Nasrullah Khan at Sialkot. He initiated into Ahmadiyyat, alongwith his parents, at the most blessed hands of the Promised Messiahas in 1904. He was educated primarily at Municipal Board School, and then American Mission High School. Though indisposed, he secured first position in the school in matriculation examination when he was only fourteen years of age. He graduated (in first grade) from Govt. College Lahore in 1911 and was the first Indian student who topped London University in LLB final in 1914. He started his career as a lawyer at Sialkot in 1915. Though young for his age and experience, he was elected as a lecturer at Law College Lahore in 1919. He started his political career with selection as a member in Punjab Legislative Assembly in 1926. He successfully pleaded the cause of Muslims with the Indian Round Table Conference held in London in 1930, 1931 and 1932. -

PALAIS DES NATIONS • 1211 GENEVA 10, SWITZERLAND Mandates of the Special Rapporteur on minority issues and the Special Rapporteur on freedom of religion or belief REFERENCE: AL PAK 5/2018 23 July 2018 Excellency, We have the honour to address you in our capacities as Special Rapporteur on minority issues and and Special Rapporteur on freedom of religion or belief, pursuant to Human Rights Council resolutions 34/6 and 31/16. In this connection, we would like to bring to the attention of your Excellency’s Government information we have received concerning discriminatory provisions in the Pakistani domestic law and related acts of persecution against the Ahmadiyya minority. According to the information received: Several provisions in the ordinary and constitutional law of Pakistan establish discriminatory treatment to Ahmadis on the basis of their religion or belief, contributing to increased religious intolerance and persecution. Constitutional Law The Second Amendment to the Constitution of Pakistan, which entered into force in 1974, listed the Ahmadiyya minority among the groups that are deemed to be non-Muslim. This provision is still included in the current Constitution (Chapter 5, Section 260 (2)) and deprives Ahmadis of their identity as Muslims under Pakistani law. Electoral Law The electoral law of Pakistan requires Ahmadis to register in a separate electoral list and declare themselves non-Muslims in order to be allowed to vote. However, as the acknowledgment as non-Muslim would violate the most fundamental tenet of Ahmadis’ faith, the majority Ahmadis prefer to renounce their right to vote than to renounce their faith; the electoral law thereby prevents the Ahmadis from participating in the national elections. -

In his 2001 The Concise Encyclopaedia of Islam, Cyril Glasse defines Ahmadis’ (or Ahmadiyyah’s) belief, practice and history as follows: Ahmadiyyah. A heterodox sect founded by Mirza Ghulam Ahmad (/251-/326/1835-1908), a Punjabi. Reacting against the efforts of Christian missionaries, he declared himself a mujaddid, a "renewer" (of the faith) in 1882. -

The main problem that required addressing, was that many people are unfamiliar with Islam and its holiest books the Quran and Sahih hadith. Verses in the Quran are not organized by the progression of time. Roughly they are ordered in terms of length. The actual time order in which they were revealed to Mohammad is known in part from its content and in part from other holy texts like the hadith and the sira (biographical information about the life of Mohammad). Later verses in the Quran abrogate earlier verses. Ahmadis reject this, since some of the latest are the most violent. Caution to readers: Most Muslims in the US are not fundamentalists. That is, they don’t closely follow the holy books, for example, with regard to strict separation of the sexes, and a lowered status for women. -

Most Ahmadis believed in the prophethood of Mirza Ghulam Ahmad, a nineteenth century religious reformer from the Punjab. Many had come to see this belief as an affront to Muhammad’s status as khatm-i-nubuwwat or seal of the prophets, which is predominantly, although not universally, interpreted to mean that Muhammad was God’s last prophet.1 With the passage of the Second Amendment, this predominant interpretation was enshrined in the constitution. In his speech on that day, Prime Minister Zulfikar Ali Bhutto insisted, “This is a religious issue. It is a decision affecting our faith and it is a decision of the whole House, of the entire nation.”2 His statement was a mischaracterization on two counts. The issue of khatm-i-nubuwwat was not “purely religious.”3 Nor was the amendment simply a result of formal political process in the National Assembly. In fact, Bhutto had been strong-armed into passing the amendment by the anti-Ahmadi movement.
