Jensen and Thad Beyle With a national anti-establishment mood and 12 gubernatorial elections—eight in states with a Democrat as sitting governor—the Republicans were optimistic that they would strengthen their hand as they headed into the November elections. Republicans already held 31 governor- ships to the Democrats’ 18—Alaska Gov. Bill Walker is an Independent—and with about half the gubernatorial elections considered competitive, Republicans had the potential to increase their control to 36 governors’ mansions.     Janet Napolitano, Homeland Security chief, to head UC By Larry Gordon July 12, 2013, 7:00 a.m. Janet Napolitano, the U.S. secretary of Homeland Security and former governor of Arizona, is being named as the next president of the University of California system, in an unusual choice that brings a national-level politician to a position usually held by an academic, the Times has learned. Her appointment also means the 10-campus system will be headed by a woman for the first time in its 145- year history. Napolitano’s nomination by a committee of UC regents came after a secretive process that insiders said focused on her early as a high-profile, although untraditional, candidate who has led large public agencies and shown a strong interest in improving education. UC officials believe that her Cabinet experiences –- which include helping to lead responses to hurricanes and tornadoes and overseeing some anti-terrorism measures -- will help UC administer its federal energy and nuclear weapons labs and aid its federally funded research in medicine and other areas. “While some may consider her to be an unconventional choice, Secretary Napolitano is without a doubt the right person at the right time to lead this incredible university," Sherry Lansing, the regent and former film industry executive who headed the search committee, said in a statement being released Friday. "She will bring fresh eyes and a new sensibility -- not only to UC, but to all of California. The six of those states which have elected more than one woman governor, their cumulative fifteen women governors profiled below, are: Arizona 4, New Hampshire 3, Texas 2, Connecticut 2, Washington 2, and Kansas 2. Arizona tops the list, having elected four women governors. Rose Mofford, as Arizona’s first woman governor, returned stability to state politics after she was sworn into office in 1988 following the tumultuous impeachment of her predecessor, Evan Mecham. She did not run for reelection. Jane Dee Hull, Arizona’s second woman governor, completed the term of another male governor dishonorably removed from office when Governor Fife Symington was convicted of a felony and had to resign. Hull was sworn into office in 1997 by the first woman U.S. Supreme Court Justice Sandra Day O’Connor, herself an Arizonian. Hull’s successful reelection in 1998 was historic because for the the first (and last) time in the 224-year history of the United States all five of the top elected executive offices in one state were held by women: Hull; Betsey Bayless, secretary of state; Janet Napolitano, attorney general; Carol Springer, treasurer; and Lisa Graham Keegan, Arizona Superintendent of Public Instruction. Limited to eight consecutive years in office, Hull was constitutionally barred from running for a second full term in 2002 and was succeeded by Janet Napolitano. Janet Napolitano was Arizona's third woman governor from 2003 to 2009.

    Investing in Resilience: A Conversation with Judith Rodin and Shaun Donovan Shaun Donovan was sworn in as the 40th Director of the Office of Management and Budget on July 28, 2014. Prior to OMB, Donovan served as the 15th Secretary of the U.S. Department of Housing and Urban Development, where he managed the Department’s $47 billion budget – helping families buy homes, aiding households in fighting off foreclosure, revitalizing distressed communities and combating homelessness. While at HUD, Donovan made critical investments to speed economic growth, while also offering new savings proposals and ensuring fiscal responsibility. In December 2012, President Obama signed an Executive Order creating the Hurricane Sandy Rebuilding Task Force and appointed Donovan as Chair. This appointment built on his experience with disaster-related recovery and rebuilding challenges from a national perspective in response to Hurricanes Katrina and Rita. Together with U.S. Homeland Security Secretary Janet Napolitano, he led the President’s Long-Term Disaster Working Group composed of more than 20 federal agencies. The Group worked closely with state and local communities, as well as experts and stakeholders from around the nation, to create the National Disaster Recovery Framework published in 2011. Prior to his service in the Obama Administration, Secretary Donovan also served in the Clinton administration as Deputy Assistant Secretary for Multifamily Housing at HUD, where he was the primary federal official responsible for privately-owned multifamily housing. He also served as acting FHA Commissioner during the Clinton/Bush presidential transition. Prior to his first service at HUD, he worked at the Community Preservation Corporation (CPC) in New York City, a non-profit lender and developer of affordable housing.

    August 29, 2003 The Honorable Tom Ridge Secretary of Homeland Security Washington, D.C. 20500 Dear Mr. Secretary: As the second anniversary of the terrorist attacks of September 2001 approaches, the U.S. Nuclear Regulatory Commission (NRC) and the commercial nuclear industry continue to take steps to enhance security at licensed nuclear facilities and of radioactive material. I am writing on behalf of the Commission to inform you of some of the more significant actions that have been taken and those that are planned. In former Chairman Meserve’s letters dated September 5, 2002, and March 31, 2003, we outlined the steps the Commission had taken to evaluate and enhance security at NRC-licensed facilities since September 11, 20011. Since March 2003, the Commission has continued to enhance security requirements for nuclear power plants and for the handling of high-risk radioactive sources in the post-9/11 environment through organizational changes, Orders to our licensees, and many other actions. Upon taking office as Chairman, I announced that I would continue the agency’s focus on security issues, and I reorganized both the Office of the Chairman and the Office of the Executive Director of Operations to help complete our remaining security initiatives and ensure their timely implementation. For example, in June 2003, I established the position of Deputy Executive Director for Homeland Protection and Preparedness to increase the agency’s attention on cross-cutting issues that affect security, incident response, emergency preparedness, vulnerability assessments and mitigation strategies, and external integration of comprehensive strategies for these areas. There is no doubt that terrorism has introduced challenges to nuclear power plants and the Nation.
