In a memorandum, Favila said the varying truck ban hours being enforced by local government units was causing delays that translated to high logistics costs, particularly among local exporters. He said key points along the alternate truck routes were disrupted for six hours a day on average. In addition, traffic congestion still exists during Saturdays inspite of the United Vehicular Reduction Program Under MMDA Regulation No. 96-005.
