They were pastoralists who were referred to in documents of the time as Vlachs. Vlach communities that specialized in extensive pastoralism are recorded in the oldest documents related to medieval Serbia fro m the end of the twelfth and the beginning of the thirteenth centuries. Over time, these groups took on a Serbian ethnicity. The collapse of classical feudalism and the specific Ottoman system, especially in the hinterlands and sparsely populated areas, ga ve the Vlach communities opportunities for meaningful social progress. The paper analyzes the rise of the Vlach Bakić family, who rose to power during the second half of the fifteenth and the first half of the sixteenth centuries, first within the Ottoman Empire and then later within Habsburg Hungary . Today, after nearly 20 years, the wars are over, in most areas peace has set in, and stability has been achieved. And yet, in our interview with Blerim Reka, he echoes Clinton’s words saying: “It is the duty of our generation to tell our grandchildren the successful story of the Balkans, different from the bloody Balkans one which we were told about.” This and many more observations made by the authors of this issue of New Eastern Europe piece together a complex picture of a region marred by a painful past and facing a hopeful, yet fragile future. -

THE POSAVINA BORDER REGION OF CROATIA AND BOSNIA-HERZEGOVINA: DEVELOPMENT UP TO 1918 (with special reference to changes in ethnic composition) Ivan CRKVEN^I] Zagreb UDK: 94(497.5-3 Posavina)''15/19'':323.1 Izvorni znanstveni rad Primljeno: 9. 9. 2003. After dealing with the natural features and social importance of the Posavina region in the past, presented is the importance of this region as a unique Croatian ethnic territory during the Mid- dle Ages. With the appearance of the Ottomans and especially at the beginning of the 16th century, great ethnic changes oc- cured, primarily due to the expulsion of Croats and arrival of new ethnic groups, mostly Orthodox Vlachs and later Muslims and ethnic Serbs. With the withdrawal of the Ottomans from the Pannonian basin to the areas south of the Sava River and the Danube, the Sava becomes the dividing line creating in its border areas two socially and politically different environments: the Slavonian Military Frontier on the Slavonian side and the Otto- man military-frontier system of kapitanates on the Bosnian side. Both systems had a special influence on the change of ethnic composition in this region. With the withdrawal of the Ottomans further towards the southeast of Europe and the Austrian occu- pation of Bosnia and Herzegovina the Sava River remains the border along which, especially on the Bosnian side, further changes of ethnic structure occured. Bosnia and Herzegovina: Attitudes on Violent Extremism and Foreign Influence January 4 - February 3, 2017 Detailed Methodology • The survey was conducted by Ipsos in Bosnia and Herzegovina (BiH) on behalf of the International Republican Institute’s Center for Insights and Survey Research, and was funded by the National Endowment for Democracy. • Data was collected between January 4 and February 3, 2017 through face-to-face interviews at the respondents’ homes using the CAPI method (computer assisted personal interviewing). • A total of 1,537 interviews were completed, with an overall margin of error of plus or minus 2.5 percent at the midrange of the 95 percent confidence level. A nationally-representative sample was assembled based on a multistage stratification proportionate to population sample distribution, through the random selection of households and respondents. • The sample is composed of citizens of BiH, aged 18 and older and was based on the 2013 Census; Vital Statistics 2012 and Ipsos estimations derived from the Central Election Commission database; Agency for Identification Documents; and the Registers and Data Exchange of Bosnia and Herzegovina database. • The sampling frame consisted of polling station territories (approximate size of census units) within strata defined by municipalities and type of settlements (urban and rural). Polling station territories enable the most reliable sample selection, due to the fact that these units represent the most comprehensive and up-to-date data available. • Households were selected according to the random route technique. Starting from a given address, interviewers selected the third house down the same side of the street or the next available house for an interview from the starting point. -

A Federalism for Bosnia 14 January 2004, Transitions Online (www.tol.cz) The European Stability Initiative offers a thoughtful, though not radical, solution for reorganizing Bosnia. But can it work? by Valery Perry SARAJEVO, Bosnia and Herzegovina--The recent proposal from the European Stability Initiative (ESI) may not be as radical as its enticing title suggests, but it does deserve considered thought for its strengths and potential challenges to implementation. In “Making Federalism Work--A Radical Proposal for Practical Reform” (8 January 2004), ESI’s writers suggest that BiH be administratively organized in 12 cantons: the 10 cantons that currently comprise the largely Bosniak and Croat Federation entity, plus the Serb-dominated Republika Srpska entity and Brcko District. This would result in a more typical structure of governance based on three layers of government: the central government, 12 cantons, and their municipalities. This proposal, while useful for its straightforward nature, is not however, an entirely new concept, for its essence is based on the removal of the level of entity governance--in the Federation by dissolving the Federation structures entirely, and in the RS by establishing the current territory of the entity as one large canton that is equal in autonomy, rights and responsibilities as the other 11 proposed cantons. The two entity-levels of bureaucracy and expense have always been the problem in developing streamlined and logical governmental structures in BiH. They are also the unit of government with no parallel in other developed democracies. Calls for the disappearance of the entity structure of governance have come in various forms in the past: The Party for BiH’s (SBiH) 2000 campaign slogan “For a BiH without Entities” was perhaps the most blatant. -
