L-15-050 (87K) LOWELL, MA 1 EXECUTIVE SUMMARY ____________________________________________________________________________ Kleinfelder was retained by Enel Green Power North America to examine the existing conditions of Bridge No. L-15-050 (87K) which carries Pawtucket Street over the Pawtucket Canal in the City of Lowell, Massachusetts, prepare concept designs for replacing the bridge and provide a construction cost estimate for inclusion into a TIGER Grant application. The existing bridge is a two span structure primarily comprised of simply supported rolled steel stringers and a concrete cast-in-place deck. The bridge spans east to west and the water in the Pawtucket Canal beneath the bridge flows south. The Merrimack River is located directly north of the existing bridge and flows into the Pawtucket Canal. The first bridge at this location was constructed between 1793 and 1796. It was rebuilt in 1823, 1837, 1880 and 1927. The deck was replaced in 1948. The bridge has undergone numerous repairs and modifications including the addition of a reinforced concrete fascia/sidewalk beam on the north side of the structure in 2011. The bridge has an overall length of approximately 92 feet and an approximate out-to-out width of 46 feet. The condition of the Pawtucket Street Bridge has deteriorated to a point where the structure is currently posted for 6, 8, and 12 tons for the H20, Type 3, and Type 3S2 vehicles, respectively. Based on the 2014 Routine Inspection Report, located in Appendix B, the current condition rating of the deck, superstructure, and substructure are 5 (fair), 3 (serious), and 5 (fair), respectively. Based on our review of the existing conditions of the bridge, Kleinfelder recommends the structure be replaced in its entirety. We have considered and reviewed four (4) Superstructure Alternatives and recommend the new bridge consist of welded steel plate girders with a composite reinforced concrete deck founded on new abutments placed behind the existing canal wall abutments. The center masonry pier would not be reused in the new replacement structure. A cross section of the existing bridge superstructure and proposed replacement superstructure is located in Appendix D. Kleinfelder recommends site data be collected before commencing any preliminary design of the replacement structure. A subsurface exploration program is needed to collect existing geotechnical information in order to determine substructure recommendations. A review of existing hydraulic data of the Pawtucket Canal is recommended to determine flooding and scour considerations beneath the structure and the need for a full hydraulic study. Finally, a complete survey should be prepared in order to determine the existing site layout and right of way information. A 20 inch water main located under the bridge and overhead utility lines will need to be addressed during design and their temporary and permanent relocation coordinated. The Pawtucket Canal is part of the Lowell Power Canal and Pawtucket Gatehouse National Register District (LPCPG) and is listed on the National Register. There are three historic overlay districts in the project area. The bridge’s presence within these districts and the use of U.S. Department of Transportation (US DOT) funds will result in coordination during the environmental permitting process. The use of federal funds to replace the bridge will also require compliance with agencies such as but not limited to the National Environmental Policy Act (NEPA), the U.S. Army Corps of Engineers, the U.S. Coast Guard, the National Parks Service, The Massachusetts Environmental Policy Act (MEPA), the Massachusetts Historic Commission (MHC) and the Lowell Conservation Commission. Local jurisdiction reviews will also be likely. We estimate a replacement structure to have a construction cost of approximately $3,400,000. This does not include planning, design and construction administration. In order to determine the cost estimate of a replacement structure, Kleinfelder assumed that new cantilever abutments founded on spread footings located behind the existing canal walls. A breakdown of the probable construction cost is located in Appendix E. Design of the replacement structure is expected to last 9 months from the Notice to Proceed (pending successful environmental permitting compliance, utility coordination and obtaining the required easements). The preliminary design and construction schedules are located in Appendix C.
