Turkish Military and Islamic Groups Invasion in Northeast Syria 30.10.2019 Turkish military and Islamic groups invasion in Northeast Syria: On October 9, 2019 the Turkish army with Islamic allies started an offensive targeting mainly the area between Sere Kaniye and Tell Abiad. SDF in turn started to defend it. After few hours a massive displacement of population started toward south areas of Hasake, Raqqa, Ein issa and Tel Tamir. Below the detailed report day by day with photos and the casualties recorded. 25th- 30th of October,2019 Tiltamir people are fleeing as the heard Turkish army and Turkish backed group are close to the city. Situation of IDPs The number of counted IDPs just in Hassakeh City contains almost 3.000 families and around 11.500 individuals, from this number we have at least: 23 unaccompanied children, more than 5000 children between the ages 0-13, and more than 400 pregnant or breastfeeding women. Those IDPs are currently divided into around 60 schools. Many more families and individuals are displaced in and around Raqqa, Tabqa and Qamishli, and elsewhere. Many displaced families were able to find temporary accommodation at their relatives' or friends' houses. Some thousands arrived to northern Iraq to a formal camp of Mosul IDPs. This camp was not prepared to receive this high number of IDPs and is missing tents, WASH facilities as well as Health Care services and the provision of food and water. The biggest deficit for IDPs in Hassakeh is the lack of water, as well as WASH facilities and toilets, we are expecting outbreaks of diarrhea in the near future. KRC is providing mobile units for primary health care and some ambulances for emergencies. This is not enough for the amount of people, taking into consideration the bad hygiene circumstances. 1 Support of IDPs in Hassakeh Currently the Self-Administration is planning and building a new camp near by Hassakeh. This camp is prepared for 40-50.000 IDPs. Further the formal Yezidian camp “Newroz” is under preparation to host around 10-15.000 people. Already now some people have arrived to this camp, due to the lack of tents these people are currently sleeping in the Toilet and WASH containers. Since those IDPs are expected to stay for a long period in the new camps, the self-administration was planning to set up caravans, also taking under consideration that soon it will be very cold. But the high number of IDPs can unfortunately not be covered by caravans. The request to UNHCR to provide tents is still ignored. Note: while writing this report the UNHCR were sending 20 tents to Newroz Camp. With thankful regards to the great solidarity from around the world and private donations, including the Kurdish governorates in northern Iraq, we were able to support those camps with infrastructure and the provision of health care in the future. But taking into consideration the coming winter and the lack of time it is still not enough. So much is missing… starting from cooking facilities and heaters, ending with proper WASH facilities and the basic provision of food and water. The main water pipe, destroyed by a Turkish airstrike is still not fixed and the whole region is still lacking water. 2 Published by Self-Administration the 29th of October 30th of October ● The Kurdish Red Crescent had to further reduce the number of staff of Tal Tamr (Legerin Hospital) as the clashes were getting closer to the city. By the time of writing the clashes were around 5km away from Tal Tamr. ● Many families left their homes as well and were heading mostly towards Hassakeh. ● Also, GoS troops left Tal Tamr, the clashes increased with the ending of the ceasefire and the Turkish army has superior equipment to the Syrian army… ● While writing this report we got confirmed that the SDF is heading out to Tal Tamr and started offensive to protect Tal Tamr and the villages around. 25th-29th of October ● Since the last update and following the end of the 5 day Ceasefire, conflict activities continued along the Turkish backed groups/SDF, in the following areas: Kherbet ElFaras, Abadi,Khafiyeh, Tabash, Bir Arab until 22 October. ● After that in Kisreh, Al-Meshrafah, Assadiya villages – Al-Amiriyah, Manajir , Tal Al-Laban , Kozliyeh. Until 24th of October. ● On the 25th of October, GoS were deployed along the border between Qamishli and Ras Alain (Sere Kaniye) cities. ● Until 27th clashes were in Bab Al-Khayr, Big Arada, Kisreh and clashes began after GoS deployed along Tal Tamer/Abu Rasin road on 26 October,and in Al-Meshrafah, Kherbet Hamid ,Kherbet Hamid, Jan Tamer , Norhtern Mrikyz. 3 ● Until 29th clashes are reportedly ongoing West of Western Rabiat village and inside Tal Mohamed. OAGs attempted to cut Abu Rasin/Tal Tamer. Civilian casualties since the 9th of October– starting the Turkish invasion- recorded by KRC team, while a high number of casualties and dead people could not have been counted, since we could not reach them, as those who lost their lives in Ras Al Ain. Dead: 87 in total recorded by KRC of them, male and female,11 of them were evacuated with KRC teams in Raselein in 19th and 20th of October. Many of the Dead could not be registered or recorded due to distortion. From the massacre of the civilian convoy 6 victims has been registered, in orange below, from them 11th certified. 6 of them are younger than 18 years old, 9 of them are female. Injured and shocked: 2472 registered by KRC. 47 of them were with the convoy those were evacuated from Ras AL Ain and not included in the table below. 43 of them are less than 18 years old, 61 of them are female. There are precautions being taken in the northeast where awareness campaigns have been launched and curfews have been imposed. However, people in the northwest are not practicing any particular precautionary measures, with the exception of organizations working on the ground and local authorities. This report monitors the general situation of the epidemic and precautionary measures in all Syrian regions during the period of 10-17 April 2020. First: Northwest: The Northwest region is considered the most exposed to a possible outbreak of the Coronavirus epidemic which could result in dangerous consequences for the residents. Until the time of this report, no confirmed cases of Coronavirus have been recorded as the results of the total 133 tests conducted were all negative. The procedures in place in the region can be summarized as follows: - The suspension of work continued in schools and universities in Idlib and its countryside, and the Directorate of Education followed the method of distance education through the creation of groups and rooms on WhatsApp to follow up on students. Prayers in mosques also remained suspended for the second Friday in a row. - The Ministry of Health in the Provisional Government issued instructions for the medical staff to wear muzzles for the entire period of work and stop anyone not wearing masks from entering to any health facilities.

Legal analysis a) International Humanitarian Law Water is indispensable to civilian populations. It is not only essential to drink, but also for agricultural purposes and sanitation, all the more important in the wake of the COVID-19 sanitary crisis. Although at first neglecting the significance of water and food for civilian populations caught in armed conflicts, drafters of the Geneva Conventions’ Protocol remedied the gap by including, in Article 54 Additional Protocol I and in Article 14 Additional Protocol II for International and Non-International Armed Conflicts (IACs and NIACs) respectively, the protection of objects indispensable to the survival of the civilian population. Involving two states, that of Syria and that of Turkey, the ongoing conflict currently taking place in northeast Syria is of international character.     OPERATION INHERENT RESOLVE LEAD INSPECTOR GENERAL REPORT TO THE UNITED STATES CONGRESS JULY 1, 2019‒OCTOBER 25, 2019 ABOUT THIS REPORT In January 2013, legislation was enacted creating the Lead Inspector General (Lead IG) framework for oversight of overseas contingency operations. This legislation, which amended the Inspector General Act, requires the Inspectors General of the Department of Defense (DoD), Department of State (DoS), and U.S. Agency for International Development (USAID) to provide quarterly reports to Congress on overseas contingency operations. The DoD Inspector General (IG) is designated as the Lead IG for Operation Inherent Resolve (OIR). The DoS IG is the Associate IG for OIR. The USAID IG participates in oversight for the operation. The Offices of Inspector General of the DoD, DoS, and USAID are referred to in this report as the Lead IG agencies. Other partner agencies also contribute to oversight of OIR. The Lead IG agencies collectively carry out their statutory missions to: • Develop a joint strategic plan to conduct comprehensive oversight of the contingency operation. • Ensure independent and effective oversight of programs and operations of the Federal Government in support of the contingency operation through either joint or individual audits, inspections, and evaluations. • Report quarterly to Congress and the public on the contingency operation and activities of the Lead IG agencies. METHODOLOGY To produce this quarterly report, the Lead IG agencies submit requests for information to the DoD, DoS, and USAID about OIR and related programs. The Lead IG agencies also gather data and information from open sources, including congressional testimony, policy research organizations, press conferences, think tanks, and media reports.

    Syria Crisis: Northeast Syria Situation Report No. 18 (1 October– 5 November 2017) This report is produced by the OCHA Syria Crisis offices with the contribution of all sectors in the hubs and at the Whole of Syria (WoS) level. It covers the period from 1 October – 5 November 2017. The next report will be issued on or around 10 December. Highlights The overall humanitarian and protection situation for civilians displaced from Ar-Raqqa city remains of high concern, particularly with regard to explosive remnants of war (ERW) contamination, amongst other factors. ERW mapping and clearance is required to ensure access for humanitarian partners and create a safe environment that is conducive for voluntary returns. While no civilians remain in the central neighborhoods of Ar-Raqqa city, some 8,000 individuals have returned to the eastern and western periphery of the city. The SDF announced that no civilian returns will be permitted to central neighborhoods of the city for a period of three months, until full clearance from unexploded ordnances. The humanitarian community has developed a joint position paper on the return to Ar-Raqqa city, highlighting the imperative of safety, voluntary, well informed and sustainable return as the criteria guiding any intervention in support to the return of the displaced population. Displacements from and within Deir-ez-Zor governorate continued due to heavy fighting and airstrikes. Large influxes of IDPs from Deir-ez-Zor governorate are straining existing capacities and services in IDP sites across north-eastern Syria resulting in increased humanitarian and protection needs. Camps are overcrowded since arrivals continue to far exceed departures in most of the locations.

    13.10.2019 Turkish and Islamic groups military invasion in Northeast Syria: On October 9, 2019, the Turkish army with Islamic allies started an offensive targeting, mainly the area between Sere Kaniye and Tell Abiad. SDF, in turn, started to defend it. After few hours a massive displacement of population started toward south areas of Hasake, Raqqa, Einissa, and Tel Tamir. Below the full report day by day with photos and the casualties recorded. th 13 of October,2019 • In the early morning, the Turkish air forces were flying very carefully over Ein Issa camp which leads to fear between all the IDPs and Refugees inside of it. After that, around 10 am some families left, including ISIS families from the annex section. As the fight was coming so close, the security team of the camp and the self-administration announced that they were not able anymore to control it. Kurdish Red Crescent, which is the main health responder in the camp, had to leave as well due to security issues, and other actors left. There was a burn of tents in the annex section, and ISIS supporters were carrying weapons with them (seems they had it before). After few hours the Asaysh was able to go back to Einissa checkpoint while the IDPs went to Tilelsemin village, south of Einissa. 1 IDPs and refugees leaving the camp of Einissa, including ISIS families. • Two ambulances of the health Department were kidnapped on the road to Tell Abiad, and no other information about them reached us so far. • Turkish backed forces took control of Mabruka Camp during the afternoon.

    SHAR-DEV.ORG NES-Syria ,Al-Hasakah ,Al-Twaina camp location Camp coordinates: 36.576925, 40.625862 Assessment of Al- Twaina camp 22/11/2019 Introduction: Following the military operation carried out by The Turkish Army with participation of extremist Syrian factions (Syrian National Army) in areas of northeastern Syria and was accompanied by extensive aerial and artillery shelling along the northern border between Syria and Turkey in areas controlled by the SDF, as a result many civilians have lost their lives and thousands were injured and hence there was population’s displacement to the neighboring and safer areas. 2.2 million people were living in territory controlled by the SDF (Syrian Democratic Forces). Ac- cording to the UN, this included 1.3 million people in need of humanitarian assistance. The displacement took place from the cities of Tel Abyad, Ras al-Ain/ Serê Kanîyê and its country- side, and the areas that are nearly in the middle of them, and from Al-Derbasiya city and Tel Tamer in part. According to Kurdish Red Crescent statistics : (About 15.000 have arrived Iraq, Hassakeh City contains almost 3.000 families in and around 11.500 individuals, from this number we have at least: 23 unaccompanied children, more than 5000 children between the ages 0-13, and more than 400 pregnant or breastfeeding women. Those IDPs are currently divided into around 60 schools) Many more families and individuals are displaced in and around Raqqa, Tabqa and Qamishli, and elsewhere, the number of displaced persons reached more than 200,000 from
