Academia, Revista Latinoamericana de Administración, 44, 2010, 137-154. http://revistaacademia.cladea.org Carlos A. Molina Case study Instituto de Estudios Superiores TELMEX and CANTV: de Administración, IESA Caracas, Venezuela Which is the appropriate [email protected] discount rate? ABSTRACT This case study presents a dilemma situation on how to determine the discount rate for cash flows in places where the country risk perceived by investors differs considerably from the country’s sovereign debt premiums. Specifically, we present the case of TELMEX, the Mexican telecom corporation, valuing and presenting a bid offer for CANTV, the Venezuelan telecom corporation. Venezuelan capital markets and sovereign debt premiums have a lower correla- tion than those present in other Latin American and emerging markets. In this case and its study guide, we review the existing literature and propose a new and comprehensive methodology for the estimation of discount rates in the Venezuelan case, incorporating the difference in stock market volatilities into the country risk consideration. The proposed solution can be exported to other emerging markets with low correlations between their sovereign debt premiums and their internal capital markets. Key words: discount rate, cost of capital, cost of equity, country risk premium, sovereign debt, Latin America, cash flow valuation. This case study does not intend to make a value judgment on the acquisition offer made by Telmex for a block of Cantv shares, but, simply, to outline the Venezuelan situation as an investment scenario for an international company and to calculate the respective investment risk.

PART I: HISTORICAL 2. In early 1963, the Government of the Republic of Venezuela re- quested the Bank to consider a loan to assist in financing the foreign exchange costs required to carry out the five-year program for the ex- pansion and improvement of its national and international telephone and telex services. An appraisal mission visited Venezuela as early as Sep- tember, 1963, but further consideration of the project was delayed by several changes in personnel, both in the Ministry of Communications and in CANTV, following the presidential election in December, 1963. It is only recently that a new telecommunications law was adopted, the CANTV statutes revised, and a new Board of Directors of CANTV approved.

The views expressed in this paper are those of the author and do not necessarily reflect the views of ITU, its members or the Government of Venezuela. The author wishes to express his sincere appreciation to Doreen Bogdan-Martin and Susan Schorr of the ITU Regulatory Reform Unit as well as to CONATEL for its support in the preparation in this mini-case study. Introduction Located in the Northeastern region of South America, Venezuela’s population in 2002 was about 25.2 million with a GDP of approximately USD 126.2 billion. Revenues produced by the oil industry give Venezuela one of the highest per capita incomes in Latin America. Nevertheless, the year 2002 marked a difficult economic, social and political situation in Venezuela. Despite these difficulties, the telecommunications sector registered growth, comprising 3.56% of the nation’s consolidated GDP. Telecommunications is the second major industry in Venezuela, after the oil industry. By the end of 2002, Venezuela had 2,841,800 fixed telephony subscribers, for a fixed line penetration rate of 11.27.

  • Latin America Pay TV Decelerates
Latin America pay TV decelerates Although the economic recession waned somewhat in 2017, the Latin American pay TV sector was still affected. According to the eighth edition of the Latin America Pay TV Forecasts report, the number of pay TV subscribers was flat year-on-year. Fewer than 5 million additional pay TV subscribers are expected between 2017 and 2023 – bringing the total to almost 76 million. Its peak year of 2014 will not be bettered until 2023.” Murray continued: “Mexico recorded impressive growth in 2016, but its pay TV subscriber count fell in 2017. It will continue to decline until a slow recovery starts in 2020. The 2023 total will be just under the 2016 peak. However, it’s not all bad news as Claro and Telefonica will enter Argentina and Mexico, although this is likely to involve OTT.” Mexico overtook Brazil in 2016 to become Latin America’s largest pay TV market, despite Brazil having twice as many TV households as Mexico.
