In accordance with Article 21 of the Convention of 1931 for limiting the Manufacture and regulating the Distribution of Narcotic Drugs, as amended by the Protocol of 11 December 1946, the Secretary-General has the honour to forward to the Members of the United Nations and to the other parties to the Convention the following law communicated by the Government of Poland'.

CIRCULAR OF 5 MARCH 194 8 Regarding the specification of certain narcotic substances and products having a deleterious effect on health.

In connection with the Ordinance issued by the Minister of Social Welfare on 19 June 1937, designating certain narcotic substances and products as having a deleterious effect on health (Official Journal of the Polish Republic, No. 49, Section 379) and the Ordinance issued by the Minister of Health on 22 January 1948, relating to amendments to the former (Official Journal of the Polish Republic, No. 9, Section 62) the Minister of the Treasury lists hereunder a schedule of and their derivativestogether with narcotic substances and products, the customs clearance of which, under Par. 24, Section XXX, p. 5 of the Regulations governing Customs Procedure, may take place on the basis of licences (certificates) issued by the Minister of Health and the Minister of the Treasury in the form prescribed by the Ordinance of 20 January 1925, on Procedure for the Import or Export of Narcotic Drugs and Substances (Official Journal of the Polish Re• public, No. 15, Section 98). 1.
