WlMii mm** NARATIVE Malheur National Wildlife Refuge - 2007

What year it has been! 2007 turned out to a great challenge for Ecosystems Management, Inc. 5301 acres were treated on Malheur at a total budget of $216,735. 3260 acres were treated with Permittee money with a total of $138,623 and 2041 acres were treated with other contracts amounting to $78,112.00. spent a total of 64 days applying herbicides on the Malheur. The average cost per acre was $41. Treatment began on June 20, 2007 and ended on November 4, 2007. Perennial Pepperweed, Canadian thistle, Scotch thistle, Poison Hemlock, Russian Knapweed, and Medusahead were the target weeds.

What can say? Elota and I still hold the great privilege to continue herbicide treatments on this pristine Refuge. We want to thank all the Staff at the Malheur, once again, for the ability to be part of their team.

The following report will outline all that we have accomplished in 2007. There have been suggestions added as words for thought as we enter into a new decade of weed control on the Malheur. By no means are we trying to run the show. We believe the communication between the Refuge Management and Ecosystems Management, Inc. is unsurpassed between management and contractors. We are only here to serve.

Jess Winick is still on track, outlining the spray program as he set forth in 2005. We are honored to use the Double approach as we treat the Malheur.

Elota and I look forward, once again, in 2008 to be part of the weed program on the Malheur. We have been told that the acreage will be smaller for treatment in 2008, but as long as the Refuge continues their control efforts on noxious weeds, we are happy to participate

1847 acres were treated for Perennial Pepperweed and Canadian thistle. 9.5 acres were treated for Knapweed.

This area of the Malheur has been a challenge, but very rewarding.

The Bridge Creek and Mud Creek area is a difficult, but pristine riparian landscape. It was very necessary to treat this area for noxious weeds after a bum down. This released many unwanted noxious vegetation species. If left untreated, this will result in a climax of a monoculture of invasive species. This site needs to be retreated for a minimum of three years.

Due to the hard to reach area within a canyon, tall canary grass, and wet spring runoff, this project could not be completed in a timely manor. The majority of this site needed to be done with a back pack appEcation. We are very dedicated in treating this area in its entirety. We would like to continue to treat this site in the future. We will need the time to do this in the late summer and even into the early fall. This will give the area time to dry out from spring runoff.

This area revealed an extremely alarming red flag. There were ten Scotch thistle plants found. If not eradicated, this riparian site will explode with this invasive species. This species will destroy the whole wildlife habitat. Pepperweed is a problem, but Scotch thistle is a disaster.

The Craters site was a fairly easy area to treat. There were some hard to reach places on dykes and burnt willow areas. More treatment is necessary in the up coming year. This area will show great improvement of Perennial Pepperweed suppression. The big question does remain when an area is treated for noxious weeds. How do you manage the area to keep out invasive intruders? We have found many ways to do this, but management needs to make the decision.

All in all, this burn area has been hit very hard for the first year on noxious weed control. It has been Ecosystem Management, Inc.'s pleasure in being a part of the clean up process of unwanted invasive species. Mother Nature will not be able to do this on her own.

There was a math error made when we sent the billings into Jess. The error was made from the October 15, 2007 tank mixes and application report. The permittee's have already been billed. This was our fault and no charge will be requested. Mistakes can be costly.

Jnit Map - OO: Rock Island and Peterson Fields were treated for the second time. The first application was made in 2005. Although the fields were saturated with Perennial Pepperweed, a significant reduction of plants were noticed. These fields had very thick stands in 2005, so a second application was needed. The Curly Dock was almost eliminated. We know this weed was not the target, but it did contribute to the uptake of chemical in 2005. There will be a major reduction in Perennial Pepperweed in 2008. All fence rows and dykes around these fields were treated for the first time in 2007.

Grain and Plow Fields were treated in their entirety for the first time in 2007. All dykes surrounding these fields were treated. All the area around Wind Mill pond was treated. Even the islands.

The inventory of chemical that was remaining from 2006 helped in treating all that was requested in and around all these fields. The Patrol Road and Dykes adjacent to these fields were also treated.

This area of the OO should look very promising in 2008.

Unit Map-8 Buena Vista

Unit Map-7 Sodhouse: None of the Permittee's fields were treated in 2007 due to the fire in the area. The Permittee's funds were used to treat the Boozie Dam area. The burnt fields should be treated in 2008 if allowed.

Unit Map- 8 Buena Vista: John treated all Dyke Roads in the lower Buena Vista areas as shown on map. Treatment in small fields near the junction of Center Patrol Road and Buena Vista Roads were also treated. All these areas contained Perennial Pepperweed and Canadian thistle.

Aaron treated the small fields near 205 close to Rimrock for Perennial Pepperweed. He also treated all fence lines and ditch banks in Larson that the big rig was unable to reach. He treated area around well site in Suicide.

Larson was the main field treated in this area in 2007. Canadian thistle was the primary target. The big rig also treated Suicide Field in the NE corner.

The big rig was used to spot treat Tipton. This is a rake bunch field and it makes it difficult to treat beneath the raked hay. The area next to the well and to the south was sprayed entirely.

Oliver Springs and Skunk Farm were treated with monies from the burn contract. There were many areas in the open field that did not need spraying. The areas that contained Perennial Pepperweed or Canadian Thistle received total treatment. We tried to spray as many dykes and road ways that time would allow on the con- tract. There will be need of continued application in 2008 if there is any money available. Seven sites of Rus- sian Knapweed were treated in this area and more were located. This noxious weed should be carefully monitored. This weed is spreading rapidly. Unit- 10 Krumbo: John spent a lot of time in this area. He treated dykes near Middle and East Grain Fields. He finally was able to treat a dyke that Jess has wanted done for two years. This was a dyke in the back of Wetzel Field near Krumbo Res. This dyke had to be treated with a Quad. The dykes were treated in and around the pond heading to Krumbo Res. All the area around Wetzel Field was treated. Even the old homestead at the entrance to Wetzel. John spent time on some of the dykes bordering the Blitzen River.

Aaron treated fence lines around west Upper Grain Camp on both sides of 205. Also treated along the Blitzen in Hamilton. River was low, so it was a good time to treat. He also treated between Blitzen and E. Grain Camp for Canadian thistle.

Wetzel and Butte have cleaned up fairly well over the past few years. Hamilton was the only field connect- ing north end and south end of this area that was in bad need of treatment. Unit- 11 Benson-Boca: The big rig did not treat any fields in this area in 2007.

John has treated the Patrol Rd. From French Glen to Krumbo Road on both sides. He also treated both sides of West Canal from the same points. These areas are fairly clean, but some attention was needed. John found many Scotch thistle plants on West Canal and they were treated before they went to seed. He also treated Poison Hemlock in these two areas. We always find ourselves treating areas like these to keep the weed population down since these are major traveled routes by motor vehicles. We do not want seed spread by automobiles. Especially new invaders like Scotch thistle.

The Jones Field! Here is a classic example of what happens when a field burns and is not treated. This field exploded with Perennial Pepperweed. Even the people in the area noticed. We just ex- plained that funds were not available to treat this field at this time. The problem is that we lose ground trying to keep the bordering areas clean when seed production explodes. Unit- 12 P. Ranch: Both Mud Creek and Bridge Creek drainage's were treated as part of the burn project. Both sides of the East Canal Road and out to the fence line were also treated in this bum area. The remainder of East Canal was not treated. These two riparian areas were a delight to treat. We did have some problems with our treatment. The contract was to be completed by August 30, 2007, but time did not allow us to finish the total program. A backpack was needed to extend all the way up the two drainage's. We were only able to get halfway. Mud Creek dries up late in the summer, allowing us to get to areas with the Quad. The Peren- nial Pepperweed was treated, but there were other weeds that needed attention. Floyd found 10 plants of Scotch thistle in the Bridge Creek drainage. This spells disaster if not treated. We would like to see a small budget allowed for annual treatments in these two drainage's. Now that we have been in the drainage's, we know what to do to keep out unwanted intruders.

Again, John continued treating the Patrol Road and West Canal Dyke from Krumbo to French Glen. He also treated along main road from French Glen to Page Springs Camp Ground. This was road side only.

The big rig was used to treat 95% of Dry and Hotel Fields. This is the first time treatment that has been done in these two fields.

Maintenance has requested that all ditches that were cleaned in 2006 be treated in 2007. We have sprayed most of them with the big rig. John sprayed the very south end dyke that we could not get to. Perennial Pep- perweed was minimal in these ditches. The most concerned weed was Canadian thistle. We mixed for this control. Other chemicals should be considered to control Canadian thistle in these ditches. Milestone would be a better chemical to use on Canadian thistle. The other concern that we have is the seeding of Black-Eyed Susan. This may be a good decision to propagate, but Telar will kill this plant. This will defeat your purpose. Ecosystems Management, Inc. Is on the look out every year for New Invasive Species. We spray these new arrivals every chance we can. We keep The Malheur informed of all new weeds that we find.

So is this enough?

The answer is NO!

These weed sites need to be logged on their location. They need to be treated every year regardless of cost. Not one year can be missed. These new noxious weeds are small in number, but will explode if not treated. The Malheur should be looking towards new chemicals that would be the best use for control on these intruders. It is time to become very aggressive with these new weeds. Communication and game plans need to be set out early in the season to avoid missing the timing in treating these sites. Disturbance of soil and movement in the area of these sites needs to be eliminated. Even the applicator needs to take precautions when treating these areas.

We are not bringing these concerns up because the Malheur is not acting on this. We are bring up these concepts to refresh all parties of management, so discussions can be made on an annual basis. Ten years have passed treating the Malheur and there should be reflections made on how to proceed on into the future.

Lets begin 2008 as the wake up call for battling these new arrivals in a very serious and calculated approach in control methods that will eradicate new intruders. Seed Planting on the Malheur

Ecosystems Management, Inc. Has always been an advocate in restoration, establishment, and reestablishment of sites that have been altered for some reason. Whether it has been by mechanical means or non native vegetation transformation with bare ground issues being the most concern. The best way to have noxious weeds enter a site is to alter it beyond the native vegetation condition.

Irrigation canals must be cleaned periodically to improve the movement of water so fields can receive proper flows. In preparing these ditches, it is inevitable that there will be bare ground issues that need to be addressed. Seed planting is the most logical mode of action to keep out unwanted vegetation.

Planning is necessary as to what is going to be planted and what chemicals are to be used in the future to control noxious weeds.

Plantings were done on newly restored irrigation ditches in 2006. Maintenance requested that all these ditches be treated for noxious weeds in 2007. Ecosystems Management, Inc. Did treat most of these ditches. In doing so, there will be a danger of destroying the vegetation that was planted in 2006. If this happens, then the Malheur may be faced with new bare ground issues along these ditches.

What we are trying to convey, is that communication should be considered before plantings are made and chemicals are used.

North Meadow contained Perennial Pepperweed along with Canadian thistle, with Canadian thistle being the dominant weed. If noticed, the area that contained the largest concentration of Canadian thistle, shows bare ground. We feel that Canadian thistle produces toxins, the same as Knapweed, to kill all veg- etation around the plant. Where has the time gone? Ten years have passed for weed control on the Malheur.

It seems like yesterday that Ecosystems Management, Inc. Pulled in with their sprayers and began killing Perennial Pepperweed. Have we made a difference? I would like to think so. There has been discouragement, but there has been rewards also.

The grounds at the Sodhouse Historical Site are one. This area does not even look like it did when we first started. The outbuildings at the P Ranch are another.

We did feel that more Perennial Pepperweed would be killed over this 10 year period. We may never know, but if treatment had not continued, there would be a lot more lost fields today.

The attached chart shows how much money has been spent on weed control and how many acres have been treated over this 10 year period. Is $827,187 to treat 21,238 acres to much? I do not feel that this has been an expensive venture to control these noxious weeds on such a large acreage as the Malheur. Sure, not all of the refuge has been treated, but many of the important areas have been treated and more than once.

All that we can say is that the management team at the Malheur should be congratulated on a job well done. Not that the noxious weeds have been eradicated from the Malheur, but that the Malheur has endured a never ending battle and has not given up.

So what should we do hi the future? No one has the right answer as to the control of these weeds. But, Jess is on the right trail. Rest/Rotation, start killing weeds at the head waters, grazing practices, and keep the movement of seed to a minimum All of these are great management plans.

One consideration that we would like to share is to evaluate the chemicals used. It may be time to partner up with other chemicals while keeping the cost down. One example is to use Telar with High Dep. We have been using High Dep on the Warner Wet Lands for five years. This chemical does not only kill Perennial Pepper Weed, but kills Canadian Thistle. High Dep is a very inexpensive product. I would not advocate using it alone. But the combination should work much better than Telar by itself. Another combination is Telar and Milestone. This partner may be more costly, but very effective on Canadian Thistle. We are suggesting this concept because something must be done to control these weeds without having to go back to the same site each year. The other reason to partner chemicals is to avoid these noxious weeds from becoming biotypes. 2007 has been a great year for weed control on the Malheur. It is hard to believe that 53 01 acres have been treated. This should show a significant impact on weed control.

There would not have been these many acres sprayed if it were not for the fire contract, chemical inventory, and a large participation from the Permittee's. This is history for herbicide treatments as we leave a decade in noxious weed control and on into the future.

Elota and I are very pleased as to the progress that has been made on the Malheur. There is no one that can dispute the efforts that Management on the Malheur has demonstrated. We hope with sincerity, even though we may not be the applicators., that the Malheur continues ah1 control methods on these invaders.

It has been shown in some areas of the Refuge that major control efforts have been accomplished and it has also been shown that annual applications are needed to give minimal control in other areas. Why is this so? Many factors are evident. Seed movement with water, wind, wildlife, vehicles, hay removal, and livestock, m addition, we feel that an enormous seed bank has been established. This is why it is so critical to employ the Double 0 Concept and to initiate a three year consecutive spray program on the same area. (Good for you Jess!)

Money is always the deciding factor, and all of us will do what we can with limited resources. It may be time for a new strategy plan to continue control efforts with these unwanted and difficult intruders. Thoughts of adding chemical partners with Telar may be a good management plan. It seems like we should be looking for a better bang for our buck. And maybe adding a chemical partner will limit the concerns for the creation of Biotypes. Although, Perennials do not usually become Biotypes. This problem arises more with Annuals.

Critical areas on the Refuge, like the Bridge and Mud Creek drainage, should be monitored and treated on an annual basis. Natural Riparian areas are very delicate and can be destroyed easily.

New invaders should be on top of the list for control. They should be checked and treated annually. No matter where they are located on the Refuge. Russian Knapweed in the Oliver Springs area is about ready to explode. Scotch Thistle in the Bridge Creek area are few in numbers, but be careful. Two or three years may prove to be a disaster. There are several Salt Cedar tress growing on the banks at Basque Wells. They should be removed.

We are not here to sing the same song. We know that Management on the Malheur is performing more than other government agencies in the area. We are just giving the annual wake up call as to what -we see happening on the Malheur.
