Management systems that implemented, generally met intend of MS2350-2 requirement, but need further improvement as per our action plans addressed in section 6 and 7 of this document

2. Introduction

This report was prepared by DQS Certification (M) Sdn. Bhd. in conjunction to the intent of Sustainable Palm Oil Cluster (SPOC) J30 and its group members to be certified by Malaysian Sustainable Palm Oil in accordance to the MS 2530-2:2013, Malaysian Sustainable Palm Oil (MSPO) Part 2: General principles for independent smallholders (MS2530-2:2013)

2.1 Objective The objectives of Surveillance Audit are as follows;

i. Evaluate the implementation, including effectiveness of the management system ii. Information and evidence about conformity to all MSPO requirements iii. Performance monitoring, measuring, reporting iv. Performance as regards legal compliance and stakeholder’s expectation v. Operational control of the client's processes and respect to sustainability elements vi. Internal auditing, management review and continual improvement vii. Links between the normative requirements, policy, performance objectives and targets viii. Competence of personnel ix. Evaluate the implementation, including effectiveness of the management system x. Information and evidence about conformity to all MSPO requirements

2.2 Scope The report deploys the input captured from the DQS MSPO checklist from audit conducted on 7th January. 2019 to 9th January. 2019. Analysis has been justified prior recommendation of maintenance of certification can be made. It has been referred to MS 2530-2:2013, Malaysian Sustainable Palm Oil (MSPO) Part 2: General principles for independent smallholders or MS2350-2:2013 to evaluate the effectiveness of system implementation in fulfillment of sustainability aspects in their operations.

For the purposes of this assignment, the focus will be on the compliance of clients towards MSPO principles and criteria (P&C), applicable statutory and regulatory requirement and established procedures/SOPs. The outcomes have been described from 939-D1-MSPO Guidance - Part 2 (smallholder) Checklist of audited sample of independent smallholders.

Finally, it may convince to audit team to make justification of SPOC J30 management system is effective and fulfills the requirements according to certification scope defined in section 4.1 of this summary report.

3. Methodology

3.1 Stage 1 Stage 1 has been carried out to meet with the requirement of MSPO certification procedure. The result shows that the organization has demonstrated their readiness to go for certification

3.2 Surveillance Audit This is a Surveillance Audit being planned and executed according to MS 2530-2 standard reference. SPOC J30 is registered to function as group management for certification where, the management system has been regulated for central unit of independent smallholder group. This is First Surveillance audit after successful achievement of previous year stage 2 (certification audit) conducted on 27-30th November 2017 and organization has demonstrated their maintenance of good sustainability management system. The audit criteria are the certification standards as documented in the audit schedule as well as the current management system documentation of the company. 5 Certification Assessment

5.1 Stage 1 Audit Stage 1 has been carried out to meet with the requirement of MSPO certification procedure. The result shows that the organization has demonstrated their readiness to go for certification.

5.2 Surveillance Audit Surveillance audit was conducted on 7th Jan. 2019 to 9th Jan. 2019 with total 5 man-days was allocated according to MSPO Certification Procedure.

The audit has been executed by the auditors as listed in section 2.3 of this audit report.

Surveillance Audit 1

- Organization had implemented the system according to Malaysian Sustainable Palm Oil (MS 2530- 2:2013) demonstrated by established SOP and effectiveness implementation on the ground. - MSPO Policy had been communicated to the members of smallholders through seminars and training which is coordinated by MPOB’s Group Manager. Through random interviews, it was revealed that smallholders had generally understood the contents of the policy and their level of understanding on the policy was found to be at an acceptable level. Therefore, from the evidences available all the smallholders have been signed the acceptance form shown that the understanding of the MSPO requirements. - To ensure the commitment of continual improvement of smallholders, MPOB has carried out training which has been divided into 3 categories such as Taklimat MSPO, Kursus Teknikal Sawit 1 and Kursus Teknikal Sawit 2 for year 2018. This is to create awareness and understanding of MSPO among the members. Apart of that, smallholders registered under Pertubuhan Peladang Kawasan (PPK) Bahagian Rengit are the new members of SPOC J30 also giving support and commitment for continual improvement. - Transparency is one of the major principles in MSPO requirement through the traceability system available. The group management shall commit itself to implement and maintain the requirements for traceability. This can be seen through evidences on excel records of FFB delivery has been kept properly by the both parties (Independent smallholders & MPOB Station). Evidence of traceability system has been established at the Group Manager in order to identify the all FFB delivery such as flow chart or etc. Record updated as at December 2018 keep by the smallholders during at the site visit. - The smallholders are generally aware on compliance with all applicable local, state, national and ratified international laws and regulations. The implementation may need a lot of extension exercises to improve on their levels of understanding especially on Safety and Health matters such as Chemical handling (PPE Usage Awareness) which need more concerned. (OFI 1) - An awareness and training programmed has been established (Refer to Calendar of Activities 2018) and implemented to ensure all members understand the policy, objectives, management plans and working towards achieving the objectives. It was to be agreed by the smallholders that activities organized by TUNAS or MPOB are benefited to their property’s sustainability. - Compliant and grievances system have been established to deal with any complaint from stakeholders through MPOB website - www.mpob.gov.my (e-aduan) or directly go to responsible MPOB branch officer. This process is guided by Standard Operation Procedure (SOP) of complaint and grievances - Wastes generated from smallholder activities were very minimal amount at this moment. However, the understanding for proper disposal of Waste generated need to be more focus by the GM, especially for the new members for SPOC J30 smallholders’ understandings. - Site visit at 16 sampled sites. On site interview confirmed that independent smallholders are able to show a basic understanding of any species or habitats of concern, together with their conservation needs. Most of them needs more advice from TUNAS officer to maintain the good agriculture practice on the field site

- Operational process of field has been managed minimally according to individual smallholders but with assistance of TUNAS Officer for advice or other supporting matters. Nature of assistance is through periodically visit by TUNAS officer and also depending on the feedback by smallholders. Reports on monitoring of all smallholder activities such as manuring application, spraying programmes, agrochemicals used and harvesting activity can be seen through Buku Rekod Ladang. Even though, the advisory support has been given by the G.M, it was shown that most of the smallholders are not aware on the importance of clean palm circle. It was noted some of smallholders are integrating their oil palm with pineapple, however the pineapple planting is found had encroached into the palm circle (AP 1). Therefore, the audit teams believed the improvement still can be made in order to ensure the effectiveness and consistency of the process. - In overall, the auditors believed SPOC J30 management system is effective enough and fulfills the standard requirements subscribed. Management should conduct MSPO Internal Audit and Management Review Meeting regularly in order to ensure the effectiveness and consistency of system implementation against standard requirements.

1 During audit visit, the smallholder’s representative En.Sairan admitted that he did not wear provided PPE by MPOB during the spraying activities. Continues awareness need to be carried to ensure work practices are safe.
