management is defined as a process of planning the maintenance and repair of a network of roads or other paved facilities in order to optimize pavement conditions over an entire network. In this case, the network is the Town of Agawam, henceforth known as “the Town” throughout this report. The purpose of this report is to explain the pavement management process of the Town, including all the various elements that must be taken into consideration when prioritizing the schedule of road maintenance, resurfacing, and reconstruction projects for the construction season of any given year. All pavement repairs, resurfacing, and reconstruction activities will be collectively referred to as “pavement maintenance” throughout this report. While filling potholes and performing minor patch work is an essential part of the Town’s pavement management program, in general, this report refers to more comprehensive pavement maintenance techniques as described in detail within Section 4 of this report. The Town had previously hired the Pioneer Valley Planning Commission (PVPC) to assist in the analysis and prioritization of streets for maintenance. Insufficient budgets and issues with their pavement management selection process (i.e. the inclusion of state-maintained roads, private roads, and the inability to quickly customize the list of roads for a given year if needed due to other conflicts) resulted in the Town typically not following the recommendations of the plan. Since the recommendations were not being implemented, it was decided to discontinue our contract with PVPC. Since then, road priority has been determined through a similar in-house analysis through a collaboration of the Department of Public Works Superintendent, Highway Department, and the Agawam Engineering Division. A more detailed description of this analysis can be found in Section 3 of this report. The Department of Public Works (DPW), Highway Department, and the Engineering Division assess the condition of any road considered for pavement maintenance. Maintenance priority is based on many considerations, not just condition of the roadway itself. Factors that affect prioritization include but are not limited to: Condition of roadway (including top course, base course, and gravel material), Adjacent projects planned by the DPW, MassDOT, or private entity (including but not limited to: Transportation Improvement

Depending upon the moisture level, expansive soils will experience changes in volume due to moisture fluctuations from seasonal variations. The objective of this research was to evaluate existing repair projects on selected FM roadways. Those roadways experienced failures in the form of fatigue and rutting in the wheel path, and longitudinal (faulted) cracking including edge cracking. The causes of those failures were mainly linked to high PI expansive soil and narrow pavement.

In order to optimize the road pavement management and guarantee satisfactory mobility conditions for all road users, the Pavement Management System (PMS) is an effective tool for the road manager. An effective PMS requires the availability of pavement distress data, the possibility of data maintenance and updating, in order to evaluate the best maintenance program. In the last decade, many researches have been focused on pavement distress detection, using a huge variety of technological solutions for both data collection and information extraction and qualification. This paper presents a literature review of data collection systems and processing approach aimed at the pavement condition evaluation. Both commercial solutions and research approaches have been included. The main goal is to draw a framework of the actual existing solutions, considering them from a different point of view in order to identify the most suitable for further research and technical improvement, while also considering the automated and semi-automated emerging technologies. An important attempt is to evaluate the aptness of the data collection and extraction to the type of distress, considering the distress detection, classification, and quantification phases of the procedure.
