October 13, 2016 City of Beaverton Bicycle Advisory Committee (BAC) Meeting Minutes for Thursday, October 13th, 2016 Call to Order: Brian Walker, 6:35 PM Present: Brian Walker, John Ratliff, Richard Walker, Stacy Revay, Ben Howard (Beaverton Police Dept. Rep), Adam Spang (Beaverton Police), Mike Mulligan, Ken Wolfgang. Approval of Minutes: Ken Wolfgang and Richard Walker motioned for the August minutes to be accepted, and the vote was unanimous. Richard motioned, and John Ratliff seconded, that the September minutes be accepted. That also was unanimous, with one abstention. Staff Communications: Beaverton Police Officer Spang gave a presentation on ballot measure 34-250 to get a new police facility for the Beaverton Police Department. He presented facts about the inadequacy of the current facility, including being in a flood plain. If an earthquake occurs, the current building will not withstand a severe quake. John Ratliff asked what would happen if it doesn’t pass, and Officer Spang replied, “We don’t know.” He said that every year we wait, a million dollars is added to the price. John then asked if on Sunday, after 5 inches of rain, the 9.0 earthquake happens. “…We’d be digging out.” City of Beaverton • 12725 SW Millikan Way • PO Box 4755 • Beaverton, OR 97076 • www.BeavertonOregon.gov Other Communications: —Council Representative: Rep. Beatty is unable to attend the meetings at this time. Ken W. asked about Council representation, and Brian asked how often the Council assigns representation. —There will be six new members and 2 alternates joining the Committee in January. We have several applications; some current members of BAC have decided to resign (Richard Walker, Kenneth Wolfgang, Nathan Potter) to provide an opportunity for other members of our community; City of Beaverton. Officer Howard, Beaverton Police Department: —WEA Ride went really well, City of Beaverton staff also attended the ride. There were no questions from the riders about infrastructure. —Hall Blvd—there is a bike parked along Hall Blvd. without a seat, locked to the street sign. Officer Howard will look into it. —There will be no bike rodeos or bike helmet events on behalf the Northwest Bicycle Safety Council during the fall months. —The Beaverton Mountain Bike Team will be at high school football games, and at the tree lighting ceremony in downtown Beaverton. —Currently, Bike Rodeos are scheduled for each weekend in the Spring of 2017. Brian Walker: Consider safe riding in the cold or wet weather, night riding and lighting systems. He also mentioned strobing images and the potential for triggering epilepsy in some people (drivers included). There is an EU standard on strobe systems. There is a law that says these lights must not flash at a frequency above 4Hz. So they are very unlikely to trigger a seizure in someone with photosensitive epilepsy. https://www.epilepsy.org.uk/info/photosensitive-epilepsy/triggers Transportation—Stacy Revay: —Bicycle Advisory Committee recruitment; Todd and Stacy are interviewing several people for the BAC. There are quite a few vacancies, and 12 applicants. Recruitment is over at the end of October. —December 8th will be the Annual Boards, Commissions and Committee Appreciation Dinner. —Important for remaining Committee members to think about a vision and new goals as new members are on boarded. Ken brought up the potential for an OBRA-sponsored event. —Active Transportation Plan: Kittelson and JLA (public involvement) are the consultants who have been selected for the Active Transportation Plan. The first meetings will be in mid-November, with a Technical Advisory Committee (TAC) and a Community Advisory Committee (CAC). —Traffic Safety Action Plan (TSAP): The first draft of this plan will be available to the City in early November. The purpose of this plan is to identify strategies to reduce the number of serious injuries and fatalities related to crashes within the City. While the City aims to reduce the total number of crashes overall, the focus of this TSAP is on serious injuries (where the victim’s normal life functions are severely impacted) and fatalities related to transportation crashes. THPRD—John: —John talked about the new trail beside the Nature Park almost being completed. Although there is a sign saying it is still closed, this is probably for painting lines, the actual trail has been constructed. —The Nature and Trails Committee went over criterion for the rating of various trails. There was a lengthy discussion related to zoning: R1 (Urban Height Density of 1,000 sq ft.-multi-family) and R7 (Urban Standard Density of 7,000 sq. ft. –Single Family). Recap, Bike Beaverton: —Mayor Doyle participated in the event. —John brought up the “lost girl” toward the end of the ride. Apparently, she was found but had gone on a longer route while her family chose the shorter route. —The Bike Rodeo went really well—John Brian—there was a write-up for the Beaverton Valley Times. Bruce Buffington from the NWBSC received credit for the event in that particular write-up. —Bruce Buffington is stepping down from the Northwest Bicycle Safety Council. —Performance Bicycling did not attend, but Bike Gallery and Riders-&-Sliders participated in the event. —15,000th Helmet timing was changed in order to accommodate the event timing. John suggested that Bruce Buffington sign the helmet, which he did. —More volunteers at registration could have been helpful. What worked well: *Cliff Bars. *Nike sponsorship was good. *Ome Callie—frozen treats went over very well. *NW Bicycle Safety Council—fewer people were noted with sloppily-fitted helmets. *The layout and sending off went better this year than last year. *The Bike Rodeo was great! *Registration forms in Spanish—Great! *Registration issues: one form per family or one form per adult; needs to be decided. Change the language on the form. Make allowances for more than one adult on the form. Discuss tying these recommendations with Vision Zero and the Active Transportation Plan. —Think about re-naming this committee from BAC to Bicycle/Pedestrian Advisory Committee. Brian stated that the LAB prefers to have a dedicated BAC. This may need a change in the by-laws and charter, and approval by the Mayor. —Vision Zero applies to all transportation modes and is being discussed during the City of Beaverton Transportation Safety Action Plan (TSAP). —Active Transportation Plan (ATP) scheduled for completion by the end of June 2017. —There is a photo of a bicycle being hit by a car in front of Beaverton Toyota, why is this sign here? Could be to caution motorists and bicycles of vehicles pulling in and out of driveway..has there been an incident or accident that prompted this signage? —Bike Rack discussion. —Richard Walker asked about a grant for a pile of seized bicycles, saying that this could be transportation of school kids who need bikes. Lawrence created “inferior Don Quixotes” to refer those lost men, which can be further divided into “hen-sure man” and egoist.
