Brazil: from a global example of food security to back on the Hunger Map Ariel Sepúlveda Sciences Po / PSIA Leaving the Hunger Map was a historical milestone in Brazilian politics, one that is currently under threat due to major cutbacks on social-economic policies in past years. The political instability, along with an economic crisis that the country faces has built the path to where it is now: with 10,3 mi people in food insecurity. This reveals a great contradiction, as Brazil allocates a large part of its food production for export, being the third-largest food producer in the world. In 2014, Brazil was commended internationally, for its great efforts in combating hunger and poverty. For the first time, the country was not featured on the United Nations Food and Agriculture Organisation’s (UN/FAO) Hunger Map, reducing food insecurity by 84% in 24 years. These promising numbers were a result of several food security policies, which improved food access, provided income generation, and supported food production by small farmers. Photo: Ricardo Stuckert / Given the context of redemocratisation and decentralised social policies (Angell 1998), Luís Inácio Lula da Silva (Lula) of the Partido dos Trabalhadores – PT (Workers’ Party) chose the 1 politics around poverty and hunger as the central narrative of his candidature. When elected, he transformed the fight against hunger into a state obligation. The first and most famous policy was the Fome Zero (Zero Hunger), which was composed of cash grants, nutritional policies, and development projects that mobilised governmental and nongovernmental actors. -

Brazil: Background and U.S. Relations Updated July 6, 2020 Congressional Research Service https://crsreports.congress.gov R46236 SUMMARY R46236 Brazil: Background and U.S. Relations July 6, 2020 Occupying almost half of South America, Brazil is the fifth-largest and fifth-most-populous country in the world. Given its size and tremendous natural resources, Brazil has long had the Peter J. Meyer potential to become a world power and periodically has been the focal point of U.S. policy in Specialist in Latin Latin America. Brazil’s rise to prominence has been hindered, however, by uneven economic American Affairs performance and political instability. After a period of strong economic growth and increased international influence during the first decade of the 21st century, Brazil has struggled with a series of domestic crises in recent years. Since 2014, the country has experienced a deep recession, record-high homicide rate, and massive corruption scandal. Those combined crises contributed to the controversial impeachment and removal from office of President Dilma Rousseff (2011-2016). They also discredited much of Brazil’s political class, paving the way for right-wing populist Jair Bolsonaro to win the presidency in October 2018. Since taking office in January 2019, President Jair Bolsonaro has begun to implement economic and regulatory reforms favored by international investors and Brazilian businesses and has proposed hard-line security policies intended to reduce crime and violence. Rather than building a broad-based coalition to advance his agenda, however, Bolsonaro has sought to keep the electorate polarized and his political base mobilized by taking socially conservative stands on cultural issues and verbally attacking perceived enemies, such as the press, nongovernmental organizations, and other branches of government. -

QUEM SÃO E NO QUE ACREDITAM OS ELEITORES DE JAIR BOLSONARO Coordenação: Isabela Oliveira Kalil * E-mail: [email protected] Realização: Fundação Escola de Sociologia e Política de São Paulo Outubro | 2018 Principais Resultados - A pesquisa agrupou 16 tipos de apoiadores, eleitores e potenciais eleitores de Jair Bolsonaro, de acordo com marcadores de classe social, raça/etnia, identidade de gênero, religião, formas de engajamento e crenças. A pesquisa considera o que repudiam e o que desejam, aspiram ou imaginam para o futuro para um eventual governo presidido por Jair Bolsonaro. - A pesquisa antropológica foi realizada a partir da experiência de levantamento de dados etnográficos em protestos e manifestações iniciados na cidade de Nova Iorque, na Universidade de Columbia, no ano de 2011 com o movimento Occupy Wall Street e foi continuada, no Brasil, na Fundação Escola de Sociologia e Política com a observação dos protestos de junho de 2013 e várias manifestações que se seguiram até o ano de 2018, na cidade de São Paulo. Os esforços são parte também de uma pesquisa internacional em 10 países da América Latina sobre conservadorismo e políticas anti-gênero na América Latina coordenado pelo Sexuality Policy Watch (www.sxpolitics.org), um fórum global composto de pesquisadores de diferentes regiões do mundo. - Especificamente sobre a observação das manifestações de conservadores, liberais, direita ou extrema direita, a pesquisa considera o acompanhamento de grupos e movimentos nas ruas e nas redes sociais com a coleta de dados por quase três anos - realizada entre início de 2016 e final de 2018. *A pesquisa foi realizada pelo NEU (Núcleo de Etnografia Urbana e Audiovisual) da Fundação Escola de Sociologia e Política de São Paulo. -

One of them, however, is India, where the Brazilian leader arrived this weekend to cement relations with Indian prime minister Narendra Modi, a fellow nationalist strongman who is also seeking to reshape society according to his own vision. During his three-day state visit, Mr Bolsonaro will be the “chief guest” at India’s annual Republic Day parade — New Delhi’s most prized diplomatic invitation. It will mark a stark contrast from the Brazilian leader’s scrapped visit to New York City last May, when an outcry from gay rights and environmental groups prompted corporate sponsors to back out of a gala dinner in his honour. “President Bolsonaro is committed to building this relationship and we would be warmly welcoming him as an honoured guest,” said Vijay Thakur Singh, a senior Indian foreign ministry official. In part, India’s red carpet rollout will reflect overlapping economic interests. While India and Brazil are the world’s two largest emerging economies after China, their bilateral trade is a mere $8.2bn a year. -

Brasília, 25 de junho de 2020 SECRETARIA-GERAL DA PRESIDÊNCIA DA REPÚBLICA Assessoria de Comunicação Social Em resposta à reportagem publicada pelo site Poder 360, “Bolsonaro editou mais decretos do que Dilma, Lula e FHC”, esta Assessoria informa que os quantitativos apresentados não representam a realidade dos fatos. A matéria diz que “o governo Jair Bolsonaro editou 536 decretos no 1º ano de mandato. São 129 atos a mais que os publicados no mesmo período por Fernando Henrique Cardoso, 154 a mais que Luiz Inácio Lula da Silva e 297 a mais em relação a Dilma Rousseff.” É necessário esclarecer que não foram contabilizados no quantitativo atribuído aos governos anteriores os decretos não numerados, que também continham força normativa e que eram corriqueiramente produzidos, como por exemplo, aqueles que tratavam da abertura de créditos suplementares e extraordinários ao orçamento da União, da outorga de concessão para exploração de serviço de radiodifusão e da criação de órgãos colegiados. No primeiro ano de governo, o ex-presidente Fernando Henrique editou 408 decretos numerados e 936 decretos não numerados, totalizando 1.344 decretos editados. No mesmo período, Luiz Inácio Lula da Silva editou 383 decretos numerados e 284 decretos não numerados, totalizando 667 decretos editados no primeiro ano de seu mandato presidencial. Dilma Rousseff editou 239 decretos numerados e 234 decretos não numerados, totalizando 473 decretos publicados no mesmo período. Já o Governo Bolsonaro não editou decretos não numerados com conteúdo normativo, sendo que todos os atos normativos relacionados à abertura de créditos suplementares e extraordinários ao orçamento da União e à criação de órgãos colegiados, como no exemplo mencionado, foram editados por este governo como decretos numerados.
