It summarizes the highlights and achievements during the reporting period. The Government-to- Government (G2G) projects covered include components of: 1. Tarbela Dam Repair and Maintenance Phase-II Project (Tarbela Project) 2. Mangla Dam Rehabilitation Project (Mangla Project) 3. Golen Gol Hydropower Project (Golen Gol Project) 4. Kurram Tangi Dam Project-Stage 1: Kaitu Weir and Affiliated Power and Irrigation Component (Kaitu Weir Project) 5. Gomal Zam Multipurpose Dam Project (Gomal Zam Project) 6. Jhimpir I Wind Power Transmission System (Jhimpir-I Project) 7. Jhimpir II Wind Power Transmission System (Jhimpir-II Project) 8. Power Transmission System for Patrind Hydropower Activity (Patrind Project) The G2G projects funded by the USAID will add 2,385 MW power system capacity on completion. During October to December 2017, MIMDR teams monitored the projects and established conformance with USAID funding documents and covenants of USAID Project Implementation Letter(s) (PILs). The MIMDR actively promotes USAID activities and provides development support to new projects considered for USAID funding. Another important MIMDR activity is to assist the beneficiaries’ institutional development and organize training workshops. MIMDR provided services for ongoing and new G2G projects in following broad areas: 1. Monitoring and Milestone Certification: USAID ongoing verification is mandatory to access USAID funding. To ensure compliance with respective PIL documents, the MIMDR team of experts conducted the following activities: a. Jhimpir I Wind Power Transmission System PIL No. 391-PEPA-WTL-PIL-01: During this quarter, MIMDR issued four milestone completion certificates for Jhimpir-I Project pursuant to PIL line item no. 4 and 5. These certificates verify the reimbursement of US $4.89 million to NTDC against material procurement. In addition, the MIMDR Transmission Team tracked the progress of construction at Jhimpir I substation. The second 250MVA transformer was energized during the quarter. For the completion of remaining work, USAID has revised the Activity Agreement and PIL reflecting the extension in date of completion up to September 30, 2020. Golen Gol Hydropower Project, PIL # 391-PEPA-ENR-Golen Gol-00: MIMDR issued a consolidated milestone completion certificate for ‘vendor shipment’ and ‘post- installation testing’ milestones of PIL item no 2 “Powerhouse Bridge Crane”, amounting to US $633,430. c. Tarbela Dam Repair and Maintenance Phase-II Project, PIL No. 391-PEPA-ENR-TDR2-PIL- 01: The MIMDR Hydropower Team issued the milestone completion certificate for Services for Installation of Static Excitation System (item no. 7). The certificate reflects a budgeted amount of US $345,100 against post installation testing milestone. The team visited Tarbela Power Station for verification of this milestone. d. Mangla Dam Rehabilitation Project, PIL # 391-PEPA-ENR-MANGLA-00: MIMDR issued the milestone completion certificate for Shipment of Main Inlet Valves Consignment for Unit 1-6 (item no. 13). The certificate reflects a budgeted amount of US $1.45 million against vendor shipment milestone. The Hydropower Team of MIMDR visited Mangla Power Station for verification of the consignments of main inlet valves and seals. 2. Inspection: MIMDR verifies and ensures quality of materials and equipment procured and installed at various project sites. The team is also responsible to report any deviation and recommend corrective actions to USAID. MIMDR provided inspection services for following activities: a. Golen Gol Hydropower Project: MIMDR Hydropower Team visited the 106 MW Golen Gol Hydropower project in District Chitral, Khyber Pakhtunkhwa (KP) province. The team inspected the consignments of electrical and mechanical (E&M) equipment delivered at the site and submitted Inspection Report to USAID. b. Gomal Zam Multipurpose Dam Project: MIMDR submitted the fact finding report on Gomal Zam equipment breakdown to USAID. 3. Project Development Support: MIMDR provided services to USAID for preparation of PILs for the following new G2G activities: a. Mangla Dam Rehabilitation Project: MIMDR carried out the cost reasonableness analysis
