RECOMMENDATION

It is recommended that the Committee endorse the temporary road closures of Eveleigh Street from Lawson to Holden Streets, Caroline Street from Eveleigh to Louis Streets and Louis Street from Caroline to Vine Streets, Redfern, on Thursday 30 October 2013 from 5am to 10pm subject to the following conditions:

(A) The Applicant must comply with the temporary road closures conditions as stipulated in Schedule B of this Agenda.

(B) The Applicant must contact the Redfern Police to discuss deployment of user pay police for the event.

(C) The Applicant must contact the City’s Venue Management Unit to discuss the event.

(D) The Applicant must provide a telephone number of the supervisor responsible for the proposed event and include contact details in the notification letters to be distributed to affected stakeholders.

RECOMMENDATION

It is recommended that the Committee endorse the temporary road closures for the Wayside Chapel 50th Anniversary Celebration on Sunday 13 April 2014 from 9am to 3pm subject to the following conditions:

(A) The Applicant must comply with the temporary road closures conditions as stipulated in Schedule B of this Agenda.

(B) The Applicant must contact the Kings Cross Police to discuss deployment of user pay police for the event.

(C) The Applicant must contact the City’s Venue Management Unit to discuss the event.

It is recommended that the Committee endorse the temporary road closures for the Wayside Chapel 50th Anniversary Dinner Thursday 27 March 2014 from 6.30pm to 10pm subject to the following conditions:

(A) The Applicant must comply with the temporary road closures conditions as stipulated in Schedule B of this Agenda.

(B) The Applicant must contact the Kings Cross Police to discuss deployment of user pay police for the event.

It is recommended that the Committee endorse the temporary road closures for the Wayside Chapel Christmas Day Street Party on Wednesday 25 December 2013 from 7am to 5pm subject to the following conditions:

(A) The Applicant must comply with the temporary road closures conditions as stipulated in Schedule B of this Agenda.

(B) The Applicant must contact the Kings Cross Police to discuss deployment of user pay police for the event.

(C) The Applicant must contact the City’s Venue Management Unit to discuss the event.

ITEM 7 STREET EVENTS TEMPORARY ROAD CLOSURE – CHINESE NEW YEAR FESTIVAL TWILIGHT PARADE 2014 (2013/381243)

RECOMMENDATION

It is recommended that the Committee endorse the temporary road closures for the Sydney Chinese New Year Twilight Parade on Sunday 12 February 2014 from 4pm to midnight subject to the following conditions:

(A) The Applicant must comply with the temporary road closure(s) conditions as stipulated in Schedule B of this Agenda.

(B) The Applicant must contact the Rocks Police to discuss deployment of user pay police for the event.

(C) The Applicant must contact the City’s Venue Management Unit to discuss the event.

(D) The Applicant is to obtain a Road Occupancy Licence from the Transport Management Centre prior to commencement of the event.

(E) The Applicant must provide a telephone number of the supervisor responsible for the proposed event and include contact details in the notification letters to be distributed to affected stakeholders.

(F) The Applicant must contact Sydney Buses and arrange and pay for the rerouting of bus services around the closures, the temporary relocation of bus stops and any additional staff required.

DECISION

The recommendation was carried unanimously by the Committee and noted a change of date from the Wednesday 12 February to the Sunday 2 February 2014 and a change of road closure time from 4pm to Midnight to 4pm to 11.30pm.

BACKGROUND

The City of Sydney requires the temporary road closures of Castlereagh, Pitt, Park, George, Bathurst, Druitt, Liverpool, Sussex, Goulburn, Hay, Harbour, Barlow, Campbell, Central, Factory, Little Hay, Little Pier, Quay, Thomas, Wilmot Streets, Kimber and Thomas Lanes, Rawson Place and Ultimo Road for the annual Sydney Chinese New Year Parade on Sunday 2 February 2014 from 4pm to midnight.

ITEM 8 ITEM FOR COMMITTEE INFORMATION – STREET EVENTS TEMPORARY ROAD CLOSURE – VARITY SANTA FUN RUN – PYRMONT AND DARLING HARBOUR (2013/381224)

RECOMMENDATION

It is recommended that the Committee note the temporary road closure/traffic control for the Variety Santa Fun Run on Sunday 1 December 2013 from 8:30am to 11:00am subject to the following conditions:

(A) The Applicant must comply with the temporary road closures conditions as stipulated in Schedule B of this Agenda.

(B) The Applicant must contact the Sydney City LAC to discuss deployment of user pay police for the event.

(C) The Applicant must contact the City’s Venue Management Unit to discuss the event.

(D) The Applicant is to obtain a Road Occupancy Licence from the Transport Management Centre prior to commencement of the event.

(E) The Applicant must provide a telephone number of the supervisor responsible for the proposed event and include contact details in the notification letters to be distributed to affected stakeholders.

BACKGROUND

The Variety Children’s Charity NSW has applied for the temporary road closures/traffic control Variety Santa Fun Run on Sunday 1 December 2013 from 8:30am to 11:00am.

ITEM 9 STREET EVENT – TEMPORARY ROAD CLOSURE – SYDNEY TO THE GONG BIKE RIDE (2013/252163)

RECOMMENDATION

It is recommended that the Committee endorse the temporary road closures associated with the MS 2013 Sydney to the Gong Bike Ride to be held on Sunday 3 November 2013 from 6am to 8am subject to the following:

(A) The Applicant must comply with the temporary road closure conditions as stipulated in Schedule C of this Agenda.

(B) The Applicant must contact Redfern Police to discuss the event.

DECISION

The recommendation was carried unanimously by the Committee and noted a change for road closure times from 6am to 8am to 6am to 3pm as the actual event and 4am to 11am for the City’s LGA road closure.

BACKGROUND

MS Australia has applied for various temporary road closures for the MS Sydney to the Gong Bike Ride on Sunday 3 November 2013 from 6am to 8am.

ITEM 10 MOBILE CRANES – TEMPORARY ROAD CLOSURES – DRUITT PLACE SYDNEY (2013/344088)

RECOMMENDATION

It is recommended that the Committee endorse the temporary road closure of Druitt Place, between Sussex and Kent Streets, Sydney, on Sunday 24 November 2013 from 7am to 7pm, subject to following conditions:

(A) The Applicant must comply with the temporary road closure conditions as mentioned in Schedule C of this Agenda.

(B) The Applicant must comply with any other conditions imposed by the City’s Construction Regulation Unit.

(C) The Applicant has indicated Sunday 1 December 2013 as an alternative date for the above work as a contingency for inclement weather.

(D) The Applicant must contact the City Central Police to obtain a separate police permit and to discuss deployment of user pay police for the road closure.

(E) The Applicant is to obtain a Road Occupancy Licence from the Transport Management Centre prior to commencement of works.

(F) The Applicant must provide a telephone number of the supervisor responsible for the proposed closure and include contact details in the notification letters to be distributed to affected stakeholders.

K and D Traffic Management has applied for the temporary road closure of Druitt Place, between Sussex and Kent Streets, Sydney, on Sunday 24 November 2013 from 7am to 7pm.

RECOMMENDATION

It is recommended that the Committee endorse the temporary road closure of Kimber Lane, between Factory Street and Little Hay Street, Haymarket, on Monday 21 October and Tuesday 22 October 2013 from 5am to 6pm, subject to following conditions:

(A) The Applicant must comply with the temporary road closure conditions as mentioned in Schedule C of this Agenda.

(B) The Applicant must comply with any other conditions imposed by the City’s Construction Regulation Unit.

(C) The Applicant has indicated 28 and 29 October 2013 as an alternative date for the above work as a contingency for inclement weather.

(D) The Applicant must contact the City Central Police to obtain a separate police permit and to discuss deployment of user pay police for the road closure.

(E) The Applicant must provide a telephone number of the supervisor responsible for the proposed closure and include contact details in the notification letters to be distributed to affected stakeholders.

Metropolis Traffic Control has applied for the temporary road closure of Kimber Lane, between Factory Street and Little Hay Street, Haymarket, on Monday 21 October and Tuesday 22 October 2013 from 5am to 6pm.

ITEM 12 ROAD WORKS – TEMPORARY ROAD CLOSURES – CAMPBELL LANE GLEBE (2013/336107)

RECOMMENDATION

It is recommended that the Committee endorse the temporary road closure of Campbell Lane, between Cowper and Mitchell Streets, Glebe, on Monday 28 October and Tuesday 29 October 2013 from 7.00am to 3.30pm subject to the Applicant complying with the following conditions:

(A) The Applicant must comply with the temporary road closure conditions as mentioned in Schedule C of this Agenda.

(B) The Applicant must comply with any other conditions imposed by the City’s Construction Regulation Unit.

(C) The Applicant has indicated 30 and 31 October 2013 as an additional period for above works for unforseen delays.

(D) The Applicant must contact Leichhardt Police to obtain a separate police permit and to discuss deployment of user pay police for the road closure.

(E) The Applicant must provide a telephone number of the supervisor responsible for the proposed closure and include contact details in the notification letters to be distributed to affected stakeholders.

RPF Building Pty Ltd has applied for the temporary road closure of Campbell Lane, between Cowper and Mitchell Streets, Glebe, on Monday 28 October and Tuesday 29 October 2013 from 7.00am to 3.30pm.

ITEM 13 ROADWORKS - TEMPORARY ROAD CLOSURES – WELLINGTON STREET WATERLOO (2013/344032)

RECOMMENDATION

It is recommended that the Committee endorse the temporary road closure of Wellington Street, between George and Pitt Streets, Waterloo, from 28 October to 2 November 2013, subject to the Applicant complying with the following conditions:

(A) The Applicant must comply with the temporary road closure conditions as mentioned in Schedule C of this Agenda.

(B) The Applicant must comply with any other conditions imposed by the City’s Construction Regulation Unit.

(C) The Applicant has indicated 3 to 9 November 2013 as an additional period for above works for unforseen delays.

(D) The Applicant must contact the Redfern Police to obtain a separate police permit and to discuss deployment of user pay police for the road closure

(E) The Applicant must provide a telephone number of the supervisor responsible for the proposed closure and include contact details in the notification letters to be distributed to affected stakeholders.

BACKGROUND

Sydney Civil Pty Ltd has applied for the temporary road closure of Wellington Street, between George and Pitt Streets, Waterloo, from 28 October to 2 November 2013.

ITEM 14 WORKS ZONE – BRENNAN STREET ALEXANDRIA (2013/336734)

RECOMMENDATION

It is recommended that the Committee endorse the allocation of the kerb space on the eastern side of Brennan Street, Alexandria, between the points 58 metres and 68 metres (2 car spaces) south of Power Avenue as “Works Zone 7.30am-5.30pm Mon-Fri, 7.30am-3.30pm Sat”, subject to the following conditions:

(A) The Applicant must comply with the Works Zone conditions as stipulated in Schedule E of this Agenda.

(B) The Applicant must comply with the Street Trees conditions as stipulated in Schedule D of this Agenda.

(C) The Applicant is not permitted to swing or hoist goods from a Works Zone across or over any part of a public road by means of a lift, hoist or crane unless a separate approval has been obtained from the City’s Building Approvals Unit under Section 68 of the Local Government Act 1993.

(D) The Applicant must notify local residents of the Works Zone at least seven (7) days prior to installation.

(E) The Applicant must provide a telephone number of the Site Manager.

BACKGROUND

Cargo Lane Constructions Pty Ltd has applied for a 10 metre long Works Zone in Brennan Street, Alexandria.

The Works Zone is required to facilitate construction works at 8 Brennan Street, for a period of approximately 12 weeks.

RECOMMENDATION

It is recommended that the Committee endorse the following:

(A) Allocation of the kerb space on the western side of Codrington Street, Darlington, between the points 30.2 metres and 52.2 metres (3 car spaces) north of Abercrombie Street as “Works Zone 7.00am-6.00pm Mon-Fri, 8.00am-3.00pm Sat”.(Works Zone A)

(B) Allocation of the kerb space on the eastern side of Codrington Street, Darlington, between the points 8.0 metres and 28.0 metres (3 car spaces) north of Rose Street car park entrance as “Works Zone 7.00am-6.00pm Mon-Fri, 8.00am-3.00pm Sat”. (Works Zone B)

(C) Allocation of the kerb space on the eastern side of Codrington Street, Darlington, between the points 28.0 metres and 35.0 metres (1 car spaces) north of Rose Street car park entrance as “P Motorbikes Only”.

Subject to the following conditions:

RECOMMENDATION

It is recommended that the Committee endorse the following:

(A) Installation of a footway widening to permanently restrict Meagher Street, Chippendale at the intersection of Regent Street to left-out only.

(B) The City commission traffic counts in Queen Street, Chippendale six months after the footway widening to determine whether additional traffic calming is required in the local area.

DECISION

The recommendation was carried unanimously by the Committee.

BACKGROUND

The City is concerned by the high rate of road crashes at the intersection of Meagher and Regent Streets in Chippendale and is considering improvements at this location to treat the ongoing safety concern.

The Roads and Maritime Service (RMS) invited Council to nominate projects for the 2013/14 Federal Government’s Nation Building Black Spot and the NSW Government’s Black Spot Programs which seek to reduce crashes on Australian roads. These programs fund treatments at dangerous crash black spot locations where high rates of road crashes occur.

To be considered for funding, a location must have a minimum of three (3) casualty crashes over a five-year period with the proposed treatment having a Benefit Cost Ratio (BCR) of 2.0 or more.

On 16 August 2012, the City nominated the priority intersection of Meagher and Regent Streets, Chippendale which recorded a total of 19 crashes, including eight injury crashes over a five-year period.

On 2 July 2013, the City received funding approval from the RMS for the provision of a black spot treatment at the intersection. Under the NSW Government's Black Spot Program, all approved projects are funded under a 50/50 basis between the RMS and Council.

The 2013/14 Program provided funds for footway widening which would restrict Meagher Street traffic at the intersection to left-out only and restrict all vehicular access from Regent Street into Meagher Street.

This proposal is consistent with the objectives of the Chippendale Pedestrian, Cycling and Traffic Calming Plan, adopted by Council in 2008, which sought to reduce traffic volumes and vehicle speeds in Meagher Street.

STREET EVENTS – TEMPORARY ROAD CLOSURE – CORROBOREE FESTIVAL

RECOMMENDATION

It is recommended that the Committee note the temporary road closures for sections of Macquarie Street, St James Road, Prince Albert Road, Hunter Street and Shakespeare Place, Sydney on Thursday 14 November 2013 from 10.30am to 1pm subject to the following conditions:

(A) A special Traffic Committee is established with representatives from Police, RMS, Transport for NSW, Event Organisers and City to determine details on the transport and traffic management around the event.

(B) The Applicant must comply with the temporary road closures conditions as stipulated in Schedule B of this Agenda.

(C) The Applicant must contact the Sydney City Local Area Command to discuss deployment of user pay police for the event.

(D) The Applicant must contact the City’s Venue Management Unit to discuss the event.

(E) The Applicant is to obtain a Road Occupancy Licence from the Transport Management Centre prior to commencement of the event.

(F) The Applicant must provide a telephone number of the supervisor responsible for the proposed event and include contact details in the notification letters to be distributed to affected stakeholders.

(G) The Applicant must contact Sydney Buses and arrange and pay for the rerouting of bus services around the closures, the temporary relocation of bus stops and any additional staff required.

DECISION

The Committee noted the event and noted that the item will be brought back as an ‘Item For Information’ at the November meeting of the Local Pedestrian, Cycling and Traffic Calming Committee.

BACKGROUND

Corroboree has applied for the temporary road closures for sections of Macquarie Street, St James Road, Prince Albert Road, Hunter Street and Shakespeare Place, Sydney on Thursday 14 November 2013 from 10.30am to 1pm.

COMMENTS

The Corroboree Festival from 14 to 21 November 2013 is Australia’s newest annual, national Indigenous festival and will showcase Indigenous literature, visual arts, performing arts, live music, films, crafts and design.

The festival includes a Gurung Parade on 14 November 2013 of 1,000 schoolchildren from Hyde Park to Government House in a celebration of local Sydney Aboriginal culture proudly supported by The Balnaves Foundation.

The Corroboree Festival is a new annual event that requires the temporary closures of City streets and traffic detours around the parade route.

There are currently no other approved temporary road closures proposed to take place on the same day.

The Department of Premier and Cabinet are aware of the event and will assist with coordination of various organisations such as the Police, RMS, Transport for NSW and other to minimise impacts on the general public.

CONSULTATION

The Applicant will be required to notify affected stakeholders as stipulated in Schedule B.

FINANCIAL

Not applicable as the Corroboree Festival is a not-for-profit event which is exempt from fees as stipulated in the current Fees and Charges.
