4. EXEMPTION OF HOUSE TAX OF CHARITABLE INSTITUTIONS :

Reference CBR No. 07 dated 04.12.2019.

To consider the application dated 26.11.2020 received from President, S.D.Shiv Mandir, B.I.Bazar, Property No.406, 406/1, B.I.Bazar, Ambala Cantt for the exemption of House Tax for the year 2020-2021of Property No.406, 406/1, B.I.Bazar, Ambala Cantt as the same is being used for charitable purpose, As per section 111(2) of the Cantonment Act, 2006 the building and land used for public worship shall be exempted from any tax for the property. It is mentioned here that the CBR referred above has exempted the said building

2 from payment of House Tax for the period 01.04.2020 to 31.03.2021. The total House Tax of the property i.e. Property No.406, 406/1, B.I. Bazar, from 01.04.2020 to 31.03.2021 is Rs.1629/-. The payment of Water Tax amounting to Rs.1267/- has already been made.

RESOLUTION NO.4 : Considered and approved the exemption of house tax amounting to Rs. Rs.1628/-against the amount of Rs.1629/- for the year 2020-21. The payers have to deposit Rs.1/- due to adjustment to make entries in ABAS.

5. OCCUPANCY RIGHT SHOP. LG-A-23, AMBA COMMERCIAL COMPLEX, STAFF ROAD, AMBALA CANTT:

To consider the application dt. 22.12.2020 Sh. Dinesh Garg S/o Sh. Chatri Mal R/o H.No.3340, Kacha.Bazar, Ambala Cantt. for the transfer of occupancy rights of Shop No. LG-A-23, Amba Commercial Complex, Staff Road, Ambala Cantt, to transfer the occupancy rights of the said shop to Smt. Shyama Mittal W/o Sh. Rajiv Mittal R/o H.No.05, Green Park, Ambala Cantt. He has submitted the affidavit duly attested by the Notary Public in this regard, Smt. Shyama Mittal W/o Sh. Rajiv Mittal has also given an affidavit duly attested by the Notary Public that she wants to purchase the occupancy rights from Sh. Dinesh Garg S/o Sh. Chatri Mal R/o H.No.3340, Kacha.Bazar, Ambala Cantt. The party has cleared all the dues upto 31.01.2021.

As per the lease agreement dated 07.01.2011 (Clause 10 ), transfer fee of 30% of the cost is chargeable if the transfer of rights takes place within the 11 to 20 years. As the cost of the shop is Rs.3,00,000, a sum of Rs.90,000/- is payable as transfer fee.

RESOLUTION NO. 5: Considered and approved to transfer the occupancy rights of the shop for the remaining period of the initial agreement, in the name of Smt. Shyama Mittal W/o Sh. Rajiv Mittal R/o H.No.05, Green Park, Ambala Cantt.by charging transfer fee with the condition that the existing occupier clears all the dues including service tax/GST up to date.

6. AUCTION OF OCCUPANCY RIGHTS OF MOVEABLE KIOSKS IN CANTONMENT BOARD AREA, AMBALA CANTT.

To consider and approve the highest bids for the licence fee rights, for three years for Kiosk No. 04 to 11 in Cantonment Board area, Ambala Cantt in the public auction held on 25.11.2020 at 10:30 hrs in the office of Cantonment Board Ambala Cantt. In response to the auction notice No. ACB/TS/Auction/2020/1429 dated 09.11.2020, which was also published in the newspaper Dainik Jagaran and Indian Express dated 10.11.2020. 11 bidders participated. The highest bidders have deposited ten months licence fee as security into the Cantt. Fund Account as per the terms and conditions of the auction notice dated 09.11.2020. Ram Kishan, resident of House No.56, RHA Bazar, Ambala Cantt., for the mutation of occupancy rights of House No. 56, Survey No. 50-37, area measuring 991 sft situated in Civil area, RHA Bazar, Ambala Cantt in their name on the basis of sale deed dated 04.03.1998. A Public notice was published in & The Indian Express, news paper on 14.05.2020 for receiving the claims /objections, if any. No claims/ objections have been received within the stipulated period after publication of the notice. There is no outstanding amount of taxes etc. against the said property. As per office report there is no encroachment, no sub division of site, no change of purpose & no unauthorised construction in the said premises.

Tenders was invited for design, supply, installation, commissioning, testing of de- centralized & packaged sewerage treatment plant of 20 KLD Capacity in CBA Diggi Lake (One) and 05 KLD (Two) in Ambala Cantonment complete in all respects to cater the requirement of Residential Community. The tender was published on 24.11.2020 vide tender notice No. CBA/Store/TDR/2020/1492 dated 23.11.2020. Two tenders were received upto 15.12.2020 and opened on 21.12.2020 in the presence of Technical Evaluation Committee. On evaluation by the Technical Evaluation Committee, bids of both the firms were found to be technically qualified and admitted for financial opening and evaluation on 23.12.2020. 14. AUCTION OF OCCUPANCY RIGHTS SHOPS NEAR MILITARY DAIRY FARM, ALEXANDRA ROAD, AMBALA CANTT.

To consider the application from Sh. Bheesham Sethi, (shops No.5& 6 MDF, A/Cantt), Smt. Pallavi Sethi ( Shop No.7 & 8, MDF, A/Cantt ) and M/s Indeva, 320, IGC, Sec-2, HSIDC, Saha, Distt. Ambala ( shop No.9 & 10 MDF, Ambala Cantt ) regarding refund of the security amount deposited by them at the time of auction of the said shops on 13.07.2020 due to lack of sanitization facility, public lighting, car parking, security guard and provision of Electric connection of said shops ( 3 Phase ).

It is inform to the Board that the shop no. 5 to 10 Military Dairy Farm were put to public auction on 13.07.2020, 12 bidders participated in the said auction and given the different highest bid for the said shops. 15. REFUND OF SECURITY AMOUNT IN RESPECT OF SHOP NO. 03, MILITARY DAIRY FARM, ALEXANDRA ROAD, AMBALA CANTT. To consider the application dated 28.09.2020 from Sh.Sanjay Yadav licencee of shop No.03, Military Dairy Farm, Alexandra Road, Ambala Cantt regarding refund of security amount deposited by him at the time of bidding for the above shop for a period of five years w.e.f.11.09.2017 to 10.09.2022. He has requested to this office vide letter dated 28.09.2020 that he wants to surrender the shop due to pandemic of Novel Corona virus and subsequent lock-downs enforced by the Government from time to time since March, 2020. The applicant has handed over the vacant possession of the said shop on 30.09.2020. He has cleared the dues upto 30.09.2020. It is further mentioned that the licensee had deposited Rs.17000/- as security amount into Cantt. Fund Account hence the security amount Rs.17000/- is to be refunded to the licensee. Tender was invited for maintenance of horticulture works for one year at Staff road, Race Course road, General Thimayya Marg and along road from Anand Market Chowk to Prayas chowk in Allenby line vide letter no. ACB/SS/TDR/2020/119 dated 09.03.2020. The tender were opened and evaluated by the member of constituted committee. Three bids were received. But 02 bidders not upload the tender cost and EMD. Therefore, the tender was re- invited vide short time notice no. ACB/SS/TDR/2020/1018 dated 28.08.2020, but no bid was received. Therefore, the tender was re-invited for 3rd time vide short time notice no. ACB/SS/TDR/2020/1392 dated 26.10.2020. The tender were opened and evaluated by the members of constituted committee. Three bids were received and the technical committee evaluated the same found that M/s. Narender Kumar, has not upload the specific documents, therefore the bid of M/s. Narender Kumar, was rejected. In response to the auction notice No. ACB/TS/Auction/2020/1589 dated 21.12.2020, 41 bidders has been participated, which was also published in the newspaper Dainik Bhaskar and Indian Express dated 22.12.2020. Tenders was invited for supply and fixing of open garden gym items in Cantonment area as per specification. The tender was published on 27.11.2020 vide tender notice No. CBA/Store/TDR/2020/1553 dated 27.11.2020. Three tenders were received upto 18.12.2020 and opened on 23.12.2020 in the presence of Technical Evaluation Committee. A short fall of required technical documents as per tender documents was observed in one of the bidder and an opportunity to upload short fall documents was given on 05.01.2021 upto 07.01.2021, which was duly replied by the bidder and required documents were uploaded and submitted. On evaluation by the Technical Evaluation Committee, bids of all three firms were found to be technically qualified and admitted for financial opening and evaluation. 19. AUCTION OF RIGHT FOR PLUCKING OF SIMUL IN CANTONMENT AREA, AMBALA CANTT.

An open auction was conducted on 15th Jan.,2021 at 10.00 hrs in the premises of Cantonment Board Ambala for the rights for plucking of simul in Cantonment area, for a period of one year from 01.04.2020 to 31.03.2021. Sh.Noor Alam S/o Sh. Sakoor, Vill. Kila,. PO Manglour, Distt. Haridwar offered the highest bid for Rs.8000/- per annum. The auction notice was published in the news papers Dainik Jagran and Indian Express on 05.01.2021 vide auction notice No.ACB/TS/Auction/21/02 dated 04.01.2021. The auction was attended by 04 bidders. The highest bidders has deposit the amount of Rs.8000/- + 10% security Rs.800/- into Cantt. Fund Account. To consider and approve the request letter No. MSS/HR/ADMIN/2021 dated 14.01.2021 received from M/s M.S. Services Pvt. Ltd Solan regarding extension of contract

The existing contract is going to complete on 31.01.2021. As per clause 3 of the agreement, the period of contract can be increased or decreased as per requirement subject to satisfactory performance of contractor or staff detailed by contractor. To consider the matter of revision of licence fee of the Cantonment Board staff quarters allotted to the Group 'C' & Group 'D' employees of the Cantonment Board. As resolved vide CBR referred above, a sum of Rs.120/- & Rs.60/- are being charged from Group 'C' & Group 'D' employees respectively except safaikaramcharis. The Safaikaramchari are exempted from the payment of licence fee w.e.f. 01.10.2008 vide CBR No. 206 dated 03.10.2008. The proposed rates of licence fee are Rs.240/- & Rs.120/- of Group 'C' & group 'D' employees respectively w.e.f. 01.02.2021. The relevant file is placed on the table. Tender was invited for Construction/Re Construction of Bhagat Singh Market, Ambala Cantt (Phase-II), vide letter no. ACB/AE/TDR/2021/03 dated 04.01.2021. The tenders were opened and evaluated by the members of constituted Committee. 06 bids were received and accepted during technical evaluation by the committee and financial bid of these firms were opened and evaluated. The rates quoted by the firm are inclusive of all taxes. The amount is to be incurred out of Urban Local bodies Funds of the Budget Estimates for the current financial year.

The file, along with other relevant documents, is placed on the table. RESOLUTION NO. 34 : Considered and approved the lowest bid (L-1) amounting to Rs. 36,97,550/- quoted by M/s. R.D. Builders, Shop No.407, Balmiki Colony, B.C. Bazar, A/Cantt. General Points discussed with the permission of the chair :

The CEO discussed the matter regarding outstanding House tax/Water tax and placed the list of outstanding amount of arrears before the Board. The Board resolved to publish the names of those who have more than Rs.75,000/- due on account of taxes to the Cantonment Board Ambala in the newspaper and various places in Cantonment Board area.

Col. Mohit Thapa, pointed out the following points for necessary action:-

1. Provision of Mirrors on blind curves in Cantt. area. 2. Placement of new MS dustbins in Children Park & other places.

3. Installation of reflectors near Welcome gate, Mall Road.

The Board considered the above said point No.1, 2 & 3 and approved the same.

Further Col. Mohit Thapa, raised other two points as follows.

1. Installation of traffic lights on Staff Road near residence of Corps Commander. 2. Provision of street light on Babyal Road.

Col Nipoon Sood, pointed out for upgradation of drainage system and improvement of culverts.

The Board considered the above said points and resolved that CEO is authorised to initiate necessary action.
