This paper addresses a bipolar concept of invisibility—and potential vulnerability—of female labor migrants through the lens of gender and ethnicity in the health-care labor market in Japan. It does so by introducing the roles both dimensions play in Japan’s labor market in general and in the health-care sector in particular. Juxtaposing two different groups, namely longtime foreign residents of Japan entering the health-care business as a second career option on the one hand and newly arrived health-caregivers from Southeast Asia on the other hand, the paper first highlights the commonalities and differences in the way gender and ethnicity impact the structures of life and work in Japan for the two groups. Secondly, the paper looks at the interlocking dimension of gender and ethnicity and provides some insights into the intersectionality of these factors in Japan’s labor world. Keywords: Japan, labor market, health care, migration, gender, ethnicity, intersectionality 1. Introduction Japan’s population is aging at unprecedented speed. How the nation is coping with the manifold challenges that this development poses to an already strained economy, to politics in a state of seemingly endless turmoil, and to a society that is looking out for new values and norms to provide it with stability in a transformed globalized world has already been the subject of countless academic and non-academic publications.1 There is one aspect of the impact of demographic change that is particularly affected by the three main demographic variables of population aging (mortality), population reproduction (fertility), and population mobility (migration), namely health care for the elderly. Moreover, in many industrialized nations, elderly health care becomes an increasingly pressing issue not only because of the sheer rise in the population’s median age, but also due to a shift of reproductive work such as elderly health care from within the families into the realm of public institutions and private markets consciously chosen by family members. With the demand for health-caregivers catering to the needs of the elderly rising rapidly at a time when the pool of caregivers is shrinking, migration—and in particular international labor migration—comes into the picture as a potential solution to this crisis. In fact, population aging in many industrialized nations has provided a strong, new “pull factor” in international migration flows,2 and the international migration of health-caregivers has long become big business on a global scale (Kingma 2006; Piper 2005: 35–36). Akan tetapi, regulasi pemilu luar negeri Indonesia memiliki banyak kekurangan seperti tidak adanya aturan spesifik mengenai pemilu luar negeri dan hampir tidak ada perbedaan khusus antara aturan luar negeri dan dalam negeri. Pada akhirnya, problem tersebut menghambat Pani- tia Pemilu Luar Negeri (PPLN) untuk menjalankan pemilu serentak dengan baik serta memengaruhi kualitas pemilu tersebut. Ketika pemilu Indonesia biasanya dijalankan secara tradisional dengan kertas dan proses pengambilan data secara manual, PPLN mempromosikan inovasi-inovasi untuk mengatasi masalah tersebut. Dalam perjalan- annya, PPLN Tokyo menghadapi hambatan-hambatan tersebut ketika mengimplemen- tasikan solusi inovasi teknologi. However, Indonesia has lacked specific laws in regards to regulating overseas elections, with almost no distinction between overseas and domestic elections. It has barred the Overseas Election Com- mittee (PPLN) from properly conducting simultaneous elections as well as affecting the quality of the elections. Whereas Indonesian elections are traditionally done through paper ballots in which data are collected manually, PPLNs have promoted innovations to overcome challenges.     • Introduction In the summer of 2009, on a hot August night that promised to offer a spectacle of shooting stars, Jasir and I were standing on a top-floor terrace of an external staircase in the building where Jasir shared a flat with two other young Indonesian men. We were looking up at the dark sky over this town in rural Japan in hope of spotting the fleeting line of light made visible to us by a dying meteor. As the display was mark- edly scant we filled the time talking about Jasir’s work. Twenty-three years old at the time, Jasir had arrived in Japan almost exactly a year earlier, in August 2008, as one of the 208 Indonesians who were selected to train in Japan under an Economic Partnership Agreement (EPA) signed between Indonesia and Japan. Half of this group were nurse candidates, and half were caregiver candidates (kōhosha; Jpn.) in a total of ninety-nine institutions spread across the country (Fukushi Shinbun 2008). On paper at least, the candidates were able to stay and work in Japan indefinitely as long as they passed a relevant Japanese national examination within a timeframe set under the agreement for each profession. Although qualified in Indonesia as a nurse, Jasir was now a caregiver candidate (kaigofukushishi kōhosha; Jpn.) because he lacked the minimum two years of practical experience required under the EPA scheme as a condition to train in Japan as a nurse. Alongside two other Indonesian men, he was now working in a facility offering residential and day care services to elderly Japanese.

Though the number of migrants is still much smaller than that of North American and West European countries, all the attention was focused on the ‘foreigners’ problem. Since then, the number of Latin American migrants has steadily increased, while the number of visa overstayers began to decrease in 1994 (Table 1 & 2). Brazilians are now the third largest group next to Koreans and Chinese.1 The most salient features of Latin Americans in Japan are as follows: (1) Most are descendants of Japanese immigrants or their spouses. Though the overwhelming majority left for Brazil, Japanese also emigrated to Peru, Argentina, Bolivia and Paraguay by the early 1970s. But now, a considerable proportion of Japanese Latin Americans live in Japan (Table 3). They are granted a privileged status of residence as descendants of Japanese. As a result, the great majority of Latin Americans in Japan are documented.

Abstract Since the revision of the Japanese immigration law in 1990, there has been a dramatic influx of Latin Americans, mostly Brazilians, of Japanese origin (Nikkeijin) working in Japan. This is mainly because the revision has basically allowed Nikkeijin to enter Japan legally even as unskilled workers, while the Japanese law, in principle, prohibits foreigners from taking unskilled jobs in the country. In response, the number of these Latin American migrants has increased from practically zero to more than 250,000. The migration of Nikkeijin is likely to have a significant impact on both the Brazilian and the Japanese economies, given the substantial amount of remittances they send to Brazil.

Kaufmann, University of Bremen Submission date Bremen, 12 September 2017 Submitted by: Daniele Arantes Nakashima E-Mail: [email protected] Abstract: At the end of the 1980s, the Brazilians of Japanese descent were officially allowed to enter Japan as unskilled workers, solving the country’s labor shortages. Since then, as a new ethnic minority group, they are facing many issues in this host society. Despite the vast research on this ethnic return migration, known as the Dekasegi Movement, little is known about its young generation. Therefore, the purpose of this ethnographic study is the analysis of the current situation of the Japanese Brazilians in Hamamatsu City with a focus on their second generation. Fieldwork was conducted in order to portray this minority group from different perspectives. The empirical findings demonstrate the way these young people have been perceived and presented in this transnational context, confirming their stigmatization as the children of immigrants. Moreover, such a negative perception has influenced the way they see themselves, thereby limiting their perspectives, and creating many uncertainties and challenges for the future. In conclusion, this study suggests further research on the meaning of “Japaneseness”, which still reinforces narratives of pure blood and nationality, dominating public consciousness and influencing not only views and attitudes towards foreigners, but also the formulation, analysis, and review of migration policies in Japan.
