Homicide in Seattle’s Chinatown, 1900-1940: Evaluating the Influence of Social Organizations Brian Paciotti Department of Sociology One Shields Avenue University of California, Davis Davis, CA 95616 530-219-8306 [email protected] Brian Paciotti, a human ecologist, obtained his PhD from the Graduate Group in Ecology (Human Ecology Area of Emphasis), at the University of California, Davis. He is currently a lecturer with the department of Sociology at UC Davis, and a post-doctoral fellow with the National Consortium on Violence Research (NCOVR). Much of the data used in this paper come from Rosemary Gartner’s and Bill McCarthy’s longitudinal homicide dataset that includes homicide cases in Seattle, Vancouver, Buffalo, and Toronto from the years 1900-2000. Paciotti is grateful to them for the use of these data, as well as generous assistance in writing and revising this paper. In addition, Steve Messner, and other NCOVR members provided valuable insights about interpreting and analyzing the data. This material is based upon work supported by the National Science Foundation under Grant No. SBR-9513040 to the National Consortium on Violence Research. Any opinions, findings, and conclusions or recommendations expressed in this material are those of the author(s) and do not necessarily reflect the views of the National Science Foundation. 1 ABSTRACT The present study extends the understanding of how features of Chinese social organization influenced patterns of homicide in Seattle from 1900-1940. The findings illustrate that generalizations about Chinese violence fit pre-WWII Seattle homicide data: (a) Chinese homicide rates were high as a result of conflict between tong organizations involved in the vice industry; (b) the timing of tong events was driven by disputes among organizational chapters in different cities; and (c) homicide rates unrelated to tong violence were relatively low, but far higher than modern Asian rates.

  • Chinatown Was Made up of One Stretch Along Empire Street
THE CENTRAL KINGDOM, CONTINUED GO BACK TO THE PREVIOUS PERIOD 1900 It was after foreign soldiers had gunned down hundreds of Chinese (not before, as was reported), that a surge of Boxers laid siege to the foreign legations in Peking (Beijing). A letter from British Methodist missionary Frederick Brown was printed in the New-York Christian Advocate, reporting that his district around Tientsin was being overrun by Boxers. The German Minister to Beijing and at least 231 other foreign civilians, mostly missionaries, lost their lives. An 8-nation expeditionary force lifted the siege. “NARRATIVE HISTORY” AMOUNTS TO FABULATION, THE REAL STUFF BEING MERE CHRONOLOGY When the Chinese military bombarded the Russians across the Amur River, the Russian military responded by herding thousands of members of the local Chinese population to their deaths in that river. Surprise, the Russians didn’t really want the Chinese around. At about the turn of the century the area of downtown Providence, Rhode Island available to its Chinese population was being narrowed down, by urban renewal projects, to the point that all of Chinatown was made up of one stretch along Empire Street. Surprise, the white people didn’t really want the Chinese around. In this year or the following one, the Quaker schoolhouse near Princeton, New Jersey, virtually abandoned and a ruin, would be torn down. The land on which it stood is now the parking lot of the new school. An American company, Quaker Oats, had obtained hoardings in the vicinity of the white cliffs of Dover, England, for purposes of advertising use.

  • PUNISHMENT: a Comparative Historical Perspective
P1: ICD/GKJ P2: JZW/JRT 052184407Xpre CB766-Miethe-v1 January 23, 2005 17:20 PUNISHMENT “In this unique textbook, which is scholarly yet accessible to students, Miethe and Lu approach punishment from a perspective that is both historical and comparative, addressing the global dimensions of punishment as few authors do.” Gray Cavender, Arizona State University Informed by current scholarship, yet tailored to the needs of undergraduate students, this textbook presents a broad perspective on one of the most fundamental social practices. Punishment is the common response to crime and deviance in all societies. However, its particular form and purpose are also linked to specific structural features of these societies in a particular time and place. Through a comparative historical analysis, the authors identify and examine the sources of similarity and difference in types of economic punishments, incapacitation devices and structures, and lethal and nonlethal forms of corporal punishment over time and place. They look closely at punishment responses to crime and deviance across different regions of the world and in specific countries like the United States, China, and Saudi Arabia. In this way readers gain an appreciation for both the universal and context-specific nature of punishment and its use for purposes of social control, social change, and the elimination of threat to the prevailing authorities. Terance D. Miethe is Professor of Criminal Justice at the University of Nevada, Las Vegas. He has authored six books in the areas of criminology and legal studies, in- cluding Crime and Its Social Context (1994); Whistleblowing at Work: Tough Choices in Exposing Fraud, Waste, and Abuse on the Job (1999); Crime Profiles: The Anatomy of Dangerous Persons, Places, and Situations,2nded.(2001); Panic: The Social Construc- tion of the Youth Gang Problem (2002); The Mismeasure of Crime (2002); and Rethink- ing Homicide: Exploring the Structure and Process Underlying Deadly Situations (2004, Cambridge).

  • Executions and Indignities--An Eighth Amendment Assessment Of
Executions and Indignities-An Eighth Amendment Assessment of Methods of Inflicting Capital Punishment MARTIN R. GARDNER* The death penalty, as it is imposed . is a disgusting butchery, an outrage inflicted on the spirit and body of man. .... Today, when this ignoble death is secretly administered, what meaning can such torture have? The truth is that in an atomic age we kill as we did in the age of steelyards . science, which has taupht us too much about killing, could at least teach us to kill decently. I. INTRODUCTION The United States Supreme Court has recently held for the first time that capital punishment as a legislative response to crime is not necessarily cruel and unusual punishment under the eighth amend- ment to the United States Constitution.2 The action of the Court set- tled, at least for the time being, some of the legal controversy sur- rounding the death penalty, and after a moratorium of almost ten years, the ultimate legal sanction was again administered in the United States.3 These developments in no way signal an end to the controversy surrounding the execution of criminals. The Supreme Court's ruling that capital punishment is not unconstitutional per se raises new is- sues concerning the administration of the death penalty. One such issue, understandably neglected during the debate over the constitu- tionality of capital punishment itself, is the constitutionality of the various means used to take the lives of the condemned. Legislative attempts to provide more humane alternatives to the present modes- hanging, shooting, electrocuting, and gassing-have already begun.4 In * Member, Utah Bar.

HISTORY 493.DOC (DO NOT DELETE) 3/6/2015 4:07 PM A SURVEY OF THE HISTORY OF THE DEATH PENALTY IN THE UNITED STATES Sheherezade C. Malik * D. Paul Holdsworth ** INTRODUCTION Since the founding of Jamestown Colony in 1607, few topics in American life and culture have generated as much controversy, both in terms of persistence and volatility, as the death penalty. Foreign policy, economic recessions, and social movements come to the forefront of national discussion in their own respective ebbs and flows. Capital punishment, however, has been a staple of the American criminal justice system since the early inhabiting of the continent, and has remained a permanent vehicle through which we can enact retribution on the most heinous criminal offenders in our society, ridding ourselves of the worst among us.
