INSURGENCY IN THE INDIAN NORTHEAST: STUDENT VOICES FROM KOLKATA India’s disputed borderland regions consist of Kashmir in the extreme north western part of the subcontinent and the north-east, located on the other side of the subcontinent in the extreme eastern sector of the Himalayas. A disputed territory is an area over which two or more actors (states or ethnic groups) claim sovereignty (Wolff, 2003:3). Since independence in 1947, from British colonial rule, India has had very problematic relations with both Kashmir and the Northeast, both of which have been classified as ‘disturbed areas’ by the New Delhi political establishment. Both regions have experienced strong secessionist movements that have tried to break away from the Indian union. ‘Secession is a bid for independence through the redrawing of a state’s geographical boundaries in order to exclude the territory that the seceding group occupies from the state’s sovereignty’ (Webb, 2012:471). Insurgent groups from both regions, Kashmir and the Indian northeast, do not seem to have a sense of one-ness with the rest of India or India proper. Also, in both regions, external forces have been strongly involved since independence e.g. Pakistan in Kashmir and China and Burma in the Indian north-eastern states. Out of the two disputed borderland regions, this paper will be focussing only on the Indian northeast. It is the aim of this paper to look into the many facets of the conflict in the Indian northeast and to especially focus on student voices. One reason why students have been chosen for purposes of this paper is because throughout the contemporary history of the Indian northeast especially with regard to Assam, students have been very active in putting their demands forward to the national Indian government and have been active in organising protest movements and causing political agitation. -

Over hundreds of years it underwent many changes. Sometimes the pace of change was very rapid, at other times much slower. The Land in Gorkhaland On the Edges of Belonging in Darjeeling, India SARAH BESKY Department of Anthropology and Watson Institute for International and Public Affairs, Brown University, USA Abstract Darjeeling, a district in the Himalayan foothills of the Indian state of West Bengal, is a former colonial “hill station.” It is world famous both as a destination for mountain tour- ists and as the source of some of the world’s most expensive and sought-after tea. For deca- des, Darjeeling’s majority population of Indian-Nepalis, or Gorkhas, have struggled for sub- national autonomy over the district and for the establishment of a separate Indian state of “Gorkhaland” there. In this article, I draw on ethnographic fieldwork conducted amid the Gorkhaland agitation in Darjeeling’s tea plantations and bustling tourist town. In many ways, Darjeeling is what Val Plumwood calls a “shadow place.” Shadow places are sites of extraction, invisible to centers of political and economic power yet essential to the global cir- culation of capital. The existence of shadow places troubles the notion that belonging can be “singularized” to a particular location or landscape. Building on this idea, I examine the encounters of Gorkha tea plantation workers, students, and city dwellers with landslides, a crumbling colonial infrastructure, and urban wildlife. While many analyses of subnational movements in India characterize them as struggles for land, I argue that in sites of colonial and capitalist extraction like hill stations, these struggles with land are equally important. In Darjeeling, senses of place and belonging are “edge effects”:theunstable,emergentresults of encounters between materials, species, and economies. -

8 Sub-National Movements, Cultural Flow Sub-National Movements, Cultural Flow, the Modern State and the Malleability of Political Space: From Rational Choice to Transcultural Perspective and Back Again Subrata Mitra, Ruprecht-Karls-Universität Heidelberg Introduction Using the Telengana movement in South India as a template, this article juxtaposes two methods of analysing the phenomenon of sub-national movements (a special type of ethno-national movement) within the larger framework of the challenge of state-formation and nation-building in multi- ethnic, post-colonial states.1 The methods are as follows: first, explanatory models based on conventional tools of comparative politics such as conflicts of interest, fixed national and regional boundaries, and the strategic manoeuvres of political leaders and their followers. Second, a transcultural approach that draws on political perceptions and behaviour influenced by deep memory, cultural flow, and the hybridisation of indigenous and imported categories. This article applies these methods to the Telengana movement in South India, first, within the theoretical perspective of the rational politics of cultural nationalism, and then extending the method to introduce explanatory phenomena that belong more broadly to the transcultural approach. Though the empirical exemplars are drawn mostly from India, the mthod is applicable to the wider world of sub-national challenges to the modern state. Sub-national movements belong to the generic category of collective efforts used to assert cultural nationalism in a territorial space that corresponds to a homeland that its advocates strongly believe to be legitimately theirs. RETHINKING GORKHA IDENTITY: OUTSIDE THE IMPERIUM OF DISCOURSE, HEGEMONY, AND HISTORY BIDHAN GOLAY ABSTRACT The primary focus of the paper is the study of the colonial construction of the Gorkha identity and its later day crisis. Taking the colonial encounter as the historic moment of its evolution, the paper makes an attempt to map the formation of the Gorkha identity over the last two hundred years or so by locating the process of formation within the colonial public sphere that emerged in Darjeeling in the early part of the twentieth century. The paper tries to cast new light on the nature of contestation and conflation between the colonial identity or the martial identity inscribed on the body of the Gorkha by the colonial discourse of “martial race” and the cultural identity that was emerging in course of time. It also tries to establish the fact that the colonial forms of representation of the “Gurkhas” as the “martial race” is still the dominant form of representation foreclosing all other forms of representation that had become possible as a new self-identity emerged with the cultural renaissance in Darjeeling and elsewhere. It also looks into the problem of double consciousness of the deterritorialised Gorkha subjectivity that is torn between two seemingly conflictual impulses of a primordially constructed notion of the Gorkha jati (community) and the demands of a modern nation-state. The paper also argues that the Gorkha identity has somewhat failed in securing a political space for its cultural identity leading to deep fissures in its multi layered identity. -

S. Abstract Scholars have noted deplorable conditions of female migrant workers who suffer several types of citizenship disabilities as most countries do not extend equal citizenship rights and protections to migrant workers. In addition to this, they are unable to take full advantage of the rights available to them in the host countries because of low cultural and social capital. Further, studies have emphasized how the breakdown of the traditional economy and the penetration of the market in developing societies have forced people, especially from rural areas, to seek low-paying dead-end jobs in the global labor market. Examining Nepali domestic workers in New Delhi, while this research agrees with the existing studies, we also bring to notice the fact that migrant female workers are not always passive victims and that they exercise considerable choice and agency. The case of Nepali domestic workers in New Delhi offers fresh insight into the ways in which migrant women attempt to actively influence and control the work conditions and immediate labour market outcomes. This paper also shows that even if Nepali migrant workers gain in a limited way, they actively collude with their employers to marginalize native domestic workers. In the end, traditional power relations and inequality are reproduced unchallenged. The Keys to British Success in South Asia COLIN WATTERSON “God is on everyone’s side…and in the last analysis he is on the side with plenty of money and large armies” -Jean Anouilh For a period of a period of over one hundred years, the British directly controlled the subcontinent of India. How did a small island nation come on the Edge of the North Atlantic come to dominate a much larger landmass and population located almost 4000 miles away? Historian Sir John Robert Seeley wrote that the British Empire was acquired in “a fit of absence of mind” to show that the Empire was acquired gradually, piece-by-piece. This will paper will try to examine some of the most important reasons which allowed the British to successfully acquire and hold each “piece” of India. This paper will examine the conditions that were present in India before the British arrived—a crumbling central political power, fierce competition from European rivals, and Mughal neglect towards certain portions of Indian society—were important factors in British control. Economic superiority was an also important control used by the British—this paper will emphasize the way trade agreements made between the British and Indians worked to favor the British. Military force was also an important factor but this paper will show that overwhelming British force was not the reason the British military was successful—Britain’s powerful navy, ability to play Indian factions against one another, and its use of native soldiers were keys to military success.
