Non-refundable Bid document in the amount of Thirteen Thousand Pesos (Php 13,000.00) shall be issued upon payment.

A bid shall have three (3) components, namely; eligibility, technical and financial components which should be in separate envelopes and shall be submitted simultaneously by the BAC Secretary at ZANECO Main Office, Gen. Luna Street, Dipolog City on/before August 29, 2013 (office hours). Opening of Bids shall be on August 30, 2013 at 9:00 o’clock in the morning at the aforementioned place of which the said proposal shall be opened and read in the presence of the bidders or their authorized representatives.

The specific amounts and allowable forms of the Bid security shall be as follows:

1. Cash, certified check, cashier’s check, manager’s check, bank draft or One percent (1%) irrevocable letter of credit

2. Bank guarantee Three percent (3%) 3. Surety bond Five percent (5%) Reference: Policy Bulletin No. 4-12D

Failure to enclose the required bidder’s bond shall automatically disqualify the bid concerned.

The winning bidders shall be required to post performance bond based on the following allowable forms;

Cash, certified check, cashier’s check, manager’s check, bank draft or Five percent (5%) irrevocable letter of credit

Bank guarantee Ten percent (10%) Surety bond Thirty percent (30%)

Said deposit shall remain valid and could only be withdrawn after the ZANECO receives certificate of final inspection of Electric Cooperative Inspectors stating that the construction of line has been completed and ready for energization.

ZANECO reserves the right to reject any or all bids without offering any reason to waive any minor defects or informalities therein and to accept any or all offers or proposals as may be considered most responsive and advantageous to the cooperative. It assumes no obligation whatsoever for any expenses or loss that may be incurred by the bidders in the preparation of bids, nor does it guarantee that an award shall be made.
