA with support in preparing and finalizing the project M&E Plan. WAPDA submitted the M&E Plan to USAID on July 2019. Significant Implementation Challenges  PIL item no. 8 “Installation of Stainless Steel Runner” and PIL item no. 11 “Procurement and Replacement of 220KV Switchyard equipment” are the two tasks that will continue beyond the scope of MIMDR Project. Three milestones under 2 PIL items remain pending.  Item no. 11 involves four different types of equipment related to switchyard i.e. 220kV Circuit Breakers (CBs), 220KV Line and Bus Disconnector Switches, Busbar Connectors, and Current Transformers (CT). Each equipment, supplied by a different supplier, has a separate LC. All LCs had an expiry date of February 2018. CBs and Disconnector Switches arrived on site in time, whereas, Connectors and CTs required design modifications to conform to Tarbela Extension-IV equipment. This delay in design change and subsequent approvals led to expiry of the two LCs. Renewal of LCs was constrained with a penalty amount by State Bank of Pakistan (SBP).  Expiry of LC delayed procurements and replacement of switchyard equipment.  Switchyard equipment replacement originally scheduled for lean period(s) of 2018 and 2019. Due to delay, replacement now scheduled for 2021 and 2022 lean period(s).

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 7 Actions taken for Problem Resolution  Hydropower team remained in coordination with Tarbela Authorities to discuss current issues with plant management. MIMDR held a meeting at Islamabad Office with USAID and CE Tarbela to discuss and resolve issues pertaining to LC expiry and subsequent procurement of remaining switchyard equipment.  Member (Finance) WAPDA approved penalty for renewal of expired LCs. Recommendations for Future Implementation  MIMDR recommends finalization of a utilization plan for the residual amount between WAPDA and USAID, with the consultation of MIMDR. PROJECT 5: KAITU WEIR HYDROPOWER PROJECT USAID PIL # 391-WPD-KTD-002-001-001 funds US $81 million assists construction of Kaitu Weir, which will produce 18.8 MW of hydropower and irrigate 16,000 acres command area in North Waziristan. Project Status  The project is in its construction phase. Civil work activities for Kaitu Weir and Under sluices completed. Activities for construction of Spaira Ragha Canal, Headrace channel, Feeder Tunnel, Sheratalla Canal, Powerhouse-IV and Switchyard, and removal of Coffer Dam-2 are in progress. WAPDA reported the project’s physical progress at 41%, and financial at 35.45% by end FY2019.  Total estimated area required for Stage-I is 700 acres, out of which 426 acres of land has been acquired. Assistant Political Agent (APA), Mir Ali is leading efforts to acquire another 132 acres (approximately). Project Director KTDP is managing the process to survey, measure and demarcate a further approximated 136 acres.  Fabrication of Penstock reportedly completed and transportation to project site is in progress.  Warehouse for storage of Electrical and Mechanical Team inspecting different sections of Kaitu Weir (E&M) equipment established this year. Key Achievements  MIMDR Hydropower team conducted 10 visits to project site for regular progress monitoring of project activities, and issued one CMC with a total certified amount of US $0.48 million (Electrical and Mechanical works) pertaining to Turbine Model Testing Report, this year.  MIMDR prepared PIL milestone restructuring for all E&M and Civil Works items along with comparative cost analysis of each milestone with KTDP Contract Bill of Quantities (BOQ). Significant Challenges  The guiding documents for land acquisition of this project are Resettlement Policy Framework (RPF) and Resettlement Action Plan (RAP) which have consulted and followed throughout the land acquisition process. This project area is located in the tribal belt of North Waziristan former Federally Administrated Tribal Areas (FATA), where land acquisition is not easy as no land record / patwar khana is available in FATA. The land is owned by whole tribe not by a MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 8 single person so the true ownership of land is not declared to the local administration. Due to this reason, RPF and RAP recommended involvement of local administration to acquire the land through local Riwaj system i.e. Jirga System is time consuming process and sometimes causes unnecessary delays to the project.  Work progress is slow due to precarious law & order situation in the project area. Free movement of Consultants & Employer Staff and Construction Material is restricted. Any movement to and from the project site is always carried out in the form of a convoy with the assistance of Quick Response Force, which takes a lot of time.  The milestones prepared at the time of signing of PIL, structured according to execution of simultaneous work on different components in each milestone. This methodology could not prove successful as execution of work simultaneously on different components of project was not possible due to law and order situation, tribal area land issues and inter-tribes land conflicts described above. Related works of a single activity were distributed in different milestones. Incompletion of a component of an item within the milestone was the main cause for not issuing the CMCs.  Foundation Design of Powerhouse was revised and Micro-Pile introduced in Foundation in addition to Raft Foundation by Consultant. For this purpose Variation order of Micro-pile was put up to General Manager (North) WAPDA for approval, which is still pending due to which construction work of powerhouse IV could not be started as yet.  Access road could not started due to Locals interference.  E&M Equipment ready for shipment is on hold due to custom duty exemption issue. Delivery of equipment is restricted to be consigned in the name of Contractor DESCON instead of Employer WAPDA by a new Web-Based One Customs (WeBOC) system. In order to avail tax exemption, USAID assistance requires certain documentation including Bill of Lading (B/L), which cannot be acquired unless the shipment is loaded for transportation. Custom duty exemption can only be availed before the shipment is loaded. Actions taken for problem resolution  Matter of land acquisition is under sub judice in the court of Assistant Commissioner Mir Ali. Presently 426 out of 700 Acres of land has acquired, 138 acres land is under process with Assistant Political Agent (APA), and the remaining 136 acres land is under process by PD KTDP for survey, measurement & demarcation of distributaries and access road.  MIMDR assisted WAPDA in restructuring and preparing milestones encompassing related works of a single activity to efficiently improve ease of payment to WAPDA for completed activities.  Local Administration is negotiating with the local elders for resolution of access road construction conflicts.  Custom duty exemption issue discussed between top officials of WAPDA and DESCON. It has stressed upon by WAPDA that DESCON needs to acquire and share B/L at the earliest for further processing by USAID.  MIMDR continued to provide backend coordination and technical support by arranging a number of meetings this year with the Project’s Engineer, Contractor and WAPDA staff. Monitoring support was extended, project progress discussed and stakeholders provided with information concerning reimbursement procedures.

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 9 Recommendations for Future Implementation  MIMDR recommends the continuation of Capacity Building Measures (CBM) under the project. This will build community confidence and pave the way for the project’s second phase.  MIMDR shared a needs based survey questionnaire with WAPDA, to assess feasibility for the establishment of a technical and vocational institute in the project area. This will help WAPDA in further expanding its CBMs.  MIMDR will continue the provision of backend support for the KDTP team through their Islamabad office, for better coordination with USAID. PROJECT 6: JHIMPIR 2 WIND POWER TRANSMISSION SYSTEM NTDC enhanced the Scope Of Work (SOW) of Jhimpir 2 Project to include 25 Wind Power Producers (WPPs), due to increased interest of WPPs located in the project location. USAID received a request to finance the second phase of Wind Power Transmission System at Jhimpir Cluster for evacuation of 1,224 MW generated by WPPs in FY2019. To fund this expanded scope, NTDC requested USAID Energy Office for an additional US $43 million. Project Status  100 Acres land required for the 220 kV substation finalized and Supreme Court Sindh Registry directed Sindh Board of Revenue for computerizing the land record and transfer required land to NTDC in national interest. Supreme Court Sindh Registry also informed Director General (DG) Land NTDC to take action accordingly.  NTDC is in process of procurement of equipment and material, civil works of substation and transmission lines for the Jhimpir 2 Project. Key Achievement  PC-1 of this Project as approved by the Executive Committee of the National Economic Council (ECNEC) amounts to US $102.098 million. To determine the viability of this additional funding request, USAID entrusted MIMDR to conduct its CRA in September 2018. MIMDR submitted its final CRA draft to USAID on December 5, 2018.  MIMDR conducted CRA, based on reviews of relevant documents and comparison with qualified projects, concluded that illustrative Project budget of Patrind Transmission Activity is reasonable and justified. Significant Implementation Challenges  Timely acquisition of 100 Acres land for the 220 kV Jhimpir 2 Project was a challenge.  Reconductoring of old existing 220kV Jamshoro-KDA 33 transmission line is a challenge for smooth load sharing in Jhimpir Area.  Route survey for Rapid Environmental Analysis (REA) of Jhimpir 2 Project is necessary to proceed further. Action Taken For Problem Resolution  MIMDR followed up with NTDC and participated in meetings with concerned departments of Sindh Energy Board, Revenue Authorities for early allocation of public benefits project.  MIMDR also followed up with NTDC for reconductoring of existing 220 kV Jamshoro-KDA 33 Transmission line.

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 10 Recommendations for Future Implementation  Standards and specifications of equipment and materials need to be revised and updated using latest research and development. This will ensure procurement of quality equipment and materials, and quality construction work.  MIMDR recommends conducting a survey of transmission line ahead of civil work(s), in order to avoid major change of route plan and increase/decrease of civil works after the award of contract.  MIMDR strongly recommends frequent follow up for timely procurement and allocation of the project’s equipment and material, in order to avoid delay in installation and commissioning.  Capacity building in environmental management and timely visits of concerned teams should be a regular activity. PROJECT 7: POWER TRANSMISSION SYSTEM FOR PATRIND HYDROPOWER ACTIVITY The Patrind Project PIL, signed between NTDC and USAID on September 1, 2018 provides US $4.65 million funding for the power transmission system. The funding will support evacuation of power from the 147MW Patrind Hydropower Plant. Project Description The Patrind Hydropower Project is a 147MW run-of-river hydroelectric power generation facility, constructed between the Kunhar and Jhelum Rivers. NTDC has planned an interconnected transmission line for power transmission from 147 MW Patrind Hydropower Project (HPP) to 220 kV Mansehra New Substation and extension of two 132 kV line bays at Mansehra new substation. USAID provided $4.656 million funds to NTDC to support the Project. Project Status This Project has two components: 132 kV transmission line and two 132 kV line bays at 220 kV Mansehra substation. Erection of towers and stringing of conductor on the 132kV Patrind-Mansehra Transmission Line is in progress and 98% completed, Installation of two 132 kV line bays at 220kV at Line connected to Patrind Hydropower Mansehra Substation is 99% completed. House Key Achievements  The PIL signed between USAID and NTDC in September 2018 on the Fixed Amount Reimbursement (FAR) mechanism.  The Patrind HPP favorably affected overarching USAID Energy DO 1 “Increased Sustainable Energy Supplied to the Economy”. USAID funds helped to achieve its Intermediate Results (IR) 1.1 of USAID Energy Development Objectives “Increased Energy Supply” through transmission system of Patrind HPP by providing more Gigawatt-Hours (GWh) to the community and resolved transmission bottlenecks. Significant Implementation Challenges  Past projects while construction of substation and transmission line throughout the country demonstrates adequate capacity of NTDC to resolve Right of Way (ROW) issue. In this case, transmission line route covers an area of Mansehra, KPK and Kashmir mountains area. NTDC MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 11 resolved ROW issues in Mansehra area with the help of local administration but one ROW issue in AJK area is still pending. NTDC is in full coordination with the contractor and local administration for sorting out the issues of ROW on tower location no. 6A, 7, and 8.  Delay in construction of two 132 kV line bays at 220 kV Mansehra New substation is a major challenge for timely energization of 132 kV Transmission line.  Project staffs’ capacity to understand and implement environmental mitigation measures provided in the EMMP is limited. Action Taken for Problem Resolution  NTDC reserved two existing 132 kV Line bays from 147 MW Patrind HPP interconnection. NTDC completed the procurement for additional line bays following MIMDR’s consistent coordination and follow up.  Environmental Team provided training to project staff in a training workshop in Islamabad this year. MIMDR provided capacity building to on site workers during the monitoring visits. Recommendations for Future Implementation  MIMDR recommends an increase in the number of Monitoring and Inspection visits in FY2020.  Legislation to secure ROW issues to avoid the unlimited delays and consequential losses to complete the transmission projects.  There is a need to develop more training programs (for environmental and M&E components) with improved project staff participation.

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 12 SECTION 4 ENVIRONMENTAL COMPLIANCE MIMDR Environmental Team proactively supports USAID and G2G implementing partners, ensuring compliance with environmental regulations and associated documentation in accordance with the provisions of activity agreements and PILs of each project. Providing partners with technical support, institution and capacity building services on environmental and safety compliance are important services provided by the MIMDR Environmental team. Environmental Monitoring of G2G Projects: MIMDR supported project staff in improving their capacity on environmental monitoring of activities at respective project site through periodic site visits and onsite demonstrations. Participants of Environmental Compliance Training on April 10, 2019 in Islamabad Environmental team carried out 21 quarterly monitoring visits to assess the level of compliance against the recommended mitigation measures in Environmental Mitigations and Monitoring Plan (EMMP) for project activities pertaining to construction, installation and operational phases of projects at Tarbela, Mangla, Golen Gol, Kaitu Weir, Jhimpir and Patrind. Documentation Support: Environmental documentation remained another important activity of MIMDR through which Environmental team developed a number of compliance documents required as per the EMMP of relevant projects. The list of documents developed include:

1. Landscape Plan for Jhimpir project 2. Environmental Documentation Form 3. Updated EMMP for Kaitu Weir project 4. Monitoring templates for Cultural Heritage Plan, Vulnerable Tribes Plan, Gender Action Plan and Resettlement Action Plan of Kaitu Weir project.

Training and Capacity Building: Environmental team continued institutional capacity building of USAID implementing partners of Government of Pakistan (GOP) counterparts in USAID funded Energy Projects through a series of technical training sessions on varied environmental concerns. Team has implemented training calendar developed in year 2017 for all USAID funded energy projects. Environmental team implemented training program for three levels of staff in projects i.e. separately for Higher Management, Mid Management and workers. This training program aimed at enabling WAPDA and NTDC officials to implement EMMP and carry out environmental monitoring and reporting of their respective projects (to USAID). Training sessions for Higher and Mid Management staff focused Environmental laws of USAID and Pakistan, Spill Management, Working in Confined Spaces and Gender in development on April 10, 2019. Environmental team provided training to Kaitu Weir project staff on “Sensitization and Mainstreaming of Gender Concerns in Kurram Tangi Dam Project” on September 5, 2019 at WAPDA Camp, Spinwam, North Waziristan, during which 39

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 13 participants learned actions and way forward for implementation of GAP. The training report on gender concerns submitted to USAID on September 19, 2019. A total of 60 higher and mid management staff from projects participated in the above training sessions. Environmental team carried out plantation of different types of 36 fruit trees in the camps belonging to WAPDA and Contractor on September 5, 2019. Team also distributed vegetables seeds among 25 families from Spinwam area settled around Kaitu Weir at the end of training session on gender concerns. The purpose was to allow women of the area take part in project activities through kitchen gardening. Environmental team also provided on-site training with demonstration on key environmental topics including Waste Management, Implementation of EMMP, Health and Safety issues, Environmental Best Practices, Spill Management, Working in Confined Spaces and Gender in development.

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 14 SECTION 5 MONITORING AND EVALUATION An important aspect of MIMDR’s scope of work is the monitoring and evaluation of G2G projects according to requirements stipulated in each PIL. MIMDR M&E team regularly monitors overall program achievement, and project specific progress. This year, data against MSF indicators was collected from project sites and other defined sources on a quarterly basis. M&E Team reports project based results, impact and MIMDR M&E Engineer discussing the contents outcomes through periodic performance reports to keep of M&E Plan USAID updated. Performance indicators were uploaded to PakInfo in compliance with the USAID quarterly data call. MIMDR Programmatic Reporting: The M&E team prepared and submitted an Annual Report (FY2018), four QPRs, eight monthly reports and 49 Weekly/Bi Weekly Reports to USAID this year and uploaded to PakInfo. Site visit reports and EMR pertaining to FY2019 forwarded to respective USAID Activity Managers for online uploading. Quarterly Reports of G2G Projects: MIMDR followed up with Tarbela, Mangla, Jhimpir, Kaitu Weir, Patrind and Golen Gol for timely submission project QPRs to USAID. Monitoring & Evaluation (M&E) Plan: M&E team of MIMDR assisted Tarbela, Mangla, Patrind and Golen Gol Project offices in preparation of their M&E Plan. WAPDA Tarbela and Mangla successfully submitted the M&E Plan whereas Golen Gol and Patrind Project has committed to submit it by the start of November 2019. Demobilization Plan MIMDR assembled a task team to undertake closeout related tasks. The Demobilization Plan submitted to USAID on July 4, 2019. An index of all reports and documents developed by MIMDR for USAID are uploading on the Development Experience Clearinghouse (DEC). Project Completion Report (PCR): MIMDR is in the process of preparing PCR and will submit to USAID by November 1, 2019.

MIMDR | ANNUAL PROGRESS REPORT | OCTOBER 2018 – SEPTEMBER 2019 | 15 SECTION 6 GENDER CONSIDERATIONS The MIMDR Task Order stipulated that the project ‘ensure(s) the needs of both male and female workforce are incorporated,’ Furthermore, ‘MIMDR is deigned to follow and build upon the accomplishments of USAID’ under the gender component and ‘encourage partner’s to employ substantial percentages of women (p.15). This year, with the assistance of USAID, Golen Gol Project has successfully added 36MW of Unit 1 to national grid. It has changed the lives of the people in Chitral District. A total of 333,432 people get benefit with approved energy services out of which 161,715 were females and 171,717 were males. The access of reliable and affordable electricity to women and girls have made the unpaid work become less laborious and time intensive, allowing for the pursuit of education, income generation, civic involvement and other leisure opportunities. The access to reliable electricity provides a major boost to local economies, increasing rural household incomes and improving water and food security. The energy investment combines in parallel with investments in bridges, markets and roads. MIMDR has consciously supported the hiring and retention of women staff in its team of professionals. The number increased recently with the addition of a Communication Assistant in the month of April 2019. The culture is that of equity and respect: a prerequisite while attempting to promote the same values in partner projects. Project staff, whether men or women, travel frequently to far-flung and even dangerous terrain for routine monitoring visits. The very specific needs of women employees in Pakistan, whether in terms of security, facilities or occasional work schedule flexibility, are also duly considered. The situation becomes more challenging as we move towards partner projects, mainly because of the nature of work, but also because of location or the male-dominated influences within the sector. MIMDR’s M&E Engineer interviewed women staff employed at the Jhimpir project for a better idea of the challenges faced by them. There have been no incidents of harassment and women staff members have received the same benefits and privileges as their men counterparts. A questionnaire developed by MIMDR to assess gender dimensions at the workplace (for partner projects) attached as Annexure C.
