MPEACHMENT DE DILMA ROUSSEF ROSEMARY SEGURADO, LUIS TAVARES, RAFAEL ARAÚJO, TATHIANA CHICARINO, PEDRO MALINA E DENIS LOBO The Impeachment of Dilma Rousseff and the debate on Twitter Rosemary Segurado1 Luis Eduardo Tavares2 Rafael de Paula Aguiar Araújo3 Tathiana Senne Chicarino4 Pedro Malina5 Denis Carneiro Lobo6 Abstract: Empirically supported by Twitter activity, especially with regard to the profiles related to the city of São Paulo, this article presents an analysis of the main 225 events in the year 2016 related to Dilma Rousseff’s impeachment proceedings. Based on data collected between March 5 and October 16, we adopted the Issue Mapping methodology, which seeks to map everyday narratives, relevant facts or events in the networked public sphere. Two organically articulated axes composes the textual structure. In addition, we offer a detailed explanation of the current political scenario along with the analysis of the Twitter information flow based on street demonstrations (pro and against), impeachment trial, and the 2016 Summer Olympics. Brazil: from a global example of food security to back on the Hunger Map Ariel Sepúlveda Sciences Po / PSIA Leaving the Hunger Map was a historical milestone in Brazilian politics, one that is currently under threat due to major cutbacks on social-economic policies in past years. The political instability, along with an economic crisis that the country faces has built the path to where it is now: with 10,3 mi people in food insecurity. This reveals a great contradiction, as Brazil allocates a large part of its food production for export, being the third-largest food producer in the world. In 2014, Brazil was commended internationally, for its great efforts in combating hunger and poverty. For the first time, the country was not featured on the United Nations Food and Agriculture Organisation’s (UN/FAO) Hunger Map, reducing food insecurity by 84% in 24 years. These promising numbers were a result of several food security policies, which improved food access, provided income generation, and supported food production by small farmers. Photo: Ricardo Stuckert / Given the context of redemocratisation and decentralised social policies (Angell 1998), Luís Inácio Lula da Silva (Lula) of the Partido dos Trabalhadores – PT (Workers’ Party) chose the 1 politics around poverty and hunger as the central narrative of his candidature. When elected, he transformed the fight against hunger into a state obligation. The first and most famous policy was the Fome Zero (Zero Hunger), which was composed of cash grants, nutritional policies, and development projects that mobilised governmental and nongovernmental actors. -

Given its size and tremendous natural resources, Brazil has long had the Peter J. Meyer potential to become a world power and periodically has been the focal point of U.S. policy in Specialist in Latin Latin America. Brazil’s rise to prominence has been hindered, however, by uneven economic American Affairs performance and political instability. After a period of strong economic growth and increased international influence during the first decade of the 21st century, Brazil has struggled with a series of domestic crises in recent years. Since 2014, the country has experienced a deep recession, record-high homicide rate, and massive corruption scandal. Those combined crises contributed to the controversial impeachment and removal from office of President Dilma Rousseff (2011-2016). They also discredited much of Brazil’s political class, paving the way for right-wing populist Jair Bolsonaro to win the presidency in October 2018. Since taking office in January 2019, President Jair Bolsonaro has begun to implement economic and regulatory reforms favored by international investors and Brazilian businesses and has proposed hard-line security policies intended to reduce crime and violence. Rather than building a broad-based coalition to advance his agenda, however, Bolsonaro has sought to keep the electorate polarized and his political base mobilized by taking socially conservative stands on cultural issues and verbally attacking perceived enemies, such as the press, nongovernmental organizations, and other branches of government. -

Nesta segunda ocorreu o VI Fórum Liberdade e Democracia em Belo Horizonte, organizado pelo IFL. Como de praxe, um sucesso, e um ambiente saudável em que pessoas normais podem se sentir menos solitárias por defender valores básicos da liberdade política, econômica e individual. Ao contrário da Academia, o debate ali flui com foco nas ideias e direito ao contraditório. O politicamente correto é deixado do lado de fora, como deve ser quando se busca verdades. Já no almoço de abertura os convidados tiveram a honra de escutar Ives Gandra Martins, um dos maiores juristas e das mentes mais lúcidas desse país. Constitucionalista, Ives apresentou algumas alternativas para a crise política e econômica atual, todas elas levando à saída de Dilma. O que parece insustentável mesmo é sua permanência no poder por mais três anos. -

SEÇÃO: ARTIGOS A expansão do neoconservadorismo na educação brasileira Iana Gomes de Lima1 ORCID: 0000-0002-6386-7248 Álvaro Moreira Hypolito2 ORCID: 0000-0003-1487-0413 Resumo Tendo em vista que, nos últimos anos, vive-se no Brasil uma onda conservadora que acompanha movimentos conservadores ao redor do mundo, torna-se importante estudar de forma mais aprofundada o movimento neoconservador no cenário educacional brasileiro. Este é o objetivo principal deste artigo. Para tanto, inicialmente, faz-se uma caracterização do neoconservadorismo, a partir de estudos de autores que tratam do contexto estadunidense. Nessa primeira seção apresenta-se, ainda, um breve histórico sobre o surgimento deste movimento. Logo após, apontam-se algumas razões que justificam a necessidade de análises sobre os neoconservadores no Brasil. O artigo ainda conta com exemplos de algumas ações no campo educacional que podem ser caracterizadas como neoconservadoras. Analisam-se o movimento Escola sem Partido (ESP), suas principais pautas em relação à educação e as discussões acerca da Base Nacional Comum Curricular (BNCC), especialmente as questões ligadas ao que tem sido denominado ideologia de gênero. Examinam-se o ESP e a BNCC a partir da conceituação teórica desenvolvida ao longo do artigo, em articulação com as pautas e características do movimento neoconservador brasileiro. Conclui-se que, nos últimos anos, há um significativo avanço das articulações neoconservadoras no campo político e no campo educacional. Constata-se uma atuação insistente e intensa dos neoconservadores na elaboração de importantes documentos da legislação educacional brasileira. One of them, however, is India, where the Brazilian leader arrived this weekend to cement relations with Indian prime minister Narendra Modi, a fellow nationalist strongman who is also seeking to reshape society according to his own vision. During his three-day state visit, Mr Bolsonaro will be the “chief guest” at India’s annual Republic Day parade — New Delhi’s most prized diplomatic invitation. It will mark a stark contrast from the Brazilian leader’s scrapped visit to New York City last May, when an outcry from gay rights and environmental groups prompted corporate sponsors to back out of a gala dinner in his honour. “President Bolsonaro is committed to building this relationship and we would be warmly welcoming him as an honoured guest,” said Vijay Thakur Singh, a senior Indian foreign ministry official. In part, India’s red carpet rollout will reflect overlapping economic interests.
