    Médiamètre politique RTBF-Auxipress Septembre 2013 Ministres, secrétaires d’Etat et Présidents de parti Médiamètre politique RTBF-Auxipress Septembre 2013 Commentaires D’un point de vue médiatique, la rentrée de septembre semble remettre un peu d’ordre dans les rangs du monde politique. Après deux mois sans briller, Bart De Wever retrouve sa seconde place au sein du médiamètre politique. Septembre aura été pour lui le mois où, dès la rentrée, il aura dû remettre un peu d’ordre dans les déclarations de ses collaborateurs à propos du programme de la NV-A. Mais c’est aussi le mois où le Roi Phillippe et la reine Mathilde auront fait leur joyeuse entrée à Anvers, un événement très commenté. Le Premier ministre Elio Di Rupo garde en revanche tout le monde politique à belle distance et dépasse largement les 10% de taux d’occupation des médias. Didier Reynders recule sur la 3ème marche du podium après un mois d’août loin devant tout le monde, Kris Peeters réintègre le top 5 et Joëlle Milquet ferme la marche… …Juste devant l’homme du mois Jean-Pascal Labille. Le Ministre des entreprises publiques intègre en effet le top 10 de chaque media. Jean-Pascal Labille est un peu un cas particulier. Il a remplacé Paul Magnette début 2013 et continue d’affirmer qu’il ne sera pas candidat aux prochaines élections. En attendant, il est sollicité par l’actualité de son mandat et existe médiatiquement. Deux dossiers l’ont accaparé au mois de septembre: Le dossier des nominations à la SNCB mais surtout Belgacom empêtré dans des dossiers d’espionnage et de bonne ou mauvaise gouvernance selon l’angle sous lequel on observe la situation.

Journalist of De Tijd The first months of 2005 were dominated by the search fora solution to the issue of the Brussels-Halle-Vilvoorde constituency - that was palatable for both the Flemish and francophone political parties. After the government threw in the towel, the focus shifted more to socio-economie issues. Concern over low activity rates among the over-50's led to the presentation of the Generation Pact, but the trade unions refused to endorse it. Throughout the year discord persisted: between the federal and regional govern­ ments over the Zaventem flight dispersal plans, between the coalition partners over the issue of energy cheques, and within VLD - most notably over the contin­ ua! refusal to cooperate with Vlaams Belang. 1. Verhofstadt's Government On October 17th Deputy Prime Minister and Minister for the Budget and Public Enterprise Johan Vande Lanotte (SP.A) resigned from the federal government in order to replace Steve Stevaert at the head of the Socialist Party. He was replaced by Freya Van den Bossche as Deputy Prime Minister and Minister for the Bud­ get - she kept her portfolio of Consumer Affairs. Her portfolio of Employment passed on to Peter Vanvelthoven, who was succeeded in his turn by Bruno Tuy­ bens as State Secretary for Public Enterprise. Previously, Tuybens had been head of the Sustainable and Socially Responsible Investment Department at KBC Asset Management and a member of the board at Arnnesty International.

    Le SP.a (Socialistische Partij anders) Régis DANDOY Le 13 octobre 2001, les membres du parti socialiste flamand SP adoptent en congrès à Gand un nouveau nom et un nouveau sigle pour leur parti qui devient le Socialistische Partij anders – Sociaal progressief alternatief (SP.a). Cette double appellation est révélatrice des tendances observées au cours de la dernière décennie dans ce parti, à savoir un discours rénovateur récurrent et une volonté de construire un grand mouvement de gauche, flamand et progressiste. Ces deux ambitions parallèles jalonnent son histoire récente, expliquant en grande partie les performances électorales, les participations au pouvoir, l’éphémère cartel électoral avec Spirit, le contenu des programmes électoraux ou encore le profil socio-démographique des électeurs et des membres du parti socialiste flamand. Le parti socialiste flamand provient de la scission linguistique de l’historique parti socialiste belge (PSB) en une aile francophone – menant à la création du PS – et une aile flamande en 1978. Les socialistes flamands étaient minoritaires par rapport aux francophones, ce qui eut un impact non négligeable, notamment sur la sélection des dirigeants et élites ou la ligne idéologique et programmatique du parti. Le SP (Socialistische Partij), officiellement créé lors du congrès des 8 et 9 mars 1980, se départit peu à peu de l’influence de son « grand frère » francophone. Le mot anders (autrement) dans le nom du parti fait en partie référence à cette prise de distance par rapport à l’héritage historique du parti et ses liens avec son alter ego francophone. Cette différenciation des deux anciennes ailes linguistiques du PSB atteint son apogée en 2007 lorsque le PS choisit de participer à la coalition en place au gouvernement fédéral, tandis que le SP.a fait le choix de l’opposition.

Candidate Choice in Political Advertising: What Determines Who Gets Attention? Jonas Lefevere and Regis´ Dandoy Abstract In the run up to the elections, parties have several ways of communicating with voters. In this article, we focus on one piece of the puzzle: advertisements of political parties in the mass media. More specifically, we are interested in the choice of candidates within these advertisements. In countries where parties are the dominant actor, they are faced with a choice: not all candidates can be promoted in the campaign, as this would be too costly and inefficient. Thus, the first ques- tion we want to answer is which factors determine candidate choice in political advertisements? Secondly, does candidate choice in political advertisements have an effect on the subsequent cov- erage in media as well? Agenda setting research has shown that as far as issues are concerned, advertisements do set the media agenda. We use a content analysis of seven magazines and news- papers that was collected in the run up to the 2009 regional elections in Flanders, the largest region of Belgium. The results indicate that both internal party hierarchy, as well as external visibility of candidates determines candidate choice in political advertisements.

Au mois d’août, traditionnellement plus calme au plan politique, c’est la politique internationale qui a écrasé l’actualité. Quant à la rentrée de septembre, elle a révélé que les partis étaient entrés en campagne à 10 mois des élections. Deux hommes se distinguent largement durant ces deux mois: Le premier Ministre Elio Di Rupo et le vice-premier, ministre des Affaires étrangères Didier Reynders. Le premier, entre la Ducasse de Mons fin mai et celle d’Ath en août, a abattu un travail de Titan. Il a bouclé la 6ème réforme de l’Etat et a géré de main de maître l’abdication du Roi Albert, les cérémonies du 21 juillet et la prestation de serment de Philippe. Dans le même temps, les partenaires sociaux ont scellés un compromis que l’on annonçait improbable et un accord a été trouvé sur les salaires des grands patrons d’entreprises publiques débloquant du même coup les nominations . Une succession de tâches difficiles à accomplir menées sans faute par le Premier Ministre dont les médias et les experts reconnaissent aujourd’hui qu’une part du mérite lui revient. L’autre personnalité qui occupe le terrain médiatique pleinement, c’est Didier Reynders omniprésent sur la scène internationale mais aussi nationale.

Stefaan Walgrave, Knut De Swert “De audiovisuele media bepalen de bekendheid van een politicus (…). Een ‘onbekende Vlaming’ maakt weinig kans om door te breken in de politiek, wat dus een groot probleem doet rijzen in hoofde van een jong politicus of een kandidaat parlementair (…) Beleidslui kunnen door de media worden gemaakt en vernietigd” Marc Eyskens Politici hebben de neiging om de macht van de media heel hoog in te schatten. Misschien omdat ze zelf zo’n gulzige mediaconsumenten zijn en hun eigen mediaobsessie op het publiek projecteren, gaan ze ervan uit dat de massamedia een centrale politieke rol spelen. Eén van de dingen waar politici bijzonder op gespitst zijn is de media-aandacht die zij en hun collega’s krijgen. De verwijten dat één of ander goed initiatief van de eigen groep of partij onterecht aan de media-aandacht is ontsnapt terwijl de gebakken lucht van de tegenpartij wel druk becommentarieerd wordt op de massamediale fora, zijn niet uit de lucht. Politieke actoren allerhande, niet alleen partijpolitici maar ook vakbondleiders, middenveldelites en actiegroepenvoorzitters, doen dan ook hun uiterste best om de media te halen, om het eigen verhaal via mediatie van de pers aan het grote publiek te slijten. Want iets wat de media niet haalt, bestaat niet in de ogen van de bevolking. Hetzelfde geldt voor de persoon van de politicus zelf: het gaat niet alleen om een verhaal waarvan kond moet gemaakt worden maar ook om de persoon (of de partij).
