PREFACE - MARCHING THROUGH 1996 This report was written between January and March 1996 as the new marching season drew near. Interviews and conversations that we had with parade organisers, bandsmen, residents groups, the police and those involved in promoting mediation or cross community dialogue, indicated that no progress had been made since the autumn of 1995. There appeared to have been little contact between any of the opposing parties since the previous summer, and in most cases there seemed to be little in the way of either hope or expectation that dialogue would move the debate forward. There was no public talk of compromise, if anything positions had hardened. Individuals and groups seemed to be digging in for another summer of `angry voices and marching feet'. The 1996 marching season began badly with a fourteen hour stand-off at the Ormeau Bridge on Easter Monday, after the Apprentice Boys had been banned from parading along the lower Ormeau Road. The attacks on the police, by a small section of the crowd protesting the ban, were at least as violent as at any similar confrontation last year. The responses were largely predictable. The media expressed outrage. The parade organisers washed their hands of any responsibility for what happened. Politicians wrung their hands. Some blamed the `hangers-on', others appealed for calm, for dialogue, for compromise. The suggestion of an independent tribunal to oversee the disputes was briefly mentioned. The story remained prominent for a few days and then quietly disapeared. But the problem of contested parades will not go away simply by ignoring it. -

Dorothy Dunlop, for example, is certainly not the only unionist politician to have defended herself against accusations of having a siege mentality by countering that ‘we are indeed under siege in Ulster.’3 A Belfast Telegraph editorial in 1989 talks of a unionist community ‘which feels under siege, both politically and from terrorism.’4 Cedric Wilson UKUP member of the Northern Ireland Forum said ‘with regard to Mr. Mallon’s comments about Unionist’s being in trenches, I can think of no better place to be ... when people are coming at you with guns and bombs, the best place to be is in a trench. I make no apology for being in a trench’5. Yet despite this widespread use of the metaphor there have been few analyses of the specifics of unionism’s position on security, perhaps because the answers appear self-evident and the impact of unionists’ views on security on the prospects for a political settlement are not appreciated.6 This paper examines how the position of unionist political elites on security affects and reflects their broader views on citizenship. -

ISSN 1751-3871 The Devolution Monitoring Programme From 1999 to 2005 the Constitution Unit at University College London managed a major research project monitoring devolution across the UK through a network of research teams. 103 reports were produced during this project, which was funded by the Economic and Social Research Council (grant number L 219 252 016) and the Leverhulme Nations and Regions Programme. Now, with further funding from the Economic and social research council and support from several government departments, the monitoring programme is continuing for a further three years from 2006 until the end of 2008. Three times per year, the research network produces detailed reports covering developments in devolution in five areas: Scotland, Wales, Northern Ireland, the Englsh Regions, and Devolution and the Centre. SOCIAL IMMOBILITY, ETHNO-POLITICS AND SECTARIAN VIOLENCE: OBSTACLES TO POST-CONFLICT RECONSTRUCTION IN NORTHERN IRELAND A dissertation presented by Curtis Holland to The Department of Sociology and Anthropology In partial fulfillment of the requirements for the degree of Doctor of Philosophy In the field of Sociology Northeastern University Boston, Massachusetts October 2016 1 SOCIAL IMMOBILITY, ETHNO-POLITICS AND SECTARIAN VIOLENCE: OBSTACLES TO POST-CONFLICT RECONSTRUCTION IN NORTHERN IRELAND A dissertation presented by Curtis Holland ABSTRACT OF DISSERTATION Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Sociology in the College of Social Sciences and Humanities of Northeastern University October 2016 2 Through analysis of semi-structured and open-ended interviews with community leaders in Belfast, content analysis of newspaper reports, and interpretation of police data on sectarian violence, this dissertation identifies shifts in power dynamics within and between the polarized Protestant and Catholic communities which (re)shape obstacles to post-conflict reconstruction in Northern Ireland. Findings suggest that political provocations which promote ethno-political tensions are facilitated by the economic marginalization of communities historically susceptible to violence; failure of the same elected leaders to deal with the past; ongoing community influence of paramilitary factions; and disjuncture between the political priorities of upper- and lower-classes within each ethno-political community. The research further illustrates how ex- paramilitary prisoners’ political disaffection shapes their social agencies of "resistance," which is underscored by desires for autonomy and recognition, and channeled by ethno- gendered scripts rooted in both violent cultures of paramilitarism and non-violent peacebuilding masculinities. The implications on women of male ex- combatants' takeover of leadership roles in the community sector are also discussed.
