President/CEO’s Message . 3. As I conclude my year as Chairman of the Kentucky Broadcasters Association, KBA Services and Benefits I do so with a mixture of satisfaction, sadness, and anticipation. The satisfaction comes from all our organization has accomplished this year, ABIP ...... 4 and I don’t mean to imply that I had much to do with that. The credit must go to Gary White, our outstanding President, with marvelous support from our board Lobbying ...... 4. and our member stations. This has been a record setting year on many levels. The KBA fiscal year ended Nov. 30, with a record income of almost 1.4 million Scoholarships ...... 5. dollars, netting a tidy profit of just over $400,000. This financial stability has allowed us an unprecedented growth of our services and benefits to our member KBART / PAC ...... 6 stations. TDGA ...... 6 The sadness comes as a result of the sudden passing of Kevin Riecke, our Director of Sales for KART. He was a good, sincere man with a challenging KART ...... 6 job which he approached with optimism every day. He left us much too soon. KBA Past Chairmen . . . 19 More anticipation: We hired James Reed to run KART. I anticipate that he will take what Kevin started and continue to build upon it. James is a very talented individual and I’m glad he has joined KART. Finally, I anticipate that we will continue to grow and prosper under the continued leadership of Gary White, the great organization skills of Patti Pullen and the new Chairmanship of Rick McCue next year. Thank you for allowing me to be your Chairman for 2013. It has been an honor and a privilege.

Throughout this Annual Report you can read about what WCBL AM/FM, Benton Bob Kelley has happened in the “past” year. On pages 10 and 11 is a list of benefits, services and WFMW WKTG, Madisonville programs currently offered by the KBA. In 2013 the list grew with the addition of Tom Ulmer items like the Continuing Education Reimbursement Program, the Poynter Institute Main Line, Broadcasting, Louisville News Reporting Seminar and the National Radio Talent Institute. All of the KBA’s Derron Steenbergen offerings are designed to save broadcast stations money or help them make more Commonwealth Broadcasting, Glasgow money through better management, programming and sales training. 2013 ANNUAL REPORT 3 KBA services and benefits ABIP 2013 LOBBYING KBA – 2012 Alternative Broadcast Inspection Program Report 2013 was our third year of offering FREE ABIP inspections to KBA member stations. The cost was previously $300 and up! While we have seen an increase in new stations signing up, there are still many that are not taking advantage of this valuable opportunity. When a station signs up for ABIP they will be contacted by an FCC trained KBA inspector to arrange a mutually satisfactory inspection date. Inspection results are confidential between the inspector and station management. The FCC is not notified of any violations, only that a station has passed. The ABIP does not impose fines or NAL’s. Occasionally, I hear ABIP referred to as a “Mock Inspection”. That is a misnomer. ABIP is performed under contract with, fully sanctioned and recognized by, the Federal Communications Commission. Any station passing the ABIP receives a certificate exempting it from random FCC inspection for a period of three years. Testimonials are available from pleased broadcasters across the state!

KBA High School Senior Scholarship In 2013 the KBA continued the KBA High School Senior Scholarship Fund, for the children of Kentucky broadcast station employees. In the second year the KBA awarded fourteen scholarships of $ 1,500 each for a total of $21,000. The scholarship can be used to aide in the payment of tuition, books, room/board or other incidentals. The students must attend fulltime a college, university, vocational school institute of technology, or academy that awards academic degrees or professional certifications. State Lobbying and an active Political Action Committee (KBART). The KBA has fought for and against various issues in recent years and has always won the battle on behalf of broadcasters.

Annual Washington, D.C Group Lobbying trip. Each year the KBA organizes a delegation of Kentucky broadcasters that travels to D.C. for face-to-face meetings with members of Kentucky’s Congressional delegation and discuss congressional and FCC issues affecting broadcasters.

In-state district meetings with members of Kentucky’s Congressional Delegation. This is a chance for local broadcasters to sit down with their representatives while they are home and discuss issues that impact broadcasters and potentially their local community.

Annual Conference This is KBA’s biggest event of the year with registration, lodging, meals, golf and entertainment provided a no cost to station employees. On behalf of the staff of the Kentucky Broadcasters Association and its Board of Directors, I am pleased to report that on November 30, 2013, Kentucky Broadcasters Association, Inc. completed another very successful financial year. KBA continues to have a strong financial position, thereby increasing our net asset reserve just over 19.50% from last year. With no outstanding debt, this allows us a greater ability to continue to grow the programs and ser- vices which will benefit our membership in the upcoming years. As detailed on the adjoining pie chart you can see where over 38% of all expenditures were spent directly on members’ benefit programs.

The board recognized its fiduciary duty to protect and maintain the financial strength and integrity of the Association. As part of the process it takes a close and continuous manage- ment approach in overseeing the financial aspects of the Association including budgeting of funds and management of program, operating and capital spending. Good stewardship of the Association’s funding is a high priority for our board.

The Board believes the Association and its members should be proud of its accomplishments and feels that its current financial situation puts it in a position to achieve even more for the broadcasting industry, and most particularly its membership. Through the combined efforts of the Directors and a dedicated staff, its membership can rest assured the assets of the Asso- ciation will be managed in a manner to achieve maximum benefit for its membership.

Let me take this opportunity to express the Board and staff’s grateful appreciation for the memberships’ continued loyalty and encourage each and every member to take an active role in our conventions and membership functions.
