Sodium Guidestar Radiometry Results from the SOR's 50W Fasor Jack Drummond, Steve Novotny, Craig Denman, Paul Hillman, John Telle, Gerald Moore Starfire Optical Range, Directed Energy Directorate, Air Force Research Laboratory Kirtland AFB, New Mexico 87117-5776 USA Mark Eickhoff Boeing LTS, The Boeing Company, PO Box 5670, Kirtland AFB, New Mexico 87185 USA Robert Fugate New Mexico Institute of Mining and Technology, 801 Leroy Place, Socorro, New Mexico 87801 USA ABSTRACT Having replaced our 20 W, 589 nm fasor (frequency-addition source of optical radiation) with a new fully computer automated 50 W fasor mounted to the azimuthal base of the 3.5m telescope, we have since produced a sodium laser guidestar (LGS) with a V1 magnitude of 5.1 for 30 W of fasor power in November 2005, when the annual peak in mesospheric sodium density occurs. This corresponds to a return flux at the top of the telescope of 7000 photons/s/cm2 through one airmass. Late in May 2006, however, a return of only 1340 ph/s/cm2 (V1=6.7) for 30 W of fasor power was obtained at the annual minimum in sodium column density. Earlier in the month, with 49 W of fasor power, the LGS was only as bright as V1=6.3 because of the minimum in column density. By measuring the LGS return flux in circular polarization from various altitudes and azimuths, we have detected the presence of the Earth's magnetic field, for the first time ever, as an enhancement in flux from the direction where the field lines are pointing at the SOR. -

A layered missile defense system will defend our homeland against missile attacks. ~ National Security Strategy, 2017 DEFENDING THE HOMELAND Defending the U.S. homeland is DoD’s number one objective. Rogue states seek to threaten the U.S. homeland with long-range ballistic missiles to coerce us, restrict our freedom of action, and undermine our resolve to defend allies and partners. A secure U.S. homeland allows us to defend our security interests, commit to the defense of others, resist coercion, and negotiate from a position of strength. THREATS TO THE HOMELAND Rogue state adversaries like North Korea and Iran seek dangerous capabilities, including long-range ballistic missiles that can threaten the U.S. homeland, support regional aggression, and deter potential U.S. responses. North Korea, despite repeated diplomatic engagements, is developing and testing nuclear-capable intercontinental ballistic missiles (ICBMs) that could reach the U.S. homeland. Iran has demonstrated a space-launch capability that could lead to the development of an ICBM. These threats are likely to advance in capability and capacity by mid-decade and beyond, which is why President Trump stated, “We are committed to establishing a missile defense program that can shield every city in the United States. And we will never negotiate away our right to do this.” U.S. MISSILE DEFENSE POLICY U.S. missile defense policy recognizes the reality and enduring nature of these threats – plus the need to hedge against the uncertain nature of future threats. -

Navy Aegis Ballistic Missile Defense (BMD) Program: Background and Issues for Congress Updated September 30, 2021 Congressional Research Service https://crsreports.congress.gov RL33745 SUMMARY RL33745 Navy Aegis Ballistic Missile Defense (BMD) September 30, 2021 Program: Background and Issues for Congress Ronald O'Rourke The Aegis ballistic missile defense (BMD) program, which is carried out by the Missile Defense Specialist in Naval Affairs Agency (MDA) and the Navy, gives Navy Aegis cruisers and destroyers a capability for conducting BMD operations. BMD-capable Aegis ships operate in European waters to defend Europe from potential ballistic missile attacks from countries such as Iran, and in in the Western Pacific and the Persian Gulf to provide regional defense against potential ballistic missile attacks from countries such as North Korea and Iran. MDA’s FY2022 budget submission states that “by the end of FY 2022 there will be 48 total BMDS [BMD system] capable ships requiring maintenance support.” The Aegis BMD program is funded mostly through MDA’s budget. The Navy’s budget provides additional funding for BMD-related efforts. MDA’s proposed FY2021 budget requested a total of $1,647.9 million (i.e., about $1.6 billion) in procurement and research and development funding for Aegis BMD efforts, including funding for two Aegis Ashore sites in Poland and Romania. MDA’s budget also includes operations and maintenance (O&M) and military construction (MilCon) funding for the Aegis BMD program. Issues for Congress regarding the Aegis BMD program include the following: whether to approve, reject, or modify MDA’s annual procurement and research and development funding requests for the program; the impact of the COVID-19 pandemic on the execution of Aegis BMD program efforts; what role, if any, the Aegis BMD program should play in defending the U.S. -

Sodium laser guide stars (LGS) are about to enter a new range of laser powers. Previous theoretical and numerical methods are inadequate for accurate computations of the return flux, hence for the design of the next-generation LGS systems. Aims. We numerically optimize the cw (continuous wave) laser format, in particular, the light polarization and spectrum. Methods. Using Bloch equations, we simulate the mesospheric sodium atoms, including Doppler broadening, saturation, collisional relaxation, Larmor precession, and recoil, taking all 24 sodium hyperfine states into account and 100–300 velocity groups. Results. LGS return flux is limited by “three evils”: Larmor precession due to the geomagnetic field, atomic recoil due to radiation pressure, and transition saturation. We study their impact and show that the return flux can be boosted by repumping (simultaneous excitation of the sodium D2aandD2b lines with 10−20% of the laser power in the latter). -

According to Ministry of Defense officials, Kazakhstan plans to purchase 10 batteries of S-300PS by 2011. Kazakhstan's Air Defense Commander Aleksandr Sorokin mentioned, however, that the 10 batteries would still not be enough to shield all the most vital" facilities designated earlier by a presidential decree. The export version of S- 300PS (NATO designation SA-10C Grumble) has a maximum range of 75 km and can hit targets moving at up to 1200 m/s at a minimum altitude of 25 meters. -

Eisenhower School for National Security and Resource Strategy National Defense University Fort McNair, Washington, D.C. 20319-5062 ii i 1 SPACE 2013 ABSTRACT: Today’s U.S. national security space systems enable vital functions such as strategic warning, global command and control, intelligence, and communications while also touching nearly every aspect of modern life - from personal navigation systems to receiving near real-time information from across the globe. However, American space power is not guaranteed – particularly as the nation enters an era of fiscal austerity and conflicting budget priorities. Significant challenges that must be addressed include limited federal funds, rising costs, and a fragile supply chain. Additionally, as the U.S. rebalances strategic focus to the Asia-Pacific, limited regional satellite communication capacity and potential vulnerabilities to U.S. space systems also pose a threat. To mitigate these challenges, this study recommends the U.S. Department of Defense implement a policy of selective disaggregation to improve space system resiliency and maintain a steady funding profile for national security satellites. However, such a strategy is not without costs: hoped for increases in national security space program affordability will likely not materialize over the long-term as savings realized in satellite manufacturing will simply shift cost and complexity to the ground equipment and launch segments.
