Club Permits
Club Permits Report of the 1999-2000 San Francisco Civil Grand Jury SUMMARY Many of San Francisco's dance clubs are located in San Francisco's South of Market (SOMA) area, which is policed by the Southern District station of the San Francisco Police Department (SFPD). All clubs operate under permits issued by the SFPD. In recent years, the Southern District station has acted to suspend and/or terminate a number of these club operating permits for a variety of incidents ranging from drug use and dealing inside of clubs to theft of property such as cell phones and excessive noise. The efforts of the Southern District to rein in the clubs became publicly controversial in July of 1999 when the SFPD sought the suspension of the operating permits of the City's largest dance club, Ten 15 Folsom, for negligent management. [1] This report is the result of the Civil Grand Jury's investigation of the SFPD's club permitting process, which has been criticized as being unfair to club owners. Based upon that investigation, the Civil Grand Jury recommends a reconsideration of the permit process to ensure equal treatment of applicants and permit holders, while providing appropriate penalties for clubs that pose public health and safety concerns. BACKGROUND A club owner must have several permits to operate a club: a Place of Entertainment permit, a Dance Hall Keeper permit, a Cabaret permit, and, if the club is to remain open after 2 a.m., an Extended-Hours or After-Hours permit. San Francisco is the only jurisdiction in the Bay Area that issues extended-hours and after-hours entertainment permits. -

The 1990s brought a significant decline in lesbian-targeted businesses worldwide, and San Francisco’s last lesbian/dyke BNC for 18 years, The Lexington Club, closed in 2015. This decline in lesbian-oriented businesses could be due to many factors; common assumptions include finances, societal acceptance of queerness, and an increase in queer resources providing women with expanding social networks. To gain a clearer understanding of the city’s once-thriving lesbian/dyke BNCs, why they mattered, and why they have disappeared, this study used in-depth, open-ended interviews with queer women, non-binary, and transgender individuals who have lived in San Francisco and have socialized at queer BNCs. -

The current ownership consists of 17 individuals in a corporate structure. The business has been located on 11th Street in the South of Market neighborhood since its inception in 1988. When Slim’s first opened, the majority of musical acts were of the R&B and Blues varieties, however currently it offers all types of music including Punk, Metal, Hip‐Hop, and Folk, catering to a large variety of tastes. Originally, Slim’s was able to keep its windows open and let the music ring throughout the neighborhood, however, new developments in the SoMa neighborhood have made this less of a possibility. Despite this, Slim’s continues to be a longstanding venue in the neighborhood as it changes around it. Slim’s has been an active member of the 11th Street community since its opening. Slim’s hosts benefits and local club operator gatherings at its location, and has catered to local activists, politicians, and community outreach meetings with the police department as well. Its staff has always been heavily made up of San Franciscans living in the local community who are dedicated to the music scene that is hosted at Slim’s.
