First Part Riza Krasniqi : My name is Riza Krasniqi, I was born on the 3rd of July 1959 in the city of Peja where I also finished my primary and secondary school. I studied Electrical Engineering in the Technical Faculty of the University of Pristina during 1977-1982. From the 1st of October before the war, I 1 worked as an informatics teacher at the then May 11 Gymnasium, now Bedri Pejani Gymnasium in Peja. Childhood memories (smiles)...maybe the first memory that influenced me as a person is the 2 time as a maturant. So, I was a maturant during 1996-1997 and one day a friend of mine comes to me and says, “Riza, are you coming to become a member of the Communist League?” I didn’t even know what the Communist League was. I said, “What do we do there as members of the Communist League?” “Riza,” he said, “we gather with professors and listen as they debate with one another, it’s a pleasure.” I said, “Yes, of course,” because I wanted to listen to the professors debating because I thought that they… When I told my father, “Father, this and that,” he was like, “What did you want that for, my son?” I said, “I wanted to listen to the professors, father.” And once in a meeting, in 1977, we were late, it was 11:00 PM when I arrived home, my father was waiting for me. -
Protection of Author's Moral Rights in Kosovo 1. Introduction
JURIDICA (Lack of) Protection of Author’s Moral Rights in Kosovo Armend Ahmeti1 Abstract: In Kosovo we have many young artists, writers, singers, actors, photographers, architects, painters and sculptors, who are young, talented and special, which amaze you with their works. The applicable law recognizes the aforementioned authors certain rights over their works (thore are property, moral and other rights). But the problem is that the protection of the moral rights of the author is problematic in Kosovo. This protection is missing or is very pale. As a hypothesis of this paper I have decided: the differencies between the moral and property rights of the author, the non- implementation and reasons of non-implementation of the moral rights of the author in Kosovo, the need for a deeper legal reform in this regard. The scientific methods I have used to come to conclusions are the method of research, analysis, especially the method of analysis of legislation, the method of comparison etc. Keywords: author; property rights; moral rights; other rights; legal reform; non-implementation of moral rights 1. Introduction Kosovo, in terms of legal infrastructure, we can say that it has progressed far since its declaration of independence in 2008 by the Assembly of Kosovo. Kosovo now has a modern constitution, there are many laws and sub-legal acts that regulate different fields, in this regard also the field of intellectual property, namely the field of copyright. Kosovo protects the right of intellectual property by constitutional provisions (article 46 of the Constitution of Kosovo, approved on 09 April 2008 and entered in to force on 15 June 2008). -

Report between the President and Constitutional Court and its influence on the functioning of the Constitutional System in Kosovo MSc. Luz Balaj, PhD Candidate Faculty of Law, University of Prishtina, Kosovo Abstract This paper aims at clarifying the report between the President and the Constitutional Court. If we take as a starting point the constitutional mandate of these two institutions it follows that their final mission is the same, i.e., the protection and safeguarding of the constitutional system. This paper, thus, will clarify the key points in which this report is expressed. Further, this paper examines the theoretical aspects of the report between the President and the Constitutional Court, starting from the debate over this issue between Karl Schmitt and Hans Kelsen. An important part of the paper will examine the Constitution of Kosovo, i.e., the contents of the constitutional norm and its application. The analysis focuses on the role such report between the two institutions has on the functioning of the constitutional system. In analyzing the case of Kosovo, this paper examines Constitutional Court cases in which the report between the President and the Constitutional Court has been an issue of review. Such cases assist us in clarifying the main theme of this paper. Therefore, the reader will be able to understand the key elements of the report between the President as a representative of the unity of the people on the one hand and the Constitutional Court as a guarantor of constitutionality on the other hand. -

[The interview was conducted in Albanian, the italic parts of it were originally said in English] Harry Bajraktari: So...they had arrested, you know, they have come to the...my hometown, and they surrounded, the communists and the Serbs, you know, they come, to, to, to town, want to capture my father’s uncle, his name was Shpend Bajraktari, and what happened, they couldn’t capture him that time, that moment, that morning, so they arrested my dad and his uncle, you know, and other people, and they took them to Peja, this was in November, so what happened is the uncle and two other cousins, they executed them, and my dad was seventeen years old and they let him go, because, “You are seventeen, we are going to have you go to join the military in Drenica, to fight against the Albanians.” You know. So, for nine months or eight...nine months, he was, you know, chasing the Albanians, now the partisans, you know, whatever, the Serbs. And we go back and forth, then they name this place 17 Nëndori [November] and the whole nine yards, and I come back sixty years later, I buy the place, I took down 17 Nëndori [November] and I put my dad’s name, it’s called Metë Bajraktari Plaza, how the world you know {crosses his hands} like, it, it goes back, you know, it’s unpredictable, what you can do, so it’s a, it’s an interesting thing, you know, but you know, we’ve been very fortunate beings...coming to this great country where we have the ability to do those things, otherwise, you know, we couldn’t do it. -
